REGULAR MEETING MINUTES
8:30 a.m., Tuesday, April 10, 2018
Jefferson County Courthouse, County Administrator’s Conference Room
Present: Board Members Mel Mefford, Howard Scott, David Faber and David Sullivan, and
Secretary Erin Lundgren were present. Member Robyn Chisholm was absent. Member Sullivan
called the meeting to order at 8:30 a.m.
Introductions: Each member present and the secretary introduced themselves.
Election of Chair: Member Mefford nominated and moved to appoint David Sullivan to serve
as Chair for the 2018 term. Member Faber seconded the motion. The motion carried.
Approval of Minutes: Member Faber moved to approve the regular meeting minutes of
October 10, 2017 as presented. Member Mefford seconded the motion. The motion carried.
Old Business; Discussion of Citizen-at-Large Position and Possible revision to the
LEOFFI Board Policy and Procedures, Section 2 – The Board: As previously directed by the
Board, the Secretary researched the LEOFFI Board Policy and Procedures regarding Board
member attendance at meetings. The Secretary reported that the policy and procedures do not
address the subject and she provided proposed language regarding absenteeism for the Board
to review and consider for possible adoption. After discussion of proposed policy language
relating to absenteeism of Board members, Member Faber moved to adopt the following
language modifying the LEOFFI Board Policy and Procedures: “A member may be removed for
cause by the Chairman of the Board upon recommendation of a majority of Board members.
Irregular attendance for scheduled meetings shall be grounds for a recommendation that an
individual be removed from the Board.” Member Mefford seconded the motion. The motion
carried.

New Business: The Board discussed Citizen at Large Member Robyn Chisholm’s absences
from the last three meetings, noting that she has only attended one meeting which was in April
2017 when she was interviewed and initially appointed to the Board. As previously directed by
the Board, the Secretary tried to contact Ms. Chisholm about her interest in continuing to serve
as a member of the LEOFFI Board and was unable to reach her after repeated attempts. The
Board discussed the need for an active member to participate on the Board. Member Mefford
moved that Citizen at Large Member Robyn Chisholm be removed from the Board and that the
vacant Citizen at Large positon be advertised. Member Scott seconded the motion. The motion
carried.
Adjournment: The meeting was adjourned at 9:45 a.m. until the next regularly scheduled
meeting on October 9, 2018 or special meeting as properly noticed.
