HomeMy WebLinkAbout021119_ca06 4t5ON CO `� DRAFT ,- ,, ,:i.„,,N,,,,i., MINUTES Jefferson County Board of Commissioners Regular Meeting — Monday, February 4, 2019, 9:00 a.m. Jefferson County Courthouse — Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Kate Dean called the meeting to order at the appointed time in the presence of Commissioner David Sullivan and Commissioner Greg Brotherton. PUBLIC COMMENT PERIOD: The following is a summary of comments made by individuals in attendance at the meeting and reflect their personal opinions. • Comment regarding previous questions about the new Oath of Office for Office. • Comment regarding Jefferson County needing infrastructure to promote retail sales. • Comment regarding the need for business licenses in Jefferson County and a proposed No Trespass Ordinance. • Comment regarding noise from the Port Townsend gun range. The Commissioners and County Administrator addressed comments and concerns raised during the Public Comment Period. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Sullivan moved to approve the Consent Agenda as presented. Commissioner Brotherton seconded the motion which carried by a unanimous vote. 1. AGREEMENT NO. 18-1047-02, Amendment No. 2 re: Home Visiting Services; An Additional Amount of$132,494.02 for a Total of$513,008.22; Jefferson County Public Health; Washington State Department of Children, Youth, and Families (DCYF) I 2. AGREEMENT NO. 15-1189C,Amendment No. 2 re: Big Quilcene River Floodplain Key Pieces Project to Increase Scope of Restoration Activities; No Change in Dollar Amount; Jefferson County Public Health; Washington State Recreation and Conservation Office 3. AGREEMENT re: Surveying Services for the South Discovery Road Pavement Preservation Project No. 1801976, County Road No. 601508; In the Amount of$10,368.32; Jefferson County Public Works; Van Aller Surveying 4. ADVISORY BOARD RESIGNATION re: Mental Health/Substance Abuse Advisory Committee; Citizen at Large Representative, Kaitlan Cosolito 5. MINUTES re: Regular Meeting Minutes of January 28, 2019 6. Payment of Jefferson County Vouchers/Warrants Dated January 28, 2019 Totaling $77,588.01 (Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.) 7. 1 Commissioners Meeting Minutes of February 4, 2019 COMMISSIONERS BRIEFING SESSION: T m issioners reported on recent meetings they attended. The meeting recessed at 9:50 a.m. and reconvened at 10:01 a.m. with all three Commissioners present. HEARING re: Solid Waste Transport and Disposal Agreement: Public Works Solid Waste Manager Thomas Boatman explained the proposed Solid Waste Transport and Disposal Agreement,timeline of the process, and why the Department believes Republic Services is the best choice. He stated there would be no rate increase with the proposed agreement. County Administrator Philip Morley and Chief Civil Deputy Prosecuting Attorney Philip Hunsucker suggested edits to the agreement prior to the hearing, which Public Works and the Board reviewed. Chair Dean opened the hearing for public testimony. Richard Talbot provided testimony. Hearing no further testimony, Chair Dean closed the hearing. After the Commissioners reviewed suggested edits to the agreement, Commissioner Sullivan moved to authorize Public Works staff to move forward to finalize the agreement with Republic Services, with the suggested staff edits, and to schedule it for approval at a later date. Commissioner Brotherton seconded the motion which carried by a unanimous vote. DISCUSSION AND POTENTIAL ACTION re: Code of Conduct/Trespass in County Facilities; Hearing Notice: (If Approved) Hearing Scheduled for Tuesday, February 19, 2019 at 10:15 a.m. in the Commissioners' Chambers,Jefferson County Courthouse, 1820 Jefferson Street, Port Townsend, Washington: Chief Civil Deputy Trevor Hansen and Chief Civil Deputy Prosecuting Attorney Philip Hunsucker briefed the Board on updates to the proposed Code of Conduct/Trespass Ordinance in County Facilities. Chief Civil Deputy Hansen explained incidences that occurred at the Courthouse, outlining the need for the proposed code. After discussion, Commissioner Sullivan moved to approve the Hearing Notice. Commissioner Brotherton seconded the motion which carried by a unanimous vote. COMMISSIONER BRIEFING—Continued: The Commissioners reviewed miscellaneous items and topics to discuss in the afternoon session. The following items were discussed in more detail during the morning session: • Calendar Coordination • Department of Community Development; upcoming hearing and proposed fee schedule The meeting recessed at 11:08 a.m. and reconvened at 1:42 p.m. with all three Commissioners present. 2 Commissioners Meeting Minutes of February 4, 2019 DRAFT COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip Morley reviewed the following with the Board. • CANCELLED - UPDATE re: Washington State University (WSU), Jefferson County Extension, 4-H and After School Program • UPDATE re: Marine Resources Committee (MRC) 2018 Work Performed and 2019 Project Schedule • Washington Department of Fish and Wildlife (WDFW) Payment in Lieu of Taxes • WDFW acquisition re: Duckabush Fire District parcel • DRAFT 2019-2021 Work Program • Proposed Unified Development Code (UDC)Advisory Committee The meeting recessed at 3:50 p.m. and reconvened at 3:56 p.m. with all three Commissioners present. • Calendar Coordination • Social media policy • Jefferson Transit; finance meeting • Marine Resources Committee (MRC); presentation re: abalone NOTICE OF ADJOURNMENT: Commissioner Brotherton moved to adjourn the meeting 4:30 p.m. until the next regular meeting or special meeting as properly noticed. Commissioner Sullivan seconded the motion which carried by a unanimous vote.
