The proposed resolution would formalize County Commissioner concurrence with the Public Infrastructure Fund (PIF) Board's recommendation and authorize the Central Services Director to develop corresponding grant agreements for Commissioner review and subsequent action. ANALYSIS: On February 22, 2019 the PIF Board met to consider for funding six public infrastructure project proposals/grant requests submitted by five different public agencies. The PIF Board discussed each project in turn and took six different votes all of which passed by an 8 to 0 vote. The proposed resolution would formalize County Commissioner concurrence with the PIF Board's recommendation and authorize the Central Services Director to develop corresponding grant agreements for Commissioner review and subsequent action. FISCAL IMPACT: The total fiscal impact of this request is $831,064. The Public Infrastructure Fund has adequate fund balance and reserves to cover the cost of the six grant awards. RECOMMENDATION: Approve the proposed Resolution with any changes the Board of Commissioners may desire. PUBLIC INFRASTRUCTURE FUND } GRANT AWARDS IN 2019 } WHEREAS, RCW 82.14.370 authorizes a sales and use tax to provide funding of public infrastructure projects; and WHEREAS, pursuant to RCW 82.14.370, Jefferson County has established the Public Infrastructure Fund and a program for its administration as codified in Jefferson County Code Chapters 3.28 and 3.36; and WHEREAS, on February 22, 2019, the Public Infrastructure Fund Board reviewed and recommended for approval six public infrastructure project proposals/grant requests from five different public agencies; and WHEREAS, the sum total of the six project proposals/grant requests was $831,064, very close to the rough figure of$800,000 included in the proposal solicitation; and WHEREAS, the Jefferson County Board of Commissioners concurs with the Public Infrastructure Fund Board's recommendation and wishes to authorize the preparation of grant agreements for County Commissioner review and action; NOW THEREFORE BE IT RESOLVED,that: 1. The Jefferson County Board of Commissioners concurs with the February 22, 2019 recommendation of the Public Infrastructure Fund Board. 2. The Central Services Director, as the Public Infrastructure Fund Administrator, is authorized to develop for Board of County Commissioners review and subsequent action Public Infrastructure Fund grant agreements consistent with state law and county code. Description: EDC Team Jefferson and the Jefferson County Comprehensive plan both declare expanding access to affordable, quality, broadband internet service essential to maintaining and growing jobs in Jefferson County.This project will make available to Jefferson County's densest business cluster some of the fastest and most reliable internet service available on the Olympic Peninsula.The access to fiber optic with the possibility of true to advertised symmetrical speeds(same upload/download)will allow local businesses to stay in their current locations and/or expand or improve their services. It will also increase the likelihood a new business chooses to locate in the downtown area.Jefferson County and Port Townsend already provide excellent quality of life and a beautiful location.The ability to add stable, quality internet access that can support modern businesses and workers greatly increases our capacity to create and sustain living wage and better professional jobs in numerous sectors. 2015 Census Data shows 1,230 people employed in the downtown business core are the PUD is extending fiber into. PT Main Street estimates 210 businesses exist in the area.The necessity of access to internet and use of internet access as a core component of business grows exponentially every year.Though we do not have a vetted model for projecting jobs created, it is clear that many jobs will NOT be created, nor maintained if access to high quality, high-speed internet service does NOT increase. Because of the conduit installed as part of the Water Street re-paving project,the PUD has a unique opportunity to directly connect to many downtown businesses and improve internet access. Other larger internet service providers also offer fiber in the area,they have been increasingly reluctant to invest in our small rural county.Though we cannot as a PUD sell retail internet service to the end user,we can provide open wholesale access to broadband infrastructure that we build. If not ready, describe what must be completed before the project is ready to proceed? Description: We are currently waiting on permits from the City of Port Townsend to finish the underground construction work needed to complete gaps in the conduit runs from the Ferry to Taylor Street along Water.We expect to receive permits soon and anticipate being able to install fiber and network equipment in late spring/early summer. Engineering work can begin as soon as permits are received. The overhead fiber installation is a"next step"project and will not begin until progress been made on the fiber trunk between the ferry terminal and Taylor. What work on this project has already been completed, such as planning, engineering reports, feasibility studies, permitting, etc., have been prepared, and when? Description: Design, permitting, and construction of main fiber conduit began 1/1/16 and was completed 1/1/19. An engineering design/build estimate for the fiber trunk work between the Ferry and Taylor Street was obtained from our Network Service Coordinator NoaNet in November, 2018. Brief Description: This project finishes an infrastructure gap for pedestrians ' l in a planned road pavement restoration project on Center Road in the summer of 2019. It replaces a 45-year old asphalt sidewalk with a new surface in keeping with the Quilcene character. Background to the Area: Quilcene Complete Streets is an overall town plan to rebuild and resurface aging and inadequate infrastructure on county roads and US101 to encourage a walkable community and safe bicycling for tourists, locals and school children. This application for funding a segment of Quilcene Complete Streets focuses on Center Road north of US 101 from the US Bank to the Little Quilcene River. The road pavement is badly rutted and shows measurable deterioration. Road maintenance cannot compensate for the poor pavement condition. The 6.5-foot wide sidewalk has a similar condition with additional impediments to an ADA accessible infrastructure. The sidewalk surface has cracking, root intrusion and a lack of curb cuts to meet ADA standards. Jefferson County Public Works proposes to replace and improve 1,165 feet of sidewalk pavement and replace the road pavement from MP14.61 to 15.01. This segment serves as a non-motorized link to the Quilcene tourism center. Many facilities are co-located: the Linger Longer outdoor theater, the Historical Museum, Birkenfeld Interpretive Trail and the historic Worthington Mansion Museum (opening Spring 2019). Center Road presents a gateway opportunity to the north entrance of the Quilcene community for visitors entering Jefferson County Hood Canal from the West Sound. It is used by the Quilcene Oyster (Marathon) Races and the annual parade. This project will be a catalyst for future beautification and wayfinding projects near East Columbia Street and the antiquated pedestrian bridge (obsolete Center Rd. Bridge) over the salmon-bearing Little Quilcene River. Description: The Port will use this PIF grant to fund permitting, design and engineering for renovation of the 258 foot long South Jetty arm which (along with the overlapping North Jetty) protects the entrance to the Point Hudson Marina, a key marina used by a high volume of boaters on North Puget Sound. A facility condition assessment conducted by Mott MacDonald Engineering has concluded that the facility is severely compromised, and that its near-term failure, if not substantially renovated, will jeopardize use of this historic facility. In turn, such a failure would likely threaten the economic vitality of the businesses located at Point Hudson as well as Port Townsend's Commercial Historic District (CHD). In May of 2018, bids were received by the Port on a previously engineered and permitted design that, if constructed, would have resulted in the complete demoltion and replacement of the South Jetty structure. However, the lowest bid received ($3,991,118.93) for the proposed project substantially exceeded both the engineer's estimate of probable cost and the Port's present financial capacity. By contrast, the current proposal is to design, permit and engineer substantial renovation of the existing facility, rather than its complete demolition and replacement. The objective of the current proposal is straightforward: complete the design and permitting work needed to proceed with substantial renovation of the existing 258' long batter-pile and rock South Jetty. It is expected that the modified project design will call for the removal of a substantial number of the existing creosote-impregnated piles, likely to be replaced with galvanized steel piles. The core of the structure would then be back-filled with granite quarry spalls and reinforced with steel cross-bracing connecting the piles (i.e. in lieu of the existing steel cables). This preliminary permitting and design work will also define the extent of entrance channel dredging necessary to maintain unimpeded vessel access to the marina. Overall, the expectation is that the Port would have the design and permitting completed, and be in a position to proceed with an alternative public works bidding procedure, by late summer of 2019. As the home of the Northwest Maritime 3of9 JEFFERSON COUNTY PUBLIC INFRASTRUCTURE FUND Center and the annual Port Townsend Wooden Boat Festival, Point Hudson has a strong maritime tradition that attracts boaters and visitors from far and wide. Point Hudson should be understood as a key component of Jefferson County's maritime economy, which (in relation to population) remains one of the most important in the State of Washington. The Port estimates that Point Hudson hosts more than 30,000 guest nights per year, each spending more than $60.00 per day while in town. Thus, boaters using the Point Hudson Marina generate more than $1.8 million in revenue within the local economy annually. Based on recent trends, the Port estimates that revenues for Point Hudson transient moorage will increase by approximately 5% over the coming five year period. It is expected that renovation of the South Jetty arm and dredging of the marina entrance channel may recruit additional larger vessel users to Point Hudson. Even a modest daily increase in overnight stays during the summer season would have a significant positive impact on local businesses, as well as the Port's bottom line. Public improvements have significant ancillary benefits over time. The level of public use and vitality of the area can increase, and with that, the level of business activity in the area can also increase. Within the last decade, the property immediately adjacent to the Port's Point Hudson ownership was redeveloped and is now home to the Northwest Maritime Center (NWMC) - a foundation dedicated to the preservation and promotion of traditional wooden boat heritage, culture and skills. The campus serves as a vibrant gathering place on Port Townsend's waterfront, providing educational programs for school-aged youth, continuing education for adults, and serving as host to a variety of events and classes produced by other organizations. The viability of the Point Hudson Marina is vital to the future success of the NWMC. Moreover, over the last decade the City of Port Townsend completed $5.9 million in public improvements to the east end of Water Street in the immediate vicinity of Point Hudson. These "civic district" improvements enhanced the walkability of the Historic District, enhanced visual and physical access to the water, and helped to maintain Port Townsend's visitor-based economy. In sum, the proposed breakwater renovation project is crucially important to protecting the long-term economic viability of Point Hudson, an anchor of Port Townsend's CHD. If not ready, describe what must be completed before the project is ready to proceed? Description: Yes. The Port anticipates seeking approval from the Project Review Committee of the Washington State Department of Enterprise Services in March of 2019 for approval and certification use of either a General Contractor/Construction Manager (GC/CM) or a Design-Build delivery method of construction. The Port is also working to design, permit, and engineer (i.e., up to 30%) the renovation/rehabilitation of the South Jetty arm. The Port's PIF Board request is to help cover these "soft costs" prior to construction. The Port's permitting consultant anticipates that US Army Corps of Engineers permits (Nationwide 3), endangered species consultation with the National Marine Fisheries Services, Hydraulic Permit Approval (HPA) from the Washington State Department of Fish and Wildlife, and City of Port Townsend SEPA and Shoreline permitting, could require approximately six (6) months to complete. Thus, actual construction (which would be Port funded) activity could not occur until the autumn of 2019 or, more likely, during after the "fish window" opens in 2020 (i.e., after July 16, 2020). Renovation of the South Jetty is of the utmost importance to the Port, and repairs/renovations must be undertaken as soon as practicable to protect the marina and businesses dependent upon it. Accordingly, the Port is committed to proceeding on the most expedited timeline possible to effect these improvements. What work on this project has already been completed, such as planning, engineering reports, feasibility studies, permitting, etc., have been prepared, and when? Description: Substantial site condition assessment work has already been completed. As outlined previously, a different project (complete demolition and replacement of the breakwater) was previously designed, permitted and engineered. Because that project was found to be beyond the Port's financial capacity, the Port now seeks to extend the life of the existing structure as long as possible through repair and renovation.
