REGULAR MEETING MINUTES
8:30 a.m., Tuesday, April 7, 2015
Jefferson County Courthouse, County Administrator’s Conference Room
Present: Board Members Deborah Stinson, Tim Perry, Phil Johnson, Howard Scott and Mel
Mefford, and Secretary Erin Lundgren were present.
Call to Order: The meeting was called to order at 8:30 a.m.
Results of LEOFFI Board Election: Mel Mefford was voted to represent law enforcement on
the LEOFF I Board and Howard Scott was voted to represent fire fighters on the LEOFF I
Board. Tim Perry was the only applicant for the Citizen at Large position. Member Scott moved
to appoint Tim Perry to fill the Citizen at Large position. Member Mefford seconded the motion
which carried by a unanimous vote.
Election of Chair: Member Mefford moved to appoint Tim Perry to serve as Chair for the 2015
term. Member Johnson seconded the motion which carried by a unanimous vote.
Approval of Minutes: Member Stinson moved to approve the regular meeting minutes of
October 7, 2014 and the special meeting minutes of October 22, 2014 as presented. Member
Johnson seconded the motion which carried by a unanimous vote.
New Business - Review of LEOFFI Board Policies and Procedures: Member Mefford
presented brochures on home health care and noted that many of the services outlined in the
brochures are covered by Medicare. He also stated he spoke with medical marijuana providers
regarding the $200 per month threshold that the Board members are proposing to include in the
revised policies and procedures, and was told that is a large amount.

The members discussed making the following changes to the policy and procedures:
Re-number sections:
9.1.1 Home Based Skilled Care Rates:
a. The average cost of skilled home care services in Jefferson County.
9.1.2 Nursing Home/Skilled Care, Assisted Living …
9.1.6 Definition for Skilled Home Care (Member Stinson stated she will work on a definition.)
Member Stinson stated she will look at services to do a comparison. Once she has the
materials, she will notify the Secretary so a meeting can be scheduled.
Chair Perry stated he will review other policies.
Old Business: None.
Adjournment: The meeting was adjourned at 9:26 a.m. until the next regularly scheduled
meeting on October 6, 2015 or special meeting as properly noticed.
