Out of the 211 positions surveyed, 95 positions (45%) were not analyzed due to an insufficient number of
matching positions within the selected market. CDA has recommended that these positions be
benchmarked in relation to positions that were successfully analyzed. Recommended benchmarks are
based on Jefferson County current salary structures; CDA has not made any determinations regarding
internal equity within the County’s salary structures.
