HomeMy WebLinkAboutM102214S JEFFERSON COUNTY/CITY OF PORT TOWNSEND LEOFF 1 RETIREMENT/DISABILITY BOARD Jefferson County Courthouse 1820 Jefferson Street Port Townsend, WA 98368 (360) 385-9100 SPECIAL MEETING MINUTES 8:30 a.m., Wednesday, October 22, 2014 Jefferson County Courthouse, County Administrator’s Conference Room Present: Chair Tim Perry, Board Members Deborah Stinson, Phil Johnson and Mel Mefford, and Secretary Erin Lundgren were present. Member Howard Scott was absent. Call to Order: Chair Tim Perry called the meeting to order. Review of LEOFFI Board Policies and Procedures: The Board members reviewed the following sections of the LEOFFI Board Policies and Procedures for possible revisions: Section, 9.1, General Rule, subsection 9.1.1, Nursing Home/Skilled Care, Assisted Living, or Alzheimer Care Facilities Reimbursement Rates. Member Mefford stated he will get a list of home skilled health care providers from the hospital and provide it to the secretary. The Board will need to review the information for correct terminology. A typographical error will be corrected in the last sentence of “subsection c” to change the word “great” to read “greater.” Under Section 9.1 a new subsection 9.1.2 will be added titled “Skilled Home Care Reimbursement Rates:” and a new subsection “a” will be added to read “a. The average cost of skilled home care services in Jefferson County.” The subsections following this new section will be renumbered accordingly. The following language will be added to the end of the paragraph of renumbered subsection 9.1.4: “Costs incurred for home based care will be limited to the amount as defined in 9.1.2 of such facilities located in Jefferson County.” Member Representing Phil Johnson Jefferson County Deborah Stinson City of Port Townsend Mel Mefford Law Enforcement Howard Scott Fire Fighter’s Association Tim Perry Citizen at Large Erin Lundgren, Secretary Jefferson County/City of Port Townsend LEOFF 1 Retirement/Disability Board Meeting Minutes - October 22, 2014 Page: 2 A definition for “Skilled Home Care” will be added to renumbered subsection 9.1.6, Definitions. To be defined at a future meeting. Under Section 9.2, Continuous or Periodic Treatment/Services, subsection 9.2.3, Medical Expenses Exceeding Contract-Year Entitlement of A Given Health Insurance Plan, subsection a) Medical treatment/services found unreasonable, the words “an independent” will be added to the first sentence as follows: “If such treatment plan or charges thereof is found to be unreasonable, excessive or continuous, such that a member elects to continue treatment for relief of pain symptoms only, the Board will require a member to undergo specific medical examination and provide a medical evaluation from an independent physician/or specialist.” … Under Section 9.3, Chiropractic Treatment/Services, subsection 9.3.3, the words “an independent” will be added to the second sentence as follows: “If such treatment plan or charges thereof is found to be unreasonable, excessive or continuous, such that a member elects to continue treatment for relief of pain symptoms only, the Board will require a member to undergo an independent medical examination and provide a medical evaluation from an orthopedic specialist/or physician.” Under Section 9.3, Chiropractic Treatment/Services, subsection 9.3.4, a typographical error will be corrected in the first sentence to change the second use of the word “to” so that it reads “two” (“…the member may have two visits with a chiropractor …”) Section 9.7, Medical Equipment and Supplies, subsection 9.7.1, Hearing Aids. The Board concurred no changes are necessary in this section. Under Section 9.8, Dental Benefits, subsection 9.8.2, language will be added so that it reads “Denture and or crown replacement and or repair will be covered if replacement/repair is required and is a medical necessity to maintain the health of the LEOFFI member. The usual and customary cost for a set of dentures and or crown in the local area will be considered by the Board in determining the amount of reimbursement.” Under Section 9.10, Medical Marijuana, subsection c, language will be added to the end of this section so that it reads “That the member is in possession of a valid document/prescription as defined by 69.51A.010(7), and is reissued on an annual basis.” Member Johnson moved to add language that places a $200 limit per month on medical marijuana reimbursement. Member Stinson seconded the motion. The motion carried. Under Section 9.10, Medical Marijuana, a new subsection “e” will be added to read “e) Reimbursement will be made at a maximum amount of $200 per month.” The Board will review the fact sheet relating to medical marijuana issued by the Washington State Department of Health, as well as the definitions relating to medical cannabis outlined in RCW 69.51A.010. The secretary will revise the LEOFFI Board Policies and Procedures as directed by the Board for approval at a future meeting.
