Jefferson County Board of Commissioners
Regular Meeting — Monday, March 4, 2019, 9:00 a.m.
Jefferson County Courthouse — Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Kate Dean called the meeting to order at the appointed time
in the presence of Commissioner David Sullivan and Commissioner Greg Brotherton.
PUBLIC COMMENT PERIOD: The following is a summary of comments made by
individuals in attendance at the meeting and reflect their personal opinions.
• Comment regarding Colinwood Farms and Jefferson County becoming a major food producer,
and dietary information.
• Comment regarding Code Enforcement in Jefferson County.
• Comment regarding a proposed 5G network and effects of radiation.
• Comment regarding Pope Resources and a newly formed Jefferson County Coalition to Stop
Aerial Spraying.
• Comment requesting Jefferson County to work in collaboration with the City of Port Townsend
on LTAC/City Council, requesting collaborative efforts in helping the Farmer's Market to place
permanent restrooms in the uptown area.
• Comment regarding the Port Townsend Farmers Market statistics.
• Comment regarding the banning of nuclear weapons.
• Comment regarding the Growth Management Act, the 5-acre lot size restriction should be
revisited and the benefits of having new sewer systems.
• Comment regarding Vietnam War, Agent Orange statistics and roadside spraying in the County.
• Comment regarding antifreeze spillage from an Olympic Disposal vehicle.
• Comment regarding a water quality issue in Discovery Bay and its effect on oysters.
• Comment regarding the new Oath of Office for Jefferson County.
• Comment regarding shooting from the Port Townsend gun range and request to restrict hours.
• Comment regarding Tarboo Lake and the proposed shooting facility site, logging and spraying in
the area.
• Comment regarding moving of houses in the flood zone in Quilcene.
The Commissioners and Acting County Administrator addressed comments and concerns raised during
the Public Comment Period.

APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Sullivan moved to approve the items on the Consent Agenda as presented. Commissioner Brotherton
seconded the motion which carried by a unanimous vote.
1. HEARING NOTICE re: Community Development Block Grant (CDBG) for 2019 Public
Service Grant Application and Closeout of 2018 Public Services Grant; Olympic Community
Action Programs (OIyCAP); Hearing Scheduled for Monday, March 18, 2019 at 10:00 a.m. in
the Commissioners' Chambers at the Jefferson County Courthouse, 1820 Jefferson Street, Port
Townsend, WA
2. RESOLUTION NO. 12-19 re: Activating Fund 627-000-010 Treasurer's Trust Fund
3. AGREEMENT re: Maintenance and Support; In the Amount of$3,200; Jefferson County
District Court; Justice AV Solutions (JAVS)
4. AGREEMENT re: Big Quilcene Riparian Protection; In the Amount of$132,660: Jefferson
County Public Health; Washington State Recreation and Conservation Office (RCO)
5. AGREEMENT re: Interlocal for Memorial Field Lighting Project Partnership; In the Amount of
$32,000; Jefferson County Public Works; Chimacum School District No. 49
6. BID AWARD re: Pavement Markings on Jefferson County Roads in Calendar Years 2019
through 2021; In the Amount of$402,330; Jefferson County Public Works; Apply-A-Line, LLC
7. MEMORANDUM OF UNDERSTANDING re: To Fund Acquisition of Residential Parcels
and Vacant Land; In the Amount of$50,000 (HCSG) with a match of$82,660 (RCO Big
Quilcene Riparian Protection, 17-1052) for a Project Total of$132,660; Jefferson County Public
Health; Hood Canal Salmon Enhancement Group
8. MINUTES re: Regular Meeting Minutes of February 25, 2019
BID OPENING re: Publication of County Legal Notices: Board of County
Commissioners' Office Executive Secretary Leslie Locke opened and read aloud the following two bids:

Staff will review the bids and make a recommendation for bid award at a later date.
DISCUSSION and POTENTIAL ACTION re: RESOLUTION NO. 13-19 re:
Authorize 2019 Public Infrastructure Fund (PIF) Grant Awards: Chair Dean briefed the Board on
the process to review the PIF grant requests. The following PIF members spoke: City of Port Townsend
Mayor Deborah Stinson, Gary Rowe and Dan Toepper. Public Works Director/County Engineer Monte
Reinders explained how the PIF grants would affect the sewer and other projects. After deliberations,
Commissioner Sullivan moved to approve RESOLUTION NO. 13-19 re: To Authorize Public
Infrastructure Fund Grant Awards in 2019 to fund six projects which total $831,064.00. Commissioner
Brotherton seconded the motion which carried by a unanimous vote.

The meeting recessed at 10:23 a.m. and reconvened at 10:32 a.m. with all three
Commissioners present.
CLARIFICATION re: BID OPENING re: Publication of County Legal Notices:
Chair Dean explained that staff clarified that The Leader newspaper does not charge an additional fee
for legal notices. The $27.63 fee listed on the bid paperwork was an example of what a legal ad fee
would be, based on their rates.
BRIEFING re: Possible Application and Cost for Salish Behavioral Health
Organization (BHO) to Become an Administrative Services Organization: Salish BHO Regional
Administrator Stephanie Lewis gave a presentation to the Board on the potential to become an
Administrative Services Organization.
The meeting recessed at 11:29 a.m. and reconvened at 11:35 a.m. with all three
Commissioners present.
COMMISSIONERS BRIEFING SESSION: The Commissioners reviewed their
meeting schedules and discussed the following topics:
• Visitor Center parking lot and proposed round-about
at the Hood Canal Bridge
• Homeless Housing Facilitator and Task Force; upcoming ads
• Commissioner Brotherton; review of recent meetings
• 2019 Legislative update
• Abalone Letter, previously approved
• Chair Dean; review of recent meetings
• Calendar Coordination and Miscellaneous Items
NOTICE OF ADJOURNMENT: Commissioner Brotherton moved to adjourn the
meeting at 12:07 p.m. until the next regular meeting or special meeting as properly noticed.
Commissioner Sullivan seconded the motion which carried by a unanimous vote.

Special Meeting — Tuesday, March 6, 2019, 12:00 p.m.
Jefferson County Courthouse— Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Kate Dean called the meeting to order in the presence of
Commissioner David Sullivan and Commissioner Greg Brotherton. Also present were Clerk Ruth
Gordon, Auditor Rose Ann Carroll, Sheriff Joe Nole, Assessor Jeff Chapman and Treasurer Stacie
Prada.
DISCUSSION with County Elected Officials and Department Directors re:
County/State Relations and Possible Legislation: The Commissioners met with Elected Officials to
discuss a variety of County/State relations and possible legislation that could affect Jefferson County.
Chair Dean excused herself from the meeting at 12:37 p.m.
NOTICE OF ADJOURNMENT: Commissioner Brotherton moved to adjourn the
meeting at 1:05 p.m. until the next regular meeting or special meeting as properly noticed.
Commissioner Sullivan seconded the motion. The motion carried.
