HomeMy WebLinkAbout003 19 a: 41-7 O't k()I Jefferson County State of Washington A RESOLUTION TO AUTHORIZE } SUPPORT FOR A JEFFERSON } COUNTY PROJECT FOR THE } 2019 PIF APPLICATION PROCESS} RESOLUTION NO. 0 3_1 9 WHEREAS, RCW 82.14.370 authorizes a sales and use tax to provide funding of public infrastructure projects; and, WHEREAS, pursuant to RCW 82.14.370,Jefferson County has established the Public Infrastructure Fund and a program for its administration as codified in Jefferson County Code Chapters 3.28, and 3.36; and, WHEREAS, all governing bodies are required by administrative procedures to adopt by resolution support for its agency's projects; and, WHEREAS, Jefferson County Public Works has prepared a Public Infrastructure Fund application for submission into the 2019 Public Infrastructure Board review for Center Road Sidewalk Improvements; NOW, THEREFORE, BE IT RESOLVED, by the Board of Jefferson County Commissioners concurs with supporting the Jefferson County Public Works project, Center Road Sidewalk Improvements into the 2019 PIF application process. Department of Public Works O Consent Agenda Page 1 of 1 Jefferson County Board of Commissioners Agenda Request To: Board of Commissioners Philip Morley, County Administrator From: Monte Reinders, PE, Public Works Director/County Engineer/tit, Agenda Date: January 28, 2019 Subject: Public Infrastructure Funds (PIF) Grant Application for Center Road Sidewalk Replacement in Quilcene Statement of Issue: Request for the BOCC to sign a Resolution of Support for Public Works 2019 PIF grant application in accordance with RCW 82.14.370 and PIF program requirements. Analysis/Strategic Goals/Pro's Et Con's: The existing sidewalk along Center Road in Quilcene requires pavement replacement and ADA improvements. Public Works has secured $710,000 in County Roads Administration Board (CRAB), Rural Arterial Program (RAP) funds, for the resurfacing and restoration of this segment of Center Road. 2019 Public Infrastructure Funds are a viable source for filling the small gap in funding necessary to simultaneously replace the deteriorated sidewalk. Each agency must submit a Resolution of Support adopted by their governing body with their application. The project is identified in the adopted 2019-2024 Jefferson County Transportation Improvement Program (TIP) as priority #6, "Quilcene Center Road Rebuild-2R". The project is also listed in the Comprehensive Economic Development Strategy (CEDS) as #74. Fiscal Impact/Cost Benefit Analysis: Simultaneous construction of the road and sidewalk will allow for the most cost effective completion of this important community project. The $65,000 that Public Works is applying for from the PIF program will leverage $710,000 in CRAB funding. The fiscal impact to the County will be $18,374 from the Roads Fund to fully complete this project. Recommendation: Authorize the Board of County Commissioners by consent agenda to sign the PIF required Resolution of Support for the Quilcene Center Road sidewalk replacement project.
