SUBJECT: Recommendation to Appoint Dave Seabrook to an Open Interest seat on
Conservation Futures Citizen Oversight Committee to represent Food
Security
STATEMENT OF ISSUE:
Environmental Public Health management, Conservation Futures Citizen Oversight Committee(CF
Committee)Chair David Wilkinson and Member Rick Jahnke recommend that the BoCC appoint Dave
Seabrook to serve a new 4-year term on the CF Committee as a Citizen Representative for the interest of
Food Security.
ANALYSIS/STRATEGIC GOALS/PRO'S and CON'S:
A vacancy for an Open Interest seat on the Conservation Futures Citizen Oversight Committee was
advertised in the The Leader on December 5, 2018. Dave Seabrook expressed his interest in serving by the
December 21 deadline and was the only applicant for this seat. CF Committee Chair David Wilkinson,
Member Rick Jahnke and staff interviewed Mr. Seabrook in person on December 21.
Mr. Seabrook was a professional firefighter,medical service provider and battalion chief in western
Washington over the span of nearly thirty years,retiring in 2014. He maintains a long-standing interest in
community service and held a seat on the Clark County Public Health Advisory Committee among many
other appointments and commissions. Since relocating to Jefferson County in 2016,he has been involved in
numerous gardening, food bank and food system programs and projects. He also volunteers with the
Department of Emergency Management's Incident Management Team,the Steering Council for Local
20/20, and was recently appointed to the Commission for Fire District#1.
Mr. Seabrook's interest in open space protections is broadly based. Food system resilience,climate change
preparedness and mitigation, and the interdependence of systems that support our community are particular
interests. He requests to represent the interest of"Food Security"on the CF Committee.
FISCAL IMPACT/COST BENEFIT ANALYSIS:
There is no fiscal impact to the county's General Fund for appointing Mr. Seabrook to serve on the CF
Committee.

RECOMMENDATION:
Environmental Public Health management and the CF interview committee recommend that Dave Seabrook
be appointed to an Open Interest seat on the CF Committee to serve a new 4-year term representing Food
Security.
