STATEMENT OF ISSUE: Presentation& request for proclamation for Community Partnership for
Responsible Alcohol and Marijuana Practices Proclamation Jan. 22, 2019
ANALYSIS: Denise Banker and Karen Obermeyer of Jefferson County Public Health youth drug
prevention programs will provide a brief presentation of facts regarding the effects of alcohol and marijuana
use on the teen brain and will request the BOCC to make a proclamation during National Drug and Alcohol
Facts Week®
Banker and Obermeyer will provide a handout, read proclamation, and answer Commissioners' questions,
should there be any.

Empowered Teens Coalition Public Hea It
Proclamation
Community Partnership for Responsible Alcohol and Marijuana Practices
WHEREAS, according to the Washington State Liquor and Cannabis Board motor vehicle crashes are the
leading cause of death among youth ages 15 to 20,
WHEREAS, State Healthy Youth Survey reports youth believe alcohol and marijuana are easy to get, and 35%of
youth who consume alcohol report they get it at home, with or without permission; and 45% report they get it
from friends or at a party,
WHEREAS, a person who begins drinking or smoking by the age of 15 is more likely to develop dependence,
WHEREAS, youth who use alcohol and marijuana report higher rates of depression, lower grades, and according
to the Center for Disease Control Youth Risk Behavior Surveillance, 2017 are more likely to engage in risky
behavior—sexual, violent, and drug experimentation,
WHEREAS, WA State Law states it is unlawful for any person to sell, give, or otherwise supply liquor to any
person under the age of twenty-one years or permit any person under that age to consume liquor on his or her
premises or on any premises under his or her control,
WHEREAS, underage drinking cost citizens of Washington 1.4 billion dollars in 2007,
WHEREAS, during adolescence new networks are being formed in the brain. Alcohol and marijuana use can
harm brain development, which continues until age twenty-five,
WHEREAS, The Empowered Teens Coalition has chosen Chimacum,Jefferson County,Washington to
officially launch our local efforts.
NOW, THEREFORE, the County Commissioner of Jefferson County,WA, on behalf of the Empowered
Teens Coalition, do hereby proclaim: Jefferson County's commitment to enforce RCW 66.22.270,
Furnishing liquor to minors. In all of Jefferson County,Washington, this week and year-round, we urge all
citizens to get the facts about how alcohol,tobacco, and other drugs negatively affect youth's bodies and lives,
and to start the conversation about how to prevent house parties and adult social hosting.
