Co�!y;:', . , J ..„ 4 , .._r4, DRAFT 48/„NG-rco MINUTES Jefferson County Board of Commissioners Regular Meeting — Monday, February 25, 2019, 9:00 a.m. Jefferson County Courthouse— Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Kate Dean called the meeting to order at the appointed time in the presence of Commissioner David Sullivan and Commissioner Greg Brotherton. PUBLIC COMMENT PERIOD: The following is a summary of comments made by individuals in attendance at the meeting and reflect their personal opinions. • Comment requesting a resolution regarding the Brinnon Sewer Project. • Comment regarding the Brinnon Sewer Project and the Port Hadlock Sewer Project. • Comment regarding the revised Oath of Office. • Comment regarding 5G technology expansion. • Comment regarding affordable housing. • Comment regarding President Donald Trump and politics. • Comment regarding noise from the Port Townsend gun range and a relative of his who worked for President Eisenhower. • Comment regarding politics,the Public Records Act and how it will affect legislators, and a recent records request that was submitted. The Commissioners and County Administrator addressed comments and concerns raised during the Public Comment Period. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Sullivan moved to approve the items on the Consent Agenda as presented. Commissioner Brotherton seconded the motion which carried by a unanimous vote. 1. HEARING NOTICE re: Proposed Ordinance Adopting Biennial Budgeting in Jefferson County in Accordance with RCW 36.40.250; Hearing Scheduled for Monday, March 11, 2019 at 11:00 a.m. in the Commissioners' Chambers, Jefferson County Courthouse, 1820 Jefferson Street, Port Townsend, Washington 2. MINUTES re: Regular Meeting Minutes of February 19, 2019 3. Payment of Jefferson County Vouchers/Warrants Dated February 18, 2019 Totaling $432,796 and Dated February 25, 2019 Totaling $541,311.86 (Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.) 4. Payment of Jefferson County Payroll Warrants Dated February 20, 2019 Totaling $77,125.66 and A/P Warrants Done by Payroll Dated February 20, 2019 Totaling $16,241.98 (Records of all claims submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the Jefferson County Auditor's Office) 1 DRAFT Commissioners Meeting Minutes of February 25, 2019 COMMISSIONERS BRIEFING SESSION: The Commissioners reviewed recent meetings they attended and noted upcoming meetings and issues. The meeting recessed at 9:54 a.m. and reconvened at 10:02 a.m. with all three Commissioners present. HEARING re: Intention to Dispose of Surplus County Property,Described as a House and Small Structure Located on Parcel No. 991 200 304,Commonly Known as 231 Rodgers Street, Quilcene, WA(Lot is not offered as Surplus Property for Sale): Treasurer Stacie Prada and Natural Resources Program Coordinator Tami Pokorny explained the purpose of the hearing regarding intent to dispose of a house and small structure located at 231 Rodgers Street in Quilcene. They answered questions posed by the Commissioners. Chair Dean opened the hearing for public testimony. Hearing no testimony, she closed the hearing. After deliberations, Commissioner Sullivan moved to approve RESOLUTION NO. 11-19 re: Determination to Declare Certain County Property as Surplus and Dispose: 231 Rodgers St, Quilcene House and Small Structure and setting a minimum bid of$500.00. Commissioner Brotherton seconded the motion which carried by a unanimous vote. BID OPENING re: South Discovery Road Pavement Preservation Project, Project No. 1801976, County Road No. 601508,Rural Arterial Program Project No. 1615-01: Public Works Engineering Services Manager Eric Kuzma and Project Manager John Wayand were present for the bid opening. Project Manager Wayand stated the Engineer's estimate was $440,885.70 and read the following bids aloud: BIDDER BID AMOUNT Agate Asphalt, Poulsbo, WA $519,042.56 Granite Construction Co., Olympia WA $572,556.50 Lakeside Industries, Port Angeles, WA $461,321.70 Northern Asphalt, Kingston, WA $618,744.58 COMMISSIONERS BRIEFING SESSION—Continued: The Commissioners and County Administrator reviewed their meeting schedules and issues to discuss during the afternoon session. They discussed the following topic in more detail: • 2019-2021 draft Jefferson County work plan The meeting recessed at 10:50 a.m. and reconvened at 11:01 a.m. with all three Commissioners present. COMMISSIONERS BRIEFING SESSION—Continued: The Commissioners and County Administrator reviewed their meeting schedules and discussed the following topics in more detail: • Board of Health; debrief of recent meeting • 2019-2021 draft Jefferson County work plan 2 rul Commissioners Meeting Minutes of February 25, 2019 RAFT The meeting recessed at 12:07 p.m. and reconvened at 1:33 p.m. with all three Commissioners present. COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip Morley reviewed the following with the Board: • PRESENTATION re: Big Quilcene Riparian Protection RCO 17-1052 and Hood Canal Salmon Enhancement Group Memorandum of Understanding • Marine Resources Committee; advisory role of the committee • LETTER of SUPPORT: Commissioner Sullivan moved to approve the Chair signing a letter of support for the ReCyclery for a grant application of$5,000 to help fund their Community Shop Day. Commissioner Brotherton seconded the motion which carried by a unanimous vote. • LETTER of SUPPORT: Commissioner Brotherton moved to approve the Chair signing a letter of support, with edits, to State Representatives Mike Chapman and Steve Tharinger, and Senator Kevin Van de Wege re: Increase in state funding for the Jefferson County Marine Resources Committee. Commissioner Sullivan seconded the letter ett which carried by a unanimous vote. • LETTER of SUPPORT: Commissioner Brotherton moved to approve the Chair signing a letter of support to the Washington State Department of Fish and Wildlife Fish Program re: Pinto Abalone Preliminary Status Report. Commissioner Sullivan seconded the motion which carried by a unanimous vote. • Homeless housing • Traffic study; Hood Canal Bridge CLOSED SESSION: A Closed Session was scheduled from 3:00 p.m. to 3:30 p.m. Chair Dean announced that the Closed Session will be held from 3:02 p.m. to 3:31 p.m. with the County Administrator, Clerk of the Board/Human Resources Manager and Labor Consultant to Discuss Strategy or Position for Collective Bargaining, Professional Negotiations, or Grievance or Mediation Proceedings not Subject to the Open Public Meetings Act under exemption RCW 42.30.140(4)(b). The Board resumed the regular meeting at 3:31 p.m. Chair Dean announced that the Board will be extending the Closed Session from 3:32 p.m. to 3:42 p.m. The Board concluded the Closed Session and resumed the regular meeting at 3:50 p.m. The meeting recessed at 3:50 p.m. and reconvened at 3:57 p.m. with all three Commissioners present. COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip Morley reviewed the following with the Board: • 2019-2021 Draft Jefferson County Work Plan 3 Commissioners Meeting Minutes of February 25, 2019 DRAFT NOTICE OF ADJOURNMENT: Commissioner Brotherton moved to adjourn the meeting at 4:27 p.m. until the next regular meeting or special meeting as properly noticed. Commissioner Sullivan seconded the motion which carried by a unanimous vote.
