(1) Preliminary Doc ket – Contents. The preliminary docket described more fully in s ubsec tions (2)
through (4) of this sec tion shall cons ist of the following:
(a) All proposals for formal site-spec ific amendments;
(b) All proposals for s uggested amendments ; and
(c) When applicable, all amendments recommended by the planning commission during its
periodic asses sment of the Comprehensive Plan.
(2) List of Sugges ted Amendments. Eac h y ear, the administrator shall maintain for public review the
annual list of sugges ted amendments made by c itizens , the board of county commissioners or
members of the board of county commis s ioners , c ounty s taff, county departments or other agencies .
By the end of the second full bus iness week of Marc h of each year, this list of sugges ted
amendments s hall be c ompiled into a preliminary doc k et. JCC 18.45.060 sets forth the proces s for
s elec ting whic h s uggested amendments will be placed on the final dock et to be formally rev iewed
during the annual review proc ess .
(3) Formal Site-Specific Amendments . The preliminary dock et shall also include all formal s ite-
s pec ific applications for Comprehens ive Plan amendments. Formal site-s pecific applications for
amendments that are properly and timely filed under JCC 18.45.040(2)(a) shall be plac ed on the final
dock et for c ons ideration during the c urrent annual amendment proc ess .
(4) Planning Commission Periodic As ses s ment – Rec ommendations.
(a) Periodic Assessment – Timelines . The planning commis sion shall review, and if neces sary,
recommend revis ions to the Comprehensive Plan during the periodic asses sment in accordance
with RCW 36.70A.130. The planning commis sion shall complete its as ses s ment of the
Comprehensive Plan by November 1st of the year prior to the ass essment. Any amendments
recommended by a majority vote of the planning c ommiss ion s hall be forwarded to the
adminis trator by Marc h 1s t of the year in whic h the periodic assessment is conducted. The
adminis trator shall place all s uch recommended amendments on the preliminary docket to be
considered during the final doc k et selec tion proc ess set forth in JCC 18.45.060.
(b) Criteria Governing Planning Commis sion Assessment. The planning commis sion’s periodic
as s ess ment and recommendation shall be based upon, but s hall not be limited to, an inquiry into
the following growth management indicators:
(i) Whether growth and dev elopment as envisioned in the Comprehensive Plan is occurring
fas ter or slower than anticipated, or is failing to materializ e;

(ii) Whether the capacity of the c ounty to provide adequate s ervices has diminished or
increas ed;
(iii) Whether s ufficient urban land is des ignated and zoned to meet projected demand and
need;
(iv ) Whether any of the assumptions upon which the plan is bas ed are no longer found to be
valid;
(v ) Whether changes in county -wide attitudes neces sitate amendments to the goals of the
plan and the basic v alues embodied within the Comprehensiv e Plan Vis ion Statement;
(v i) Whether changes in circumstances dic tate a need for amendments ;
(v ii) Whether inconsistencies ex ist between the Comprehens iv e Plan and the GMA or the
Comprehens iv e Plan and the County-wide Planning Policy for Jeffers on County . [Ord. 2-06

18.45.080 Final docket – Planning commission and board of county commissioners review.
(1) Planning Commission Review. All proposed amendments on the final docket s hall be reviewed and
assessed by the planning commis sion, which shall make a rec ommendation to the board of county
c ommis s ioners after holding at leas t one open record public hearing.
(a) Notic e. The hearing before the planning c ommiss ion s hall be noticed by one publication in the
official newspaper of the c ounty at least 10 day s prior to the date of the hearing and by posting a
copy of the notic e of hearing in the J efferson County Courthouse. This notic e s hall inc lude the
following:
(i) The purpose(s ) of amending and/or updating the Comprehensiv e Plan;
(ii) The deadline for submitting c omments on the amendments; and
(iii) A tentative hearing sc hedule; c ontinued hearings may be held by the planning
commis s ion but no additional notic es need be publis hed.
(b) Required Findings – Generally. For all proposed amendments, the planning commission shall
dev elop findings and conclusions and a rec ommendation which consider the growth management
indic ators set forth in J CC 18.45.050(4)(b)(i) through (4)(b)(v ii), as well as the following:
(i) Whether circumstances related to the proposed amendment and/or the area in which it is
located have substantially changed sinc e the adoption of the Jeffers on County
Comprehens iv e Plan;

(ii) Whether the ass umptions upon whic h the Jefferson County Comprehens iv e Plan is
based are no longer valid, or whether new information is available whic h was not considered
during the adoption proc ess or any annual amendments of the J efferson County
Comprehens iv e Plan; and
(iii) Whether the proposed amendment reflects c urrent widely held v alues of the res idents of
Jefferson County.
(c) Additional Required Findings – Formal Site-Spec ific Amendments. In addition to the required
findings set forth in subsec tion (1)(b) of this s ection, in order to recommend approval of a formal
site-spec ific propos al to amend the Comprehens iv e Plan, the planning c ommis s ion mus t also
make the following findings :
(i) The proposed s ite-specific amendment meets c oncurrency requirements for
trans portation and does not advers ely affect adopted lev el of serv ic e s tandards for other
public fac ilities and servic es (e.g., s heriff, fire and emergency medical s ervices, parks , fire
flow, and general governmental s ervices );
(ii) The proposed site-spec ific amendment is cons istent with the goals, polic ies and
implementation s trategies of the various elements of the J efferson County Comprehensiv e
Plan;
(iii) The proposed site-spec ific amendment will not result in probable s ignific ant adv erse
impacts to the county ’s transportation network , capital fac ilities, utilities, parks , and
environmental features that c annot be mitigated, and will not place unc ompens ated burdens
upon ex is ting or planned serv ice c apabilities;
(iv ) In the case of a site-spec ific amendment to the Land Us e Map, that the subject parc els
are physic ally s uitable for the requested land use des ignation and the antic ipated land use
development, inc luding, but not limited to, the following:
(A) Acces s;
(B) Provision of utilities; and
(C) Compatibility with exis ting and planned surrounding land uses ;
(v ) The propos ed site-s pecific amendment will not create a pres s ure to c hange the land use
designation of other properties, unles s the change of land use des ignation for other
properties is in the long-term bes t interes ts of the county as a whole;
(v i) The propos ed s ite-specific amendment does not materially affec t the land use and

population growth projec tions that are the bas es of the Comprehens ive Plan;
(v ii) If within an unincorporated urban growth area (UGA), the propos ed s ite-specific
amendment does not materially affect the adequacy or av ailability of urban facilities and
services to the immediate area and the overall UGA;
(v iii) The proposed amendment is c onsis tent with the Growth Management Act (Chapter
36.70A RCW), the County -Wide Planning Policy for J efferson County, any other applicable
inter-jurisdic tional polic ies or agreements , and any other local, state or federal laws.
(d) Rec ommendation. The planning commission’s findings and conclus ions shall include a
recommendation to the board of county commis sioners that the proposed amendment(s) be
denied, approved, or approved with c onditions or modifications.
(2) Board of County Commissioners Rev iew – Appeals .
(a) Board of County Commiss ioners Work shop. The board of c ounty c ommiss ioners may firs t
review the recommendation of the planning commission in a workshop meeting(s ).
(b) Board of County Commiss ioners Review. The board of c ounty c ommiss ioners shall cons ider
the propos ed amendments to the Comprehensiv e Plan at a regularly sc heduled meeting. If after
considering the matter at the regularly scheduled public meeting the board of c ounty
commissioners deems a change in the recommendation of the planning commis sion to be
nec ess ary, the change shall not be incorporated until the board conduc ts its own public hearing
us ing the procedures set forth under JCC 18.40.310. The hearing shall be noticed by one
publication in the official newspaper of the county at least 10 day s prior to the date of the
hearing, and by pos ting copies of the notic e of hearing in the J efferson County Courthouse. The
notice and public hearing for propos ed Comprehensiv e Plan amendments may be c ombined with
any notice or public hearing for proposed amendments to the county ’s Comprehensive Plan
implementing regulations (e.g., this c ode), or for other actions of the board of c ounty
commissioners.
(c) Criteria for Evaluation of Proposed Plan Amendments. The board of county commissioners
shall apply the s ame c riteria as the planning c ommission as set forth in s ubsections (1)(b) and
(1)(c) of this s ection, as applic able.
(d) Adoption by Ordinanc e. The board of c ounty c ommiss ioners shall adopt any amendments to
the J efferson County Comprehensive Plan by ordinance. This final action on the dock et mus t be
taken by the sec ond regular board meeting in December of eac h y ear.
(e) Trans mittal to State. The adminis trator shall transmit a copy of any propos ed amendment of
the Comprehensive Plan to the Washington State Office of Community Dev elopment (OCD) at

leas t 60 days prior to the expec ted date of final action by the board of county commis sioners , as
consistent with Chapter 36.70A RCW. The adminis trator shall trans mit a copy of any adopted
Comprehensive Plan amendment to OCD within 10 day s after adoption by the board.
(f) Appeals. All appeals to the adoption of an amendment to the Jeffers on County
Comprehensive Plan shall be filed with and proces s ed by the Western Washington Growth
Management Hearings Board in acc ordanc e with the prov isions of Chapter 36.70A RCW. [Ord.
