STATEMENT OF ISSUE:
Jefferson County Public Health, Water Quality Division, is requesting Board approval of Amendment 1 to the
Professional Services Agreement — Hood Canal Coordinating Council; Upon signature — July 31, 2019;
Additional $2000 for a total $29,000
ANALYSIS STRATEGIC GOALS PROS and CONS:
This amendment adds additional funding for septic inspection rebates and extends the project timeline
from March 31, 2019 to July 31, 2019.
The original contract is to implement Phase III of the Hood Canal Regional Pollution Identification and
Correction Program (HCRPIC). The HCRPIC consists of Jefferson, Kitsap, and Mason Counties, the Port
Gamble S'Klallam and Skokomish Tribes, working collaboratively to implement prioritized Pollution
Identification and Correction (PIC) work throughout Hood Canal to help reduce bacterial and nutrient
loading to increase harvestable shellfish acres in Puget Sound. Phase III includes regional coordination
meetings, the creation of a Phase III workplan and funding for homeowner rebates for septic system
maintenance inspections. Jefferson County Public Health has been an active participant in the first two
phases of this project and this phase will allow us to continue this beneficial relationship.
FISCAL IMPACT COST BENEFIT ANALYSIS:
This amendment brings the total to $29,000 of revenue to Jefferson County Public Health to advance and
continue PIC activities. There is no match requirement.

JCPH management requests approval of Amendment 1 to the Professional Services Agreement - Hood

Re: Hood Canal Regional PIC Program Phase 3 - Contract Revisions (Amendment 1)
The Hood Canal Coordinating Council (HCCC) has amended its base grant with the Washington
Department of Health for the Hood Canal Regional Pollution Identification and Correction (HCRPIC)
Program — Phase 3 (HCRPIC contract amendment iiiiked her(,,). The following changes for Jefferson
County's sub -contract with HCCC are in effect with the receipt and signature of this memo.
1. Project timeline extension
Project end date extended to July 31, 2019
Final invoices due August 15, 2019
Deliverable dates are adjusted as follows (as agreed on at the Dec 13, 2018 Guidance Group
meeting):
Task 2.1: Project Coordination
- Guidance Group meetings: March 21, June TBD
- Data (field work implementation, water quality data, and OSS records) due to
project coordinators: March 15
- Data QA/QC (with project coordinators): March 15 - April
- Outreach support:
o Review of draft products (June -July)
o Participate & coordinate on community presentations (June -July)
o Final presentation to decision -makers: July 17
- Sustainable funding plan support:
o Participate & coordinate with project coordinators: Workshop date TBD
- Final report support:
o Review draft products: June 24 —July 5
Task 2.5.2: OSS Operation & Maintenance Vouchers
Voucher reimbursement deadline and data due to project coordinators: June 1
2. Budget revisions
a. Add $2,000 to Jefferson County's Task 2.5.2 OSS operation & maintenance vouchers to
be prioritized for recipients in the HCPRIC Phase 3 priority areas, and targeted drainages
where there is high demand.
The parties have acknowledged the contract revisions described above, made effective as of the date
below.
