MINUTES Jefferson County Board of Commissioners Regular Meeting — Monday, January 14, 2019, 9:00 a.m. Jefferson County Courthouse—Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Kate Dean called the meeting to order at the appointed time in the presence of Commissioner David Sullivan and Commissioner Greg Brotherton. Chair Dean noted the passing of former Commissioner Phil Johnson last week. PUBLIC COMMENT PERIOD: The following is a summary of comments made by individuals in attendance at the meeting and reflect their personal opinions. • An individual commented on the Growth Management Act(GMA) and other things he is upset that the County government has implemented. He has signed, along with others, a Declaration of Independence. • An individual commented on the smell emitting from marijuana operations, and requested that the County pull a permit from such an operation in the Eaglemount area. • An individual commented on homeless people during this cold weather, the need to broaden the County's tax base, need for jobs, ideas for permitting and noted that a big recession is coming. • An individual commented on the historical reason behind the passage of the GMA. An individual commented on the GMA,the County's growth, lack of services, and the benefits of a larger retail area in Port Hadlock. • An individual commented on a neighborhood petition regarding limiting the Sportsmens Association gun range hours. • An individual commented on the passing of past Commissioner Phil Johnson and noted that Commissioner Johnson was against the implementation of a passenger ferry to Port Townsend. The Commissioners and County Administrator addressed comments and concerns raised during the Public Comment Period. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Sullivan moved to approve the items on the Consent Agenda as presented. Commissioner Brotherton seconded the motion which carried by a unanimous vote. 1. CALL FOR BIDS re: Publication of County Legal Notices; Bids Accepted Until 9:30 a.m. and Opened and Read Publicly at 10:00 a.m. on Monday, March 4, 2019 in the Commissioners' Chambers at the Jefferson County Courthouse, 1820 Jefferson Street, Port Townsend, WA 1 Commissioners Meeting Minutes of January 14, 2019 2. MEMORANDUM OF UNDERSTANDING re: Technical Assistance, Evaluation and Quality Improvement Project for Family Planning Program; No Dollar Amount; Jefferson County Public Health; UPSTREAM 3. AGREEMENT re: Software Subscription and Services; No Dollar Amount; Jefferson County Public Health; Azara Healthcare 4. AGREEMENT re: Medicaid Administrative Claiming; In the Amount not to Exceed $38,248; Jefferson County Public Health; Washington State Association of Local Public Health Officials (WSALPHO) 5. AGREEMENT re: 2019 Funding to Promote Conservation, Protect and Improve Water Quality; In the Amount of$51,474; Jefferson County Administrator; Jefferson County Conservation District 6. AGREEMENT re: Interlocal Reimbursable Services;No Dollar Amount; Jefferson County Public Works; Washington State Parks and Recreation Commission 7. Advisory Board Reappointment re: Conservation Futures Citizen Oversight Committee; Four Year Term to Expire December 8, 2022; District No. 3 —Citizen Representative, Elijah(Lige) Christian 8. Advisory Board Appointment re: Conservation Futures Citizen Oversight Committee; Four Year Term to Expire January 14, 2023; Open Interest—Food Security Representative, David Seabrook 9. Payment of Jefferson County Vouchers/Warrants Dated December 26, 2018 Totaling $300 (Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.) 10. Payment of Jefferson County Payroll Warrants Dated January 4, 2019 Totaling $855,798.20 and A/P Warrants Done by Payroll Dated December 31, 2019 Totaling $20,843.06 (Records of all claims submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the Jefferson County Auditor's Office) APPROVAL of MINUTES: Commissioner Brotherton commented on including more time stamps of topics discussed during the County Administrator's Briefing Session. He moved to approve the Regular Meeting Minutes of January 7, 2019 as presented. Commissioner Sullivan seconded the motion which carried by a unanimous vote. COMMISSIONERS BRIEFING SESSION: The Commissioners reviewed their meeting schedules. DISCUSSION re: (2) Two Agreements: 1) AGREEMENT re: Professional Services Contract for Opiate Treatment Networks; Washington State Health Authority; and 2) AGREEMENT re: Providing Medically Assisted Treatment Services to the Jefferson County Jail; Olympic Peninsula Health Services: Jail Superintendent David Fortino and County Administrator Philip Morley briefed the Board on two agreements that would benefit Jefferson County and the inmates at the Jail. After review, Commissioner Sullivan moved to approve the AGREEMENT re: Professional Services Contract for Opiate Treatment Networks; In the Amount of$463,000; Jefferson County Sheriffs Office/Jail; Washington State Health Authority. Commissioner Brotherton seconded the motion which carried by a unanimous vote. 2 Commissioners Meeting Minutes of January 14, 2019 County Administrator Morley noted that further edits were made to the Olympic Peninsula Health Services contract over the weekend. He explained those edits to the Board. Commissioner Sullivan moved to approve the AGREEMENT re: Providing Medically Assisted Treatment(MAT) Services to the Jefferson County Jail; In the Amount of$444,700; Jefferson County Sheriff's Office/Jail; Olympic Peninsula Health Services, with the edits as noted by County Administrator Morley. Commissioner Brotherton seconded the motion which carried by a unanimous vote. The meeting was recessed at 10:18 a.m. and reconvened at 10:30 a.m. with all three Commissioners present. COMMISSIONERS BRIEFING SESSION - Continued: The Commissioners reviewed their meeting schedules, and topics to discuss during the afternoon session. The meeting was recessed at 11:16 a.m. and reconvened at 1:33 p.m. with all three Commissioners present. COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip Morley reviewed the following with the Board. • Briefing re: Solid Waste Long Haul Contract • Preliminary Briefing re: Biennial Budgeting The meeting was recessed at 3:22 p.m. and reconvened at 3:31 p.m. with all three Commissioners present. COUNTY ADMINISTRATOR BRIEFING SESSION—Continued: County Administrator Philip Morley reviewed the following with the Board. • Dosewallips Sewer Capacity Study • PUD; Water rights in Quilcene • Jefferson County Sportsmens Association; neighbor petition • ADDITIONAL BUSINESS re: PROCLAMATION: After review and edits to a draft proclamation, Chair Dean read the proclamation aloud. Commissioner Brotherton moved to approve the PROCLAMATION proclaiming January 20, 2019 as Women's March Day in Jefferson County. Commissioner Sullivan seconded the motion which carried by a unanimous vote.
