Approval ofMinutes. Peter moved to approve the minutes of May 5, 2004 as submitted. Pat seconded the motion which carried by a unanimous vote. John Braasch re. Homeless Veterans' Standdown. John Braasch explained that he is the Veterans Employment Representative for the Clallam County Affiliate of WorkSource and his territory includes Jefferson County. A census taken last year in Jefferson and Clallam Counties showed that approximately 20% of the homeless are Veterans and the homeless rate for Veterans nationwide is at least 30%. A Homeless Veterans' Standdown is planned for October 21 from 9 a.m. to 3 p.m. at the Clallam County Fairgrounds. Services that will be offered are: VA health screening, the OlyCAP dental van, clothing donated from Serenity House and surplus clothing, sleeping bags, blankets and ponchos from the VA. Other booths will have representatives to help with legal aid, the Social Security Administration, the VA to provide ID cards, and WorkSource. There will also be food baskets, hot showers, and barbers. Flyers and word of mouth are probably the best way for the Veterans to find out about the event. Transporting the Veterans to the Standdown from Jefferson County was also discussed, including the use of the DAV van and possible Transit bus tokens. John asked for help with publicity and participation from the Jefferson County organizations. Depending on the success of the event, they would like to hold it annually and possibly plan one for the West end of the County and the Forks area. Discussion re: Millage Rate for 2004 Budget.- The Service Officers reviewed the revenue and expenditure amounts to date for 2004. They agreed to have the Chairman sign a letter to the Assessor requesting the minimum millage rate per the RCW. This is the same millage rate that was levied in 2004. Discussion re. Revising the Application: The Members agreed that certain sections on the application are no longer necessary for the current operation of the Service Officers' Association. Several deletions were suggested. Julie will revise the application and have the Service Officers review it and suggest additional changes. MEETING ADJOURNED
