MEETING MINUTES
October 17, 2002
Service Officers present: Bob Farr, VFW 7014; Lee Morgan, VFW 3213; Delmer Sayer, VFW
7498; Pat Bowen, VFW 7498; Edward Brostrom, VFW 10706; Peter Jewell, AL26
Chairman Bob Farr called the meeting to order at the appointed time.
Commander and Service Officer for VFW 10706; Edward Brostrom: The
Service Officers welcomed Ed Brostrom who is the Commander and Service Officer for the
Brinnon VFW post. Bob Farr asked that a certificate of appreciation be sent to Don Buchman to
thank him for his years of participation as a Service Officer.
Approval of Minutes: Peter Jewell moved to approve the minutes of August 28,
2002 as submitted. Delmer Sayer seconded the motion which carried by a unanimous vote.
Approval of the Revised Service Officers' Association Agreement with Jefferson
County: The Service Officers reviewed the changes in this agreement regarding the definition of
"Veteran" which has been expanded to include all honorably discharged indigent Veterans. This
reflects a change in the State law.
Peter Jewell moved to approve the agreement as presented. Pat Bowen seconded the motion
which carried by a unanimous vote.
This agreement will be put on the County Commissioners agenda for their approval within the
next few weeks.
Millage Rate for 2003: For the 2003 budget, the County Commissioners accepted
the recommendation from the Service Officers' Association and Assessor Jack Westerman to set
the millage rate for the Veterans' Relief Fund at the minimum amount that can be levied
according to the State statute. This amount is .01125 or approximately $30,000 per year.
