The RCO Funding Board Project Agreement also funded the acquisition, from willing sellers, and replanting of three other residential properties, located in the same area, prone to flooding and as part of a larger ongoing effort to re-establish a channel migration corridor for the lower Big Quilcene River. This project supports Hood Canal Summer Chum and Puget Sound Steelhead. Acquisitions are necessary to implementing restoration in order to improve habitat and floodplain function, and to in an effort to manage the floodplain in accordance with community values and priorities. FISCAL IMPACT COST BENEFIT ANALYSIS: There is no change in funding. The cost to control weeds and replant the three additional properties falls within the current contractual agreement with the North Olympic Salmon Coalition for crew time. PSAR Project Scope Change Amendment State Building Construction Account RCW 77.85, WAC 420 AMENAGR2.RPT Amendment Agreement Description Project Sponsor: Jefferson County Project Number: 15-1189C, Project Title: Big Quilcene River Floodplain Key Pieces Amendment Number: 2 Agreement Description This project will acquire three, residential properties prone to flooding (1.56 .acres) and restore them to natural riparian conditions as part of a larger ongoing effort to re-establish a channel migration corridor for the lower Big Quilcene River. The project will support Hood Canal Summer Chum and Puget Sound Steelhead. Two homes, on-site systems and outbuildings will be removed, two wells will be decommissioned and native conifers and shrubs will be under -planted anc re-established in disturbed areas. Acquisition of the properties is necessary to implementing restoration concepts and proposals that aim to set back 1,350' of existing riverine levy on the north side of the river in order to improve habitat, floodplain function, and endeavor to manage the floodplain in alignment with community values and priorities (e.g. SRFB #14- 2215 and a pending Jefferson County Floodplains by Design 2015 application). If the subject acquisitions are successful, one additional acquisition (at a minimum) would be needed prior to relocating the dike. Project will also control noxious weeds and plant native plants on 5.0 acres within the greater acquisition area. Project will also coordinate with Lower Big Quilcene River salmon restoration design alternatives that are being formulated and costs and benefits weighed by the Hood Canal Salmon Enhancement Group and its partners. The proposed acquisitions are adjacent to open space lands acquired over many years and held by Jefferson County, WDFW, HCSEG, and others to support the vision of a well-functioning Lower Big Quilcene River riparian corridor and estuary.
