FUND 109-000-010—NOXIOUS WEED}
CONTROL FUND }
WHEREAS, Jefferson County on November 9, 2015 approved Ordinance 07-1109-15 which created an
assessment against certain lands within the County; and
WHEREAS, funds raised through this assessment were intended to enable the Noxious Weed Board to
better perform the service it provides to the citizens of this county; and
WHEREAS, Section 5 of said Ordinance directed that a special fund be created to be called the
Noxious Weed Control Fund in which all funds collected from the assessment be deposited and which shall
only be used to support the activities of the Noxious Weed Control Board; and
WHEREAS, the Noxious Weed Control Fund was never created; and
WHEREAS, funds collected through the assessment since its creation have been deposited into the
WSU Cooperative Extension Fund—Fund 108;
NOW, THEREFORE, BE IT RESOLVED that the Jefferson County Board of Commissioners hereby
directs the Jefferson County Auditor to activate Fund 109-000-010—Noxious Weed Control Fund, effective
January 1, 2019, into which the Jefferson County Treasurer will transfer all Noxious Weed Funds then
existing in Fund 108 to Fund 109; and
BE IT FURTHER RESOLVED that the Jefferson County Board of Commissioners hereby directs the
Auditor to move all Noxious Weed 2019 revenue and expenditure budget lines from Fund 108 into Fund 109
using the appropriate BARS coding.

RE: Request for Board of County Commissioners approval of a resolution directing the 1
creation of a Noxious Weed Control Fund—Fund 109-000-010.
STATEMENT OF ISSUE:
Jefferson County on November 9, 2015 approved Ordinance 07-1109-15 which created an
assessment against certain lands within the County. Section 5 of said Ordinance directed that a
special fund be created to be called the Noxious Weed Control Fund in which all funds collected
from the assessment be deposited and which shall only be used to support the activities of the
Noxious Weed Control Board. The Noxious Weed Control Fund was never created.
ANALYSIS:
Funds collected through the assessment since its creation have been deposited into the WSU
Cooperative Extension Fund—Fund 108 - which is not consistent with the ordinance that created
the assessment. In order to be consistent with that ordinance a Noxious Weed Control Fund must
be created.
The attached resolution directs the Jefferson County Auditor to activate Fund 109-000-010—
Noxious Weed Control Fund, effective January 1, 2019, into which the Jefferson County
Treasurer will transfer all Noxious Weed Funds then existing in Fund 108 to Fund 109. It also
directs the Auditor to move all Noxious Weed 2019 revenue and expenditure budget lines from
Fund 108 into Fund 109 using the appropriate BARS coding.
FISCAL IMPACT:
This request has no fiscal impact—it simply moves funds from one fund to another.
RECOMMENDATION:
That the Board of County Commissioners approve this request and the attached proposed
resolution.
