Commissioner Glen Huntingford was present. Commissioner Richard Wojt was not present. Approval of Minutes: Commissioner Huntingford moved to approve the minutes of July 15, 2002 as corrected (page 1, first item, change the name of Todd MacGuire to Dwayne Wilcox), and July 22, 2002 as presented. Commissioner Titterness seconded the motion which carried. COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator David Goldsmith reported: · Preliminary budget meetings will be scheduled in mid-September with each of the functional groups identified in the 2003 budget process. · The Community Services fund includes grants to various community groups and contracts for services provided for the County by agencies such as OlyCAP, the Conservation District, and the Economic Development Council. These grants are being phased out over a 3 year period, but the organizations with contracts (fees for service) will be contacted to discuss their needs. · Last week, a meeting was held with the agricultural community to discuss impacts to the Chimacum Creek watershed and the need for voluntary setbacks from streams. A plan of voluntary actions by the farmers is being developed that will address the Washington Environmental Council's issues and show that more regulations aren't necessary. · Letter to the City of Port Townsend re: Funding Options for Parks and Recreation Programs: Commissioner Titterness moved to have the Board sign a letter to the Port Townsend City Council asking that the City Parks and Recreation Committee work with the County Parks Board to review options for funding. Commissioner Huntingford seconded the motion which carried. Page 1 Commissioners Meeting Minutes: Week of August 5, 2002 ?~-/"~ ~+ · Standard Road Vacation Petition; Portion of Holman Boulevard in the Plat of Irondale No. 7; Michael Regan, Petitioner: When this item came before the Board several weeks ago, they asked that conditions be placed on this vacation. The Prosecuting Attorney has advised that the County Commissioners can't place conditions on a road vacation. David Goldsmith recommended that action on this vacation be tabled until the required work has been completed. Commissioner Titterness moved to table the action on this road vacation for 90 days. Commissioner Huntingford seconded the motion which carried. · Deputy County Administrator Gary Rowe has been working with Paul Sommers on the scope of an economic assessment of Jefferson County. The total assessment will cost approximately $50,000 and take from six to eight months to complete. Recognition of Dennis Bates; Jefferson County Transfer Station: Dennis Bates explained that on July 17 an Olympic Disposal truck caught on fire at the transfer station. The Fire Department that responded said that they thought the fire was caused by spontaneous combustion. Dennis Bates drove the truck away from the buildings even though the tires were on fire to prevent damage to the facility. The Commissioners presented Dennis Bates with a letter and a certificate of thanks for his quick thinking and courageous efforts. PUBLIC COMMENT PERIOD: There was one comment regarding the amount of time that has passed with no response from the County on a complaint about Ace Paving operations. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Titterness moved to approve all of the items on the Consent Agenda as presented. Commissioner Titterness seconded the motion which carried. 7. He added that representatives from several public entities involved with this funding source have worked together to develop this ordinance for the Board to review and adopt. Ann Avary presented the Board with the latest draft ordinance. A .08% sales and use tax will be collected and used to fund infrastructure development. The RCW targets the development of infrastructure in rural counties that will encourage the creation of jobs through expansion of businesses and recruitment. She reviewed each section of the draft ordinance: · Section 1: Outlines the fund's goals and objectives. It also specifies program activities, defines public/private projects, and explains the priorities of the fund. · Section 2: Lists standards for the Community Investment Fund portfolio. This includes the job cost ratio, funding ratio, and the type of activities financed. This fund is not intended to fund an entire project, but can be used as leverage for other funding sources. Funds may not be spent on public facilities that do not improve the base economy. Public agencies in Jefferson County that are eligible recipients for these grants and loans include the County, the Port, the PUD and the City of Port Townsend. There will be a repayment mechanism for any funds that are dispersed in the form of a loan. The funding must go to projects that are consistent with the goals of the Comprehensive or Economic Development Plans. Priority can be given to projects on the WACERT list. Page 3 Commissioners Meeting Minutes: Week of August 5, 2002 ?~-/"~ ~ · Section 3: Compliance requirements will be built into the loans and grants to ensure that the projects conform and are completed. Fifty percent of the fund balance will go toward grant funding and 50% to fund loans. The loan and grant terms can be modified upon review in the case of special circumstances. Repayment of the loans is also outlined in this section. · Section 4: A Review Board will look at each request. This Board is made up of 7 members who represent the PUD, City of Port Townsend, Port of Port Townsend and 3 at large positions to be filled by a representative from each Commissioner District. The Board of County Commissioners will appoint the members. The Review Board makes a recommendation to the County Commissioners who have the final authority to approve or deny any application for a loan or a grant. · Section 5: The EDC acts as the administrator of the fund. They receive and review the application and then forward them to the Review Board. · Sections 6 through 12 deal with the actual administration. Section 13 consists of definitions. Commissioner Titterness asked if the ordinance is ready to be published for public hearing? David Goldsmith replied that if the Board feels comfortable to move forward, it could be available soon. Commissioner Huntingford asked who will be responsible for auditing the funds? Ann Avary answered that the State Auditor reviews these funds, however, the counties that currently have similar funds in place have internal compliance functions to make sure that grant or loan disbursal is used as specified. The Board directed staff to prepare the ordinance for hearing. The Board met in EXECUTIVE SESSION from 10:35-11:00 a.m. with the County Administrator, Deputy Prosecuting Attorney, and Risk Pool Legal Counsel regarding actual litigation. Dave Christensen, Natural Resources Manager re: Discussion of Water Resource Inventory Area (WRIA): Dave Christensen pointed out that Chairman Wojt is the Commissioner representative for WRIA 17 and Commissioner Titterness has attended several WRIA 16 meetings. There hasn't been a Commissioner involved in the WRIA 20 meetings. He updated the Board on the administration of the WRIAs. The initiating governments are not active in the WRIA 16 meetings which are administered by Mason County. Jefferson County has a contract with Mason County PUD to provide education and outreach. Barbara Bowen, Natural Resources staff, has been working with Brinnon residents and people in Mason County on the Hamma Hamma and Skokomish Rivers. Her focus is on involving non-participating property owners. There was a discussion about the State putting flow gauges into the streams and rivers in WRIAs 16 and 17. An evening meeting is scheduled in Brinnon on September 5 to discuss specific issues on the Dosewalips and Duckabush Rivers. Page 4 Commissioners Meeting Minutes: Week of August 5, 2002 WRIA 17 work is coordinated through consultant Susan Gulick and the initiating governments are very active. The initial basin assessment was completed in fall, 2000. The USGS was asked to provide additional data regarding the hydrogeology of Chimacum Creek because the majority of new water right requests will probably be in that area. There was a discussion about how the grant funds from the State Department of Ecology are being used. Dave Christensen stated that the funds are being used to establish instream flows that will help determine if new water rights will be permitted. He added that the project has taken longer than o. riginally anticipated. Clallam County staff is coordinating the work on WRIA 20. There are some Jefferson County residents in the West End that are not pleased with the current process. Jefferson County has not been active in this WRIA. Commissioner Huntingford noted that he would make an effort to attend the meetings. Dave Christensen explained that WRIA watershed planning is an integral part of several issues that the County is facing, including the seawater intrusion policy and the Brinnon Sub-area Plan. Commissioner Huntingford feels that fish and stream flow issues have been the main focus of the WRIAs in Jefferson County. Commissioner Tittemess added that a few years ago, the PUD's perspective on WRIA 17 was for an emphasis on residential water consumption. Dave Christensen pointed out that groundwater resources can impact stream flows. Gabrielle LaRoche, Natural Resources staff, reported on the water gauges being installed on rivers in Quilcene and Discovery Bay. Once the sites are functional and have been calibrated, anyone can log onto the DOE website to access the stream data. Currently, there is a water gauge in operation on the Dungeness River that can be viewed on the website.
