MEETING MINUTES
July 13, 2005
Service Officers present: Delmer Sayer, VFW 7498; Peter Jewel, AL26; and Dick Wiltse, VFW 7014
Service Officers Absent: Pat Bowen, VFW 7498; Ken Gaul, VFW 10706
Chairman Delmer Sayer called the meeting to order at the appointed time.
Approval ofMinutes: Peter moved to approve the minutes of July 16, 2004 as
submitted. Dick seconded the motion which carried by a unanimous vote.
Officers for 2005-2006: It was moved and seconded to approve the same slate of
Executive Board Officers for 2005-2006 that served in 2004-2005. They are as follows:
Chairman: Delmer Sayer
Vice Chair: Pat Bowen
Secretary/Treasurer: Peter Jewel
Service Officers Agreement with Jefferson County for 2005-2008: New State
Legislation was recently passed that goes into effect on July 24, 2005 that creates a uniform
process for all counties across the State regarding the Veterans' Relief Fund. The Jefferson
County Service Officers Association was the pilot for this legislation in many ways and meets the
requirements of the law.
A draft agreement was reviewed and a few additions were suggested regarding mileage
reimbursement for Service Officers and the length of time after a death that a funeral benefit will
be reimbursed (1 year.)
The new agreement will be reviewed by the County Prosecutor and signed by the Service
Officers for each post before it goes before the County Commissioners for their approval. In
addition, a letter is required from each post recognizing and supporting the Veterans' Service
Officers Association.
Discussion re: Millage Rate for2006Budget.• The Service Officers reviewed the
revenue and expenditure amounts to date for 2005. They agreed to have the Chairman sign a letter
to the Assessor requesting the minimum millage rate per the RCW. This is the same millage rate
that was levied in 2005.

Mileage Reimbursement: The new State legislation allows a mileage
reimbursement from the Veterans' Relief Fund for members of the Service Officers Association
who travel to the Courthouse to meet with applicants.
The Service Officers will be required to fill out and sign a Jefferson County Mileage Form and
submit it with a copy of their proof of insurance, to the County Administrator's Office in order to
be reimbursed. The County's mileage reimbursement is set at the beginning of each year based
on the current IRS rate. In order for a Service Officer to receive a mileage reimbursement, the
forms need to be submitted quarterly.
Community Based Out -Patient Clinics on the Olympic Peninsula: In May, the
County Commissioners received a letter from LTC Mary F. Bruce (Ret), President of the
Olympic Chapter, Military Officers Association of America. As of July 1, the Bremerton Naval
Hospital will no longer accept TriCare Prime for Veterans who don't live on the Kitsap
Peninsula. This means that retired Veterans and Officers on the Olympic Peninsula will no
longer be able to receive their primary care from the Naval Hospital. It was suggested that a
request be made to the County Commissioners to send letters to the Governor and State Senators
and Representatives regarding the need for a clinic on the Olympic Peninsula.
Post Officers for 2005-2006: Peter reported that Bob Gray is the new Service
Officer for the American Legion. Peter added that he will continue to be involved in the Service
Officers Association.
County Administrative Support Services: Peter moved to reimburse $500 to the
County Commissioners' Office for support services and supplies. Dick seconded the motion
which carried by a unanimous vote.
Clallam County Referrals: Within the past year, Clallam County has referred several
Veterans to Jefferson County, telling them that Jefferson County will be able to help them. In many
of these cases, the Veterans don't meet the criteria for Veterans assistance, specifically the residency
requirements. The Service Officers agreed that a letter to Clallam County be drafted to be signed by
the Chair and be sent with a fully executed copy of the Service Officers Agreement with Jefferson
County.
