IN THE MATTER OF ACTIVATING } RESOLUTION NO. 66-18
FUND 149-000-010—HOMELESS }
HOUSING FUND }
WHEREAS, Jefferson County and the City of Port Townsend on November 19, 2018 both approved an
Interlocal Agreement(ILA)regarding document recording fees for Homeless Housing and Affordable
Housing; and
WHEREAS, The ILA calls for the County to segregate Homeless Housing funds and Affordable
Housing funds in separate funds rather than in one fund, as is now the case; and
WHEREAS, currently, the County accounts for both Homeless Housing funds and Affordable Housing
funds by BARS codes in the Affordable Housing Fund, Fund 148; and
WHEREAS, the County can accomplish the intent of the ILA by creating a new fund—Fund 149—
Homeless Housing and transferring all 2019 revenue and budget authority and cash/fund balances in Fund 148
relating to Homeless Housing into the new fund; and
WHEREAS, doing this accomplishes the objective in a manner that greatly simplifies year-end
financial procedures and reporting for the Auditor and sets up the new separate funds for business on day one
in 2019;
NOW, THEREFORE, BE IT RESOLVED that the Jefferson County Board of Commissioners hereby
directs the Jefferson County Auditor to activate Fund 149-000-010—Homeless Housing Fund, effective
January 1, 2019, into which the Jefferson County Treasurer will transfer all Homeless Housing funds then
existing in Fund 148 to Fund 149; and
BE IT FURTHER RESOLVED that the Jefferson County Board of Commissioners hereby directs the
Auditor to move all Homeless Housing 2019 revenue and expenditure budget lines from Fund 148 into Fund
149 using the appropriate BARS coding.

RE: Request for Board of County Commissioners approval of a resolution directing the
creation of a Homelessness Fund—Fund 149-000-010 and the repurposing of Fund
148 Jefferson County Affordable Housing Fund.
STATEMENT OF ISSUE:
Jefferson County and the City of Port Townsend on November 19, 2018 both approved an
Interlocal Agreement(ILA)regarding document recording fees for Homeless Housing and
Affordable Housing. The ILA calls for the County to segregate Homeless Housing funds and
Affordable Housing funds in separate funds rather than in one fund, as is now the case.
ANALYSIS:
Currently,the County accounts for both Homeless Housing funds and Affordable Housing funds
by BARS codes in the Affordable Housing Fund, Fund 148. The County can accomplish the
intent of the ILA by creating a new fund—Fund 149—Homeless Housing and transferring all
2019 revenue and budget authority and cash/fund balances relating to Homeless Housing into the
new fund. Doing this accomplishes the objective in a manner that greatly simplifies year-end

The attached resolution directs the Jefferson County Auditor to activate Fund 149-000-010—

the Auditor to move all Homeless Housing 2019 revenue and expenditure budget lines from
Fund 148 into Fund 149 using the appropriate BARS coding.
FISCAL IMPACT:
This request has no fiscal impact—it simply moves funds from one fund to another.
RECOMMENDATION:
That the Board of County Commissioners approve this request and the attached proposed
resolution.
