Dear IVONNE M SALERNO:
Jefferson County Department of Community Development staff have reviewed the application
materials for the above proposed project and have determined that your application is not complete.
The following information is needed by May 5, 2019 to constitute a complete application:
We have reviewed the application for a stand-alone stormwater permit for site preparation of a
future mini -storage facility. On 1/24/2019 we had determined the application to be incomplete.
Please refer to email from Joel Peterson, DCD Planner to Brad Hoover, Representative, and
Zachary Slota and Stephen Hanes of NTI. As discussed, the application triggers a SEPA review
both from amount of earth moving activity as well as total square footage of commercial floor
space. The proposal requires a pre -application conference before proceeding, which you have
submitted and we are in the process of scheduling.
Pursuant to JCC18.40.110(3)(b), if an applicant does not submit additional information, does not
request additional time to submit the required information within the ninety (90) calendar day period,
or does not appeal the decision, the application will be considered abandoned and therefore
withdrawn and the applicant shall forfeit the application fee. The Department of Community
Development shall not be responsible for notifying the applicant of an impending expiration,

Okay, as I review the application submittal, I see a couple of things going on that we need to address—SEPA and a Pre -
Application Conference.
First, the proposal has two triggering conditions for SEPA:
1) Any landfill or excavation over 500 cubic yards,
2) Construction of commercial buildings comprising over 12,000 square feet gross floor area.
Note: If you refer to the state regulations at WAC 197-11-800, you notice Jefferson County takes advantage of the
flexible SEPA thresholds and raised the State's 100 cu. yd. threshold to 500 cu. yds. For the County.
Second, our development code specifies that "Pre -Application Conferences are required for all Type 11, Type lll, Type IV
and Type V project applications and Type I project applications proposing impervious surfaces of 10,000 square feet or
more and/or non -single-family structures of 5,O00 square feet or more" (JCC 18.40,090). it appears the application was
received as a stand-alone stormwater project without a full account the values in the Stormwater Calculation
Worksheet. The Pre -Application Conference will be the venue where we can discuss the entire project, and a couple of
possible site plan modifications that we need to address in the current proposal.
The Pre-App shouldn't slow things down, and in fact will probably streamline the entire project by catching issues up-
front. Our recommended path forward:
1) I've attached a Pre -Application Conference application form for your submittal. You won't need an appointment
to submit the Pre-App to DCD—we can take it over-the-counter. There are options for meeting in the office or
meeting on -site. Your choice; we can do either. When the application and payment is received, I will work with
you within 14 days to schedule the meeting with all participants. It may include DCD, Environmental Health,
Public Works, and our Fire Code consultant.
2) The fees can be found at our website https:Ilwww.co.iefferson.wa.usl541(Fees and will entail the following:
a. DCD Pre-App base fee is $494.00, with an additional $188.00 for an on -site consult. A 5% technology
capital improvement surcharge is added to the total of Jefferson County permit fees.
b. Environmental Health Pre-App base fee is $244. They may have additional fees for an on -site consult.
c. Public Works fees are initially covered by the stormwater fees already paid.
d. Fire Code Consultant fees are $94.00 per hour, with one or two hours typically billed.
3) In the Pre -Application Conference, we'll review the proposal, discuss site considerations and options, and
provide a report of the development code provisions and process followed through construction.

Joel,
What is the specific triggering condition for the SEPA review? We may be able to modify the grading plan to bring the
cut and fill volumes to a closer balance. Is the disparity the issue, or just the total volume of earthwork?

I am still reviewing the Salerno Mini -Storage application and haven't finished today as planned. However, I have
determined that there is at least one additional item required to make it a complete application. The Stormwater
Calculation Worksheet identifies 19,830 cu/yds of cut, and 2,871 cu/yds of fill. This item alone requires the proponent
to submit a SEPA Checklist and undergo a SEPA review. (State Environmental Policy Act —see Department of Ecology
website to download a current Checklist. httys:llecology.wa.gov/Regulations-Permits/SEPA/Environmental-
review/$EPA-document-templates. This may be something NTI can assist with.) We can discuss the details of
submitting the SEPA Checklist and associated fees tomorrow.
Also, be aware that you will need to also apply to the Department of Ecology for a Construction Stormwater General
Permit, as the clearing/grading is over one acre in size. You can find more information at the Ecology web site

Thank you for your reply. I spoke with Ross Goodwin, the conversation was very informative. He said that a SEPA review
would be required and is a lengthy process. With the amount of timber on the property and the requirements to harvest
it. The economics are not there. The answer to the questions are all NO.

Mistakes during the site preparation activity is something that can get a project off to a bad start and cause delay. I
don't want you to get out ahead of the permit requirements for site preparation. I need to finish review of the
stormwater site protection plan and make sure we've addressed all issues, including any potential critical areas and
buffers. I'll schedule myself to have my case review completed on Wednesday, January 23 in the afternoon. I will send
an email to you then with an overall draft project schedule and any reminders that may be useful.
Regarding the process for removing > 5000 b.f. of timber, I need to ask you some questions because I'm not familiar
with the site yet. Is the harvest of merchantable timber? Is the area is already under a Forest Practice Permit? Has it
been cut in the past? Will you be replanting and keeping any of the property in forest use? Reading your submittal
closer, I may find that you're planning a Class IV Conversion harvest. To cut merchantable timber you will need a Forest
Practice Permit from Department of Natural Resources. You may want to contact Ross Goodwin, DNR, who works in
our area:

5000 BdFt of timber to be removed. Could you please advise me on the process involved. I would like to get the work
completed. I understand that phasing the work might make sense.
