HomeMy WebLinkAboutM110618k� r�ON C'O RISK MANAGEMENT COMMITTEE November 6, 2018 -10:30 a.m. MEETING MINUTES MEMBERS: Philip Morley, County Administrator/Risk Manager Erin Lundgren, Clerk of the Board/Risk Coordinator (Chair) Ruth Gordon, Superior Court Clerk Mark McCauley, Central Services Director Vicki Kirkpatrick, Public Health Director LEGAL COUNSEL: Philip Hunsucker, Chief Civil Deputy Prosecuting Attorney SECRETARY: Leslie Locke, Executive Assistant/Claims Coordinator Chair Erin Lundgren called the meeting to order at 10:35 a.m. in the presence of Members Vicki Kirkpatrick, Ruth Gordon, Philip Morley and Mark McCauley and Legal Counsel Philip Hunsucker. APPROVAL OF MINUTES Member Morley moved to approve the meeting minutes of October 2, 2018 as presented. Member Gordon seconded the motion which carried by a unanimous vote. EXECUTIVE SESSION An Executive Session was scheduled from 10:30 a.m. to 10:55 a.m. Chair Lundgren announced that an Executive Session will be held from 10:30 a.m. until 10:55 a.m. with the County Administrator, Chief Civil Deputy Prosecuting Attorney, Superior Court Clerk, Public Health Director, Central Services Director, Clerk of the Board/Risk Coordinator and Executive Assistant/Claims Coordinator regarding Attorney -Client Privilege, Potential Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open Public Meetings Act. The Committee concluded the Executive Session and resumed the regular meeting at 10:52 a.m. CLAIM FOR DAMAGES DISCUSSION AND POSSIBLE DECISION Claim No.: #C-10-18 Claimant: Molly Hilt Damages: $723.00 Allegation: Damage to Vehicle The Committee reviewed the details of this claim. The claimant alleges that her personal vehicle was parked at the Jefferson County Public Works shop. While parked, an employee operating a County vehicle, backed into the claimant's vehicle causing minor damage. Risk Management Committee Meeting Minutes — November 6, 2018 Page: 2 The Jefferson County Public Works Road Department submitted a recommendation that the claimant be reimbursed for the repair of the damaged vehicle. Member Morley moved to approve payment of the claim in the amount of $723.00. Member McCauley seconded the motion which carried by a unanimous vote. The Executive Assistant/Claims Coordinator will prepare the necessary documents to process payment of this claim. Decision: Approved EXECUTIVE SESSION An Executive Session was scheduled from 11:00 a.m. to 11:30 a.m. Chair Lundgren announced that an Executive Session will be held from 10:55 a.m. until 11:30 a.m. with the County Administrator, Chief Civil Deputy Prosecuting Attorney, Superior Court Clerk, Public Health Director, Central Services Director, Clerk of the Board/Risk Coordinator and Executive Assistant/Claims Coordinator regarding Attorney -Client Privilege, Actual Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open Public Meetings Act. The Committee resumed the regular meeting at 11:30 a.m. Chair Lundgren announced that the Committee is extending the Executive Session to 11:45 a.m. The Committee resumed the regular meeting at 11:45 a.m. Chair Lundgren announced that the Committee is extending the Executive Session to 12:00 p.m. The Committee resumed the regular meeting at 12:00 p.m. Chair Lundgren announced that the Committee is extending the Executive Session to 12:05 p.m. The Committee concluded the Executive Session and resumed the regular meeting at 12:05 p.m. OLD BUSINESS DISCUSSION re: Errors and Omissions Insurance Coverage for Elected Officials (RCW 36.16.136 and 36.16.138): Member Gordon discussed liability coverage for personal or bodily injuries and property damage arising from elected officials' acts or omissions while performing their official duties. She contacted other Counties to see what type of liability insurance coverage they provide for their elected officials. Cowlitz County responded, stating that their elected officials are provided liability insurance coverage through their membership with the Washington Counties Risk Pool. Jefferson County also is a member of the Washington Counties Risk Pool with the same liability insurance coverage. No new business was discussed.
