Prior to commencing development activity, the proponent is responsible for informing the Washington State Department of Ecology, Stormwater, in order for WSDOE to determine whether a Construction Stormwater permit or review is required. Generally, review is required for projects that disturb 1 or more acres of land through clearing, grading, excavating, or stockpiling of fill material, or when there is any possibility that stormwater could run off site during construction and into surface waters or conveyance systems leading to surface waters of the state. An engineered stormwater management plan, drainage plan and erosion control plan has been submitted and approved by the Department of Community Development. An engineered Stormwater Management Plan has been submitted and approved by the Department of Community Development. Once the subject permit has been issued the applicant shall fully implement the provisions of the submitted plan and contact the project engineer to arrange a schedule to inspect the property for plan compliance. A Certificate of Occupancy will not be issued until the Department receives a letter verifying plan compliance. No clearing for roadways or utilities shall occur on the project site until clearing necessary for the installation of temporary sedimentation and erosion control measures have been completed. 7.) The applicant shall fully adhere to all conditions and requirements of the eagle habitat management plan. 8.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 9.) Outdoor residential storage shall be maintained in an orderly manner and shall create no fire, safety, health or sanitary hazard. 10.) Not more than 2 unlicensed vehicles shall be stored on any lot unless totally screened from view of neighboring dwellings and rights-of-way. Such screening shall meet all applicable performance and development standards specific to the district in which the storage is kept, and shall be in keeping with the character of the area. Screening shall meet the requirements of Chapter 18.30 JCC. Outdoor storage of 3 or more junk motor vehicles is prohibited except in those districts where specified as an automobile wrecking yard or junk (or salvage) yard and allowed as a permitted use in Table 3-1 or Chapter 18.18 JCC, and such storage shall meet the requirements of JCC 18.20.100, Automobile wrecking yards and junk (or salvage) yards. In no case, shall any such junk motor vehicles be stored in a critical area. 11.) A minimum of two (2) on-site parking spaces shall be provided for the single family residence. 12.) Residential developers and indiviuu al builders shall be required to preserve shdl'eline vegetation and reduce the associated risk of erosion during construction and any future activity which may impact the stability of the shoreline. 13.) Maximum lot coverage is not to exceed 25%. Lot coverage is defined as amount of impervious surface which includes roof tops, driveways, concrete, etc. 14.) The building height is not to exceed 35 feet. 15.) Exterior lighting for residential uses shall not exceed twenty feet (20') in height from the finished grade, excepting when such lighting is an integral part of a building or structure. Ground level lighting is encouraged. 16.) Lighting fixtures shall be designed and hooded to prevent the light source from being directly visible from outside the boundaries of the property. The intensity or brightness of all lighting, during construction and after project completion shall not adversely affect the use of surrounding properties or adjoining rights-of-way. 17.) No fill or other material may be placed in the waters or intertidal areas of Jefferson County. 18.) Flood hazard reduction measures are to be used as required by the Jefferson County Flood Damage Prevention Ordinance 07-0515-06 (Jefferson County Code Chapter 15.15). 19.) Construction Materials and Methods of Construction to Reduce Flood Hazard (i)All new construction and substantial improvements shall be constructed with materials and utility equipment resistant to flood damage. (ii) All new construction and substantial improvements shall be constructed using methods and practices that minimize flood damage. (iii) Electrical, heating, ventilation, plumbing, and air-conditioning equipment and other service facilities shall be designed and/or otherwise elevated or located so as to prevent water from entering or accumulating within the components during conditions of flooding. Locating such equipment below the base flood elevation may cause annual flood insurance premiums to be increased. 20.) Utilities shall be designed as specified in 15.15.080(c) of Jefferson County Flood Damage Prevention Ordinance 07-0515-06 (Jefferson County Code Chapter 15.15)which states: (i)All new and replacement water supply systems shall be designed to minimize or eliminate infiltration of flood waters into the systems; (ii) Water wells shall be located on high ground that is not in the floodway; (iii) New and replacement sanitary sewage systems shall be designed to minimize or eliminate infiltration of flood waters into the systems and discharges from the systems into flood waters; (iv) Onsite waste disposal systems shall be located to avoid impairment to them or contamination from them during flooding. 21.) 1) All new construction and substantial improvements shall be anchored to prevent flotation, collapse, or lateral movement of the structure. 2) All manufactured homes shall be anchored to prevent flotation, collapse, or lateral movement, and shall be installed using methods and practices that minimize flood damage. Anchoring methods may include, but are not limited to, use of over-the top or frame ties to ground anchors. 22.) Residential developers and individual builders shall be required to preserve shoreline vegetation and reduce the associated risk of erosion during construction and any future activity which may impact the stability of the shoreline. 23.) It is in the NW '/4 of the NW '/4 of the NW 1/4 of Section 14, Township 25 N, Range 2 W, WM, Jefferson County. The subject property is located at the north end of Pleasant Place. The project site Tax Lot Numbers are 502112003 and 502142003. Pre-Development Condition In the pre-development state the project site totals approximately 1.07 Acres of land that is sticking out into the Hood Canal from its west bank. The high point of the project site has an elevation of 44 feet at the northeast end of a 0.14 acre plateau in the middle of the property. From here, the land slopes down to hood canal in the eastern, northern, and northwestern directions. Access is from the southwest and another residence is located to the south of the eastern half of the project site. Much of the plateau in the middle of the property has been cleared, but the remainder of the property is heavily vegetated with the exception of the trail which runs north from the plateau down to the Hood Canal. As to the properties surrounding, they contain brushy ground to the south and west, pasture with trees to the north, and single family residences to the east. These slopes are on the order of 50%before becoming vertical walls near the edge of vegetation. Overburden is minimal to absent and the soil is cemented and includes many large rocks. Post-Development Condition The proposed development for this project is the construction of a new single family residence and a new garage and a driveway along with the required clearing for these improvements and their required utilities. Theory of Analysis The enclosed drainage computations were calculated using the Western Washington Hydrology Model version 3 as required by the Stormwater Management Manual for Western Washington. Description of Proposed Stormwater Facilities Because infiltration is not feasible, stormwater flowing from the proposed roofs and driveways is to be dispersed throughout some of the existing vegetation before falling into the Hood Canal. Water Quality Water flowing from the proposed roof tops need not be treated. Because of the low intensity nature of the proposed use of the proposed pavement,the only treatment proposed for the stormwater that is received by the stormwater as it is expected to flow in sheets over the existing vegetation on the west side of the driveway on its way to Pleasant Harbor. • Downstream/Upstream Summary Because of the extreme flatness of the project site, it is not clear that any drainage paths leave the project site or enter the project site. Sediment and Erosion Control Because the project site has so little overburden and is so rocky, it is unlikely that erosion will occur during construction. Minimum Requirements #1. The contractor shall ensure that the drainage is installed and operational prior to commencement of paving work. 2. All steel pipe and parts shall be galvanized. All submerged steel pipes and parts shall be galvanized and have asphalt treatment #1 or better. 3. Drainage stubouts on individual lots shall be located with a five foot high 2" x 4" stake marked "STORM". The stubout shall extend above surface level and be sec -red to the stake. GRADING NOTES 1. The contractor shall notify the engineer in the event or discovery of poor soils, groundwater or discrepancies in the existing conditions as noted on the plans. 2. Maximum slope steepness shall be 2:1 Horizontal:Vertical for cut and fill slopes. 3. Unless otherwise specified, all embankments in the Plan Set shall be constructed in accordance with Section 2-03.3(14)B of the WSDOT Standard Specifications. Embankment compactions shall conform to Section 2-03.3(14)C, Method B of said Standard Specifications. 4. All areas receiving fill material shall be prepared by removing vegetation, noncomplying fill, topsoil and other unsuitable material, by scarifying the surface to provide a bond with the new fill, and where slopes are steeper that 3 horizontal to 1 vertical and the height is greater than 5 feet, by benching into engineer. sound competent material as determined by a soils en g GENERAL EROSION AND SEDIMENTATION CONTROL NOTES The following erosion and sedimentation control notes apply to all construction site activities at all times, unless otherwise specified on these plans. 1. Approval of this erosion and sedimentation control plan does not constitute an acceptance of the permanent road or drainage design. 2. The owner and his/her contractor shall be responsible at all times for preventing silt -laden runoff from discharging from the project site. Failure by the owner and/or contractor can result in a fine. The designated temporary contact person noted on this plan must be available for contact by telephone on a 24 hour basis throughout construction and until the project has been completed and accepted by the county. 3. implementation of these ESC plans and the construction, maintenance, replacement and upgrading of these facilities is the responsibility of the owner and/or contractor from the beginning of construction until all construction is completed and accepted by the county and the site is stabilized. 4. Prior to beginning any work on the project site, a preconstruction conference must be held, and shall be attended by the general contractor, the project engineer, representatives from affected utilities, and a representative of Jefferson County. 5. The erosion and sedimentation control facilities shown on this plan are to be considered adequate basic requirements for the anticipated site conditions. During construction, deviations from this plan may be necessary in order to maintain water quality. Minor departures from this plan are permitted subject to the approval of the county inspector. However, except for emergency situations, all other deviations from this plan must be designed by the project engineer and approved by Jefferson County prior to installation. 6. All erosion and sedimentation control measures shall be inspected by the owner and/or contractor on a frequent basis and immediately after each rainfall, and maintained as necessary to insure their continued functioning. All sediment must be removed from silt fences, straw bales, sediment ponds, etc. prior to the sediment reaching c it's maximum potential depth. 7. At no time shall concrete, concrete by-products, vehicle fluids, paint, chemicals or other polluting matter be permitted to discharge to the temporary or permanent drainage system, or to discharge from the project site. 8. Permanent detention/retention ponds, pipes, tanks or vaults may only be used for sediment containment when specifically indicated on these plans. MINIMUM EROSION AND SEDIMENTATION CONTROL REQUIREMENTS 1. Stabilization and sediment trapping - All exposed and unworked soils, including soil stockpiles, shall be stabilized by suitable application of BMP's which protect soil from the erosive forces of raindrop impact and flowing water. Applicable practices include, but are not limited to vegetative establishment, mulching, plastic covering, and the early application of gravel base on areas to be paved. From October 1 to April 30, no soils shall remain unstabilized for more than 2 days. From May 1 to September 30, no soils shall remain unstabilized for more than 7 days. At all times of the year, the contractor shall have sufficient materials, equipment and labor on -site to stabilize and prevent erosion from all denuded areas within 12 hours as site and weather conditions dictate. From October 1 to April 30, the project engineer shall visit the development site a minimum of once per week for the purpose of inspecting the erosion and sedimentation control facilities, reviewing the progress of construction, and verifying the effectiveness of the erosion control measures being undertaken. The Project Engineer shall immediately inform the director of any problems or potential problems observed during said site visits, as well and any recommended changes in the erosion control measures to be undertaken. When requested by the Director, the Project Engineer shall provide the Director with written records of said weekly site visits and noted site observations. In the event that ground on a project site is left bare after September 30th, the County may issue a Stop Work Order for the entire project until satisfactory controls are provided. In the event that ground on a project site is left bare after September 30th and the County in unsuccessful in contacting the owner or his/her designated emergency contact person, the County may enter the project site and install temporary ground cover measures and bill the owner for all expenses incurred by the County. These costs will be in addition to any monetary penalties levied against the owner. 2. Delineation of clearing and easement limits - Clearing limits, setbacks, buffers and sensitive or critical areas such as steep slopes, wetlands and riparian corridors shall be cleanly marked in the field and inspected by Jefferson County Department of Community Development prior to commencement of land clearing activities. 3. Protection of adjacent property - Adjacent properties shall be protected from sediment deposition by appropriate use of vegetative buffer strips, sediment barriers or filters, dikes or mulching, or by a combination of these measures and other appropriate BMP's. 4. Timing and stabilization of sediment trapping measures - Sediment ponds and traps, perimeter dikes, sediment barriers and other BMP's intended to trap sediment on -site shall be constructed as a first step in grading. These BMP's shall be functional before land disturbing activities take place. Earthen structures such as darns, dikes and diversions shall be stabilized according to the timing indicated in item (1) above. 5. Slope stabilization - Cut and fill slopes shall be constructed in a manner that will minimize erosion. Roughened soil surfaces are preferred to smooth surfaces. Interceptors should be constructed at the top of long, steep slopes which have significant areas above that contribute runoff. Concentrated runoff should not be allowed to flow down the face of a cut or fill slope unless contained within an adequate channel cr pipe slope drain. Wherever a slope face crosses a water seepage plane, adequate drainage or other protection should be provided. In addition, slopes should be stabilized in accordance with item (1) above. 6. Controlling off -site ero:;ion - Properties and waterways downstream from development sites shall be protected from erosion due to increases in the volume, velocity, and peak flow rate of stormwater runoff from the development site by the implementation of appropriate BMP's to minimize adverse downstream impacts. 7. Stabilization of temporary conveyance channels and outlets - All temporary on -site conveyance channels shall be designed, constructed and stabilized to prevent erosion from the expected flow velocity from a 2 year frequency, 24 hour duration storm for the post -development condition. Stabilization adequate to prevent erosion of outlets, adjacent stream banks, slopes and downstream reaches shall be provided at the outlets of all conveyance systems. 8. Storm drain inlet protection - All storm drain inlets made operable during construction shall be protected so that stormwater runoff shall not enter the conveyance system without first being filtered or otherwise treated to remove sediment. After proper written application, the requirement for inlet protection may be waived by the director on a site -specific basis when the conveyance system downstream of the inlet discharges to an appropriate sediment containment BMP and he conveyance system can be adequately cleaned following site stabilization. 9. Underground utility construction - The construction of underground utility lines shall be limited, where feasible, to no more than 500 feet of open trench at any one time. Where consistent with safety and space considerations, excavated material shall be placed on the uphill side of the trench. Dewatering devices shall discharge to an appropriate sediment trap or pond, preceded by adequate energy dissipation, pricr to runoff leaving the site. 10. Constructed access routes - Wherever construction vehicle access routes intersect paved roads, provisions must be made to minimize the transport of sediment (mud) onto 'he paved road by use of appropriate BMP's such as a stabilized Construction Entrance. If sediment is transported onto a road surface, the roads shall be cieoned thoroughly, as a minimum, at the end of each day. Sediment shall be removed from roads by shoveling or sweeping and being transported to a controlled sediment disposal area. Street washing shall be allowed only after sediment is removed in this manner. 11. Removal of temporary 3MP's - All temporary erosion and sediment control BMP's shall be removed within 30 days after final site stabilization is achieved or after the temporary BMP's are no longer needed. Trapped sediment shall be removed or stabilized on -site. Disturbed soil areas resulting from removal of temporary BMP's shall be permanently stabilized. The removal of temporary erosion and sediment control BMP's may not be required for those projects, such as single family plats, that will be followed by additional construction under a different permit. In these circumstances, the need for removing or retaining the measures will be evaluated on a site -specific basis. 12. Dewatering construction sites - Dewatering devices shall discharge into on appropriate sediment trap or pond, designed to accept such discharge, preceded by adequate energy dissipation, prior to runoff leaving the site. 13. Control of pollutants other than sediment on construction sites - All pollutants other than sediment that occur on -site during construction shall be handled and legally disposed of in a manner that does not cause contamination of storm or surface waters. Pollutants of concern include, but are not limited to, fuels, lubricants, solvents, concrete bi-products and construction materials. 14. Maintenance - All temporary and permanent erosion and sediment control BMP's shall be maintained and repaired as needed to assure continued performance of their intended function. All maintenance and repair shall be conducted in accordance with the Manual. The Applicant shall be responsible for assuring that any such facilities damaged during floods, storms or other adverse weather conditions are immediately returned to normal operating condition. 15. Financial liability - A performance covenant or performance surety shall be required for all projects to ensure compliance with the approved erosion and sediment control plan as outlined in Section 4.0 of the Jefferson County Stormwater Ordinance. BIOSWALE FILTRATION NOTES The biofiltration swale shall be lined with a minimum of 4 inches of Type A topsoil according to WSDOT/APWA Standard Specifications. The Swale should be seeded, fertilized and mulched according to the recommendations of the local Soil Conservation District as follows: Seed Mixture: 70% Tall Fescue (Alta, Boyager, Orfawn) 20% Perennial Rye 10% White Clover Application Rate (per 1000 square foot): 5 lbs. Seed 7 lbs. Fertilizer (10-20-20) 50 lbs. Wood Fiber Mulch The contractor may be required to provide the County inspector with documcntation for the seed mixture used. Seeding of the Swale should be performed between March 1 - May 15 or August 15 - October 1 according to WSDOT/APWA Standard Specifications, with the exception that seeding may be performed from May 16 - September 30 if irrigation is provided. Sodding of the swede will be allowed provided that the sod meets the seed mixture speifications listed above, or if the sod is over seeded with the appropriate seed mixture at the next available planting time.
