I Public Works Director/County Engineer` Agenda Date: January 28, 2019 Subject: Call for Bids for Pavement Marking on Jefferson County Roads in Calendar Years 2019 Through 2021 Statement of Issue: The Board's approval of this 'Call for Bids' for pavement marking services is required in order for the Department of Public Works to solicit bids for this work in accordance with RCW 36.32.240 Et RCW 39.04. Analysis/Strategic Goals/Pro's Et Con's: Pavement markings require annual refurbishing and/or replacement. To attain improved economy for this work, all project materials will be obtained and supplied by Public Works. This three year contract is for labor and equipment only. Approval of this Call for Bids will allow for procurement of pavement marking and remarking services for calendar years 2019 through 2021. Fiscal Impact/Cost Benefit Analysis: Maintenance of pavement markings is accounted for in the Public Works Road Operations Budgets for years 2019 through 2021. The estimated annual cost for labor and equipment is $156,740.00. The total for this three year contract is estimated to be $484,467.00. Combined materials and contract costs over the three years is estimated to be $807,890.00. Recommendation: The Department of Public Works recommends the Board approve the call for bids for these services, and authorize the Chair to sign the attached 'Call for Bids' where indicated, and then return it to the Department of Public Works for publication. Department Contact: Dale Seward, Eng-1; 385-9353 Reviewed By: APhil /4911t LA /A- Philip ip Morley, C, Administ-r-ator ' Date NOTICE TO CONTRACTORS CALL FOR BIDS Notice is hereby given that the Board of County Commissioners of Jefferson County, State of Washington, will receive SEALED BIDS for: Pavement Marking on Jefferson County Roads for Calendar Years 2019 Through 2021 County Project No. 18020490 Bids will be accepted up until the hour of 9:30 a.m. on Tuesday, February 19, 2019, at the office of the County Commissioners, basement level of the Jefferson County Courthouse, 1820 Jefferson Street, P.O. Box 1220, Port Townsend, WA 98368. Sealed bids will be opened and read publicly at 10:00 a.m., or shortly thereafter, on the same day in the Jefferson County Commissioners Chambers, also located on the basement level of the Jefferson County Courthouse. This bid is for a 3-year contract to furnish all labor and equipment necessary to complete specified pavement marking on Jefferson County roads in calendar years 2019 through 2021, all in accordance with the Contract Plans and Provisions and the 2018 Edition of the WA State Dept. of Transportation Standard Specifications. All paint and retroreflective additives to be applied under this contract will be supplied by the County. All bids shall be submitted in accordance with the Specifications and Contract Documents on file at the Dept. of Public Works Office, 623 Sheridan St, Port Townsend, WA, where document copies may be obtained by prospective bidders. Printed and electronic copies may also be obtained by contacting Public Works at 360-385- 9160 or pubworksco.jefferson.wa.us. Each bid shall be accompanied by a proposal guarantee in the form of surety bond, postal money order, cash, cashiers check or certified check payable to the Treasurer of Jefferson County in the sum of five percent (5%) of the bid amount, to be forfeited to Jefferson County by the successful bidder if he/she fails to enter into a contract, and file an acceptable performance surety bond in the amount of 100% of the contract price, within ten (10) calendar days of bid award. The Board of County Commissioners reserves the right to reject any and all bids, and to accept the bid deemed most advantageous to Jefferson County, and to waive all informalities in the bidding. It is solely the responsibility of the bidder to ensure that their bid is in the possession of the Board of County Commissioners by the appointed date and time. No facsimile bid documents will be accepted. The County shall not be held responsible for lost or incorrectly delivered bids. The Jefferson County Public Works Department, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252.42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin or sex in consideration for an award.
