Where the bluff is less than 10 feet the minimum setback is 30 feet. This setback shall be measured from the ordinary high
water mark to the most waterward edge of the proposed structure.
• BLUFF SETBACK: feet
Where the bluff is 10 feet or greater the minimum setback is 30 feet or one foot for every foot of bluff height to a
maximum of 100 feet. This setback shall be measured from the bank's edge to the most waterward edge of the proposed
structure.
Averaging setbacks applies only if the nearest residences within 300 feet of the proposed structure have lesser
setbacks than the standard minimum setback.

setback is based on the following calculations of adjacent residential structures. Please attach a plot plan showing the
nearest residential structures and their shoreline setbacks.

SUBJECT: Setbacks for residential structures within the shoreline jurisdiction
Setbacks for constructing residences and common appurtenant structures including garages within
the shoreline jurisdiction are specified in the Jefferson-Port Townsend Shoreline Management
Master Program, Section 5.160 RESIDENTIAL DEVELOPMENT, Performance Standard 10.
The minimum setback is thirty (30) feet from the ordinary high water mark when there is no bank
or bank less than ten (10) feet high.
When there is a bank greater than ten (10) feet high, the setback is thirty (30) feet measured from
the top of the bank or one (1) foot back from the top of the bank for each foot of bank height
whichever is greater. Setbacks shall not exceed one hundred (100) feet.
When there are existing residences within three hundred (300) feet on both sides of the proposed
building site, the setback shall be the average of those residences or the regulation setback,
whichever is less. In those instances where there is a single residence within three hundred (300)
feet of the proposed building site, the setback shall be the average of the regulation setback and
the setback of the existing residence or the regulation setback, whichever is less.
Residences used for averaging purposes shall be habitable by existing Jefferson County standards.
Shack, sheds, and dilapidated structures shall not constitute an existing residence.
When a residential setback line is established as a condition of the approval of a residential
development, that setback shall take precedence.
Setbacks shall be measured from the waterward most edge of the structure, excluding decks and
eaves.
Requests for deviations from these standards shall be considered as administrative variances
subject to Master Program Section 7.20 ADMINISTRATIVE VARIANCES and shall be reviewed
under the criteria in Section 7.104 CRITERIA.
