Subject: Request for Solid Waste Advisory Committee Appointment
Statement of Issue:
Jefferson Conservation District Manager, Al Cairns, has expressed interest in becoming
an Alternate Member of the Solid Waste Advisory Committee to represent the
interests of his agency. Mr. Cairn's correspondence is attached.
Analysis/Strategic Goals/Pro's and Con's:
Effective June, 2016, Engrossed Substitute Senate Bill 6605 amended Chapter
70.95.165 RCW and required local SWACs to include an agriculture interest with the
intention of limiting risks of spreading disease, plant pathogens, and pests.
This led to the appointment of the Jefferson Conservation District employee Glenn
Gately as SWAC Member. The appointment of Al Cairns as Alternate Member ensures
that agricultural interests are considered in SWAC recommendations in the absence of
that agency's primary SWAC Member.
Mr. Cairns is familiar with local solid waste activities: The Conservation Districts
assists Jefferson County with groundwater and gas sampling at the closed solid waste
landfill, and had managed the County's Public Works, Solid Waste Division prior to
accepting other employment in 2013.

Fiscal Impact/Cost Benefit Analysis:
Local SWAC is mandated by RCW 70.95.165(3) and costs associated with SWAC
activities, which are identified in the 2016 Solid Waste Budget.
Recommendation:
Appointment of Al Cairns as Alternate Member to ensure representation of local
agriculture interests.
