Mr. Cairn's correspondence is attached. Analysis/Strategic Goals/Pro's and Con's: Effective June, 2016, Engrossed Substitute Senate Bill 6605 amended Chapter 70.95.165 RCW and required local SWACs to include an agriculture interest with the intention of limiting risks of spreading disease, plant pathogens, and pests. This led to the appointment of the Jefferson Conservation District employee Glenn Gately as SWAC Member. The appointment of Al Cairns as Alternate Member ensures that agricultural interests are considered in SWAC recommendations in the absence of that agency's primary SWAC Member. Mr. Cairns is familiar with local solid waste activities: The Conservation Districts assists Jefferson County with groundwater and gas sampling at the closed solid waste landfill, and had managed the County's Public Works, Solid Waste Division prior to accepting other employment in 2013.
