Analysis/Strategic Goals/Pro's £t Con's: The existing sidewalk along Center Road in Quilcene requires pavement replacement and ADA improvements. Public Works has secured $710,000 in County Roads Administration Board (CRAB), Rural Arterial Program (RAP) funds, for the resurfacing and restoration of this segment of Center Road. 2019 Public Infrastructure Funds are a viable source for filling the small gap in funding necessary to simultaneously replace the deteriorated sidewalk. Each agency must submit a Resolution of Support adopted by their governing body with their application. The project is identified in the adopted 2019-2024 Jefferson County Transportation Improvement Program (TIP) as priority #6, "Quilcene Center Road Rebuild-2R". The project is also listed in the Comprehensive Economic Development Strategy (CEDS) as #74. Fiscal Impact/Cost Benefit Analysis: Simultaneous construction of the road and sidewalk will allow for the most cost effective completion of this important community project. The $65,000 that Public Works is applying for from the PIF program will leverage $710,000 in CRAB funding. The fiscal impact to the County will be $18,374 from the Roads Fund to fully complete this project. Recommendation: Authorize the Board of County Commissioners by consent agenda to sign the PIF required Resolution of Support for the Quilcene Center Road sidewalk replacement project.
