STATEMENT OF ISSUE: Jefferson County Public Health, Department of Environmental Health, Water Quality requests Board approval of Amendment No. 1 to the Interlocal Agreement for Professional Services with Jefferson County Conservation District; May 1, 2017 — December 31, 2019; Additional $7,852 for a total $47,852 ANALYSIS/ STRATEGIC GOALS/PRO'S and CON'S: The Jefferson County Conservation District has been retained to perform water quality monitoring activities, agricultural surveys and public outreach in the Strait Priority Project area. The project area includes the watersheds of Salmon, Snow, Contractors and Eagle Creeks and the Discovery Bay shoreline. This amendment will allow JCCD to assist Jefferson County in the collection of Microbial Source Tracking (MST) samples, along with providing public information about the samples. MST will provide more detailed data about the sources of fecal pollution in the watershed. FISCAL IMPACT/COST BENEFIT ANALYSIS: This project is fully funded by a grant from the Washington Department of Ecology, WQC-2017-JeCoPH- 00168. The cost of additional staff time for collecting MST samples has been accounted for in the project budget by cost savings in borrowing rather than purchasing sampling equipment. The Environmental Protection Agency is covering the entire cost of MST analysis at the Manchester Laboratory. There is no financial impact to the county. WHEREAS, the parties desire to amend the terms of that agreement. IT IS AGREED BETWEEN BOTH PARTIES AS NAMED HEREIN AS FOLLOWS: 1. The District will assist the County in the collection of Microbial Source Tracking samples, and public information about the samples, as indicated in amended Exhibit A Scope of Services. 2. The budget for the District will be increased by $7,852 in funding for services as indicated in amended Exhibit B Budget. 3. All other terms and conditions of the agreement will remain the same. The Jefferson County Conservation District ("the DISTRICT") is retained through inter -local agreement to perform the following tasks. Project Area The project area includes the watersheds of Salmon, Snow, Contractors and Eagle Creeks and the Discovery Bay shoreline. Task 1-- Project Management Expenses for management tasks for this project will not be reimbursed by the COUNTY. Instead these expenses will be submitted as interlocal match to meet the match requirement. A. The DISTRICT will manage, track and record expenses and match for each budget item and report these items to the COUNTY in a quarterly report and billing due one week after the end of the quarter. The DISTRICT will record all matching funds generated for the project in the quarterly report. The DISTRICT will utilize Ecology billing forms. B. The DISTRICT will include in their quarterly reports any data and additional information obtained related to progress in achieving target outputs for Task 2 and Task 4 (see below) of the project. C. The DISTRICT will contribute information to a final report explaining the required performance (deliverables) completed in each task, analysis of water quality data and trend analysis, and details of the education and outreach performed by 11/29/2019. Required Performance: 1. Timely submittal of all required performance items, quarterly reports, and billing records. 2. Submittal of information for the final report to the COUNTY's Project Manager no later than October 15, 2019. Task 2 --Water Quality Sam lin and Anal sis A. The DISTRICT will assist the COUNTY in the development of an Ecology -approved Quality Assurance Project Plan (QAPP) before sampling begins. B. The DISTRICT will assist the COUNTY in establishing sampling stations in project area streams and the DISTRICT will work with the COUNTY to determine which stations the DISTRICT will be responsible for collecting data. The geographic location and accuracy of all sampling sites will be collected and recorded in the following format and submitted to the COUNTY: NAD83 datum, Latitude/Longitude, Decimal Degrees, precision in feet or meters, and collection method (gps or map). C. The DISTRICT will collect water quality samples for fecal coliform bacteria and conduct monitoring for temperature, pH, dissolved oxygen, and conductivity at the identified stations on a monthly basis Page 1 of 4 1CCD Strait Priority Areas Contract Amendment 1 February 201 over one water year from October 2017 through September 2018. The DISTRICT will identify priority areas for outreach based on sampling results and report them to the COUNTY. All data will be entered into Ecology's Environmental Information Management (EIM) database. D. The DISTRICT will assist the COUNTY in the statistical analysis and reporting of trends for 6 monitoring stations using previous and current data to determine if water quality is improving or worsening. Analysis and reporting by the DISTRICT includes work on the Discovery Bay Comprehensive Water Quality Report. E. The District will assist the COUNTY in the collection of Microbial Source Tracking samples at stream monitoring stations for 12 months and incorporate analysis of the results into the Discovery Bay Comprehensive Water Quality Report. Required Performance: 1. Cooperation with the COUNTY developing an Ecology -approved QAPP prior to sampling. 2. Report established sampling locations to the COUNTY by 6/30/2017. 3. Submit annual reports and graphs to the COUNTY demonstrating water quality trends at all monitoring stations. 4. Submit water quality data sets on collected samples to the COUNTY each month in EIM format. 5. Submit a report of the status and trends on the bacterial indicators in Salmon and Snow Basins utilizing data from this project and previous projects by 11/15/2019. This report will be a component of the Discovery Bay Comprehensive Water Quality Report. Task 3- Agricultural Best Management Practices (BMP) A. The DISTRICT will survey 40 agricultural parcels in the project area and create a prioritized list of sites to contact 6/30/2018. The DISTRICT will contact all high-priority properties and offer services by 8/31/2018. The COUNTY will refer any high-priority agricultural sites identified during the COUNTY's sanitary survey efforts to the DISTRICT. B. Identify and work to correct potential sources of fecal coliform pollution from high-risk agricultural management practices and update THE COUNTY of high-priority areas. C. The DISTRICT will make available septic repair resources in the form of financial assistance, based on funding availability, including outreach materials. Required Performance: 1. Prioritized list of all agricultural properties in the project area by 6/30/2018. 2. DISTRICT will produce an outreach brochure that identifies potential septic repair assistance and resources opportunities by 7/30/2018. 3. All high-priority properties contacted in person and/or by telephone and services offered by 8/31/2018. 4. Maintain records of agricultural properties contacted, and associated correction activities in a project spreadsheet and share with the COUNTY by 9/30/2019. Task 4 — Public Outreach and Education A. The DISTRICT staff will attend one informational meeting organized by the COUNTY to introduce the project to all residents in the proposed project area. The COUNTY will conduct this meeting in the Page 2 of 4 JCCD Strait Priority Areas Contract Amendment 1 February 2419 Discovery Bay area to notify the public about the project. The DISTRICT will provide information about its monitoring role and services to provide to the public. B. The DISTRICT staff will attend one end -of -project meeting organized by the COUNTY to discuss results of the project with the residents in the project area. C. The DISTRICT will provide information to the COUNTY for the development of project fact sheets and outreach material. Any printed material developed for this project needs to include funding recognition and be submitted to the COUNTY for approval prior to being printed and distributed. D. The District will provide information to the public at the end -of -project meeting about the microbial source tracking results. Required Performance: 1. Attend an introductory project meeting and an end -of -project results meeting by December 2019. 2. Written materials developed under this project will be submitted to Ecology's project manager for review and approval prior to printing or distribution.
