BUDGET/PROGRAM: ELECTIONS
The Auditor serves as ex officio supervisor of all primary, general and special elections for all state, county, city, school, hospital, fire, cemetery, water, port, park
and recreation and public utility districts. In correlation with election duties, the election’s staff program the ballot tabulation system; prepares ballot layout and
voting devises; publishes notices of elections; apportioning to state, city, county and district, their share of election expenses. The county canvassing board for all
election returns is comprised of the county Auditor, the county Prosecuting Attorney, and the Chairman of the County Commissioners. The Auditor’s Office
works closely with the Secretary of State and sends complete abstracts of all election results to the Secretary of State’s office in Olympia. The Auditor, as the
supervisor of elections, is the chief registrar of voters within the county. In accordance with RCW 29A.08.150 the expense of registration in all precincts lying
wholly within a city is apportioned to the city. The election’s staff maintains voter registration records that are sent out to the statewide voter registration database
at the Secretary of State’s Office. It is our responsibility to close voter registration in accordance with state law, prior to each election, and to publish requisite legal
notice of such impending closures.

GOALS FOR FY2019
1. To conduct fair, accurate elections and encourage people to understand and participate in the voting process
2. Continuing education for staff due to changes in election law and improvements in statewide coordination of information
3. Cross train staff in voter registration data entry
4. Continue work with the Voting Assistance Advisory Committee in developing plans to improve the accessibility of elections for voters with disabilities
OBJECTIVES FOR FY2019
The Jefferson County Elections Department is a division of the Jefferson County Auditor’s Office. The Elections Department has three areas of responsibility:
Administration of County Elections, Voter Registration and Voter Outreach.
Administration of Elections:
The 2019 Budget has a one-time add due to Election Coordinator retiring on 12-31-19. This one-time add is to cover replacement Election Coordinator to train/conduct
primary and general election before retirement of current Election Coordinator. In 2019, we are budgeting to conduct 2 Special Elections (Feb PTSD 50 (12,500 voters) &
April – numbers of voters TBD). We are also budgeting to conduct the 2019 Odd-Year countywide Primary and General Election. In 2017, legislation required the addition
of three additional ballot boxes to be installed at Brinnon, Quilcene and Nordland.
Voter Registration:
A number of significant changes in election law and improvements in statewide coordination of information have resulted in more accurate voter registration rolls and an
increased ability to ensure fair and accountable elections. The Auditor has the overall responsibility to maintain voter registrations as chief registrar for the county. Section
303 of HAVA required states to implement a “single, uniform, official, centralized, interactive, computerized statewide voter registration list that is defined, maintained and
administered at the state level”. As a partner with the Office of Secretary of State and WEI (Washington Election Information System) our citizens may register, change
addresses, etc., on-line at their convenience.
Voter Outreach:
As an educational agency on voter registration and the election process, the Elections division is available to speak to community organizations and at schools encouraging
voter registration and participation. Our (VRC) Voter Registration Coordinator continuously looks for new ways to reach out to voters (i.e. school graduation cards containing
VR forms, flyers to assisted living facilities, VR forms to new residents by working with real estate agents, VR forms with marriage applications, etc.)VAAC (Voting
Assistance Advisory Committee) continues to meet to develop plans to improve the accessibility of elections for voters with disabilities. In 2012, Jefferson County
collaborated with Clallam County, the lead agency, and received grant funding for Election Assistance for Individuals with Disabilities. The Elections Accessibility
Coordinator for Clallam and Jefferson County visited many sites in Jefferson County, including the Port Townsend Farmers Market and the Jefferson County Fair. The
Coordinator developed a booklet, “Jefferson County Voter Outreach”. Jefferson-Clallam County has now combined our Voting Accessibility Advisory Committees to form a
joint Committee.

SUMMARY OF KEY FUNDING/SERVICE ISSUES:
Outsourcing the mailing of Election Ballots started in 2014 and is continuing. The cost of this service will be covered in the savings realized by the cost reduction of printing
ballots, envelopes and postage. Since the August 2012 Presidential Primary, we have been required to meet the requirements of the Federal M.O.V.E. Act (mail military and
overseas ballots at a minimum of 45 days prior to the election). The deadlines set by Federal and State elections regulations have been met every election.

In the odd years, 2017 and 2019, Primary and General Election races for the non-partisan positions such as city, school, hospital, fire, cemetery, water, port, park and
recreation are on the ballot. Those entities pay their pro-rata share of costs. In the even year election cycle such as 2016 and 2018, the county absorbs most election costs –
the state does not pay their pro-rata share of election costs. The HAVA Grant funds awarded in 2012 run out as of December 31, 2016.
We continue to make the best use of technology in the Election Division of the Auditor’s Office. Some examples of technology and web enhanced services we provide
include our partnership with OSOS and WEI posting election results and information. We have scanned all elections and oaths of office from 1985 to current and the results
may be viewed on the internet.
