Special Meeting Minutes
August 22, 2012
Service Officers Present: Dick Wiltse, VFW 7498, Robert "Alex" Alexander and Bill Wheeler, VFW 3213,
Gary Lane, American Legion, Bud Schindler VFW 10706 and John Braasch, Officer at Large. Others
Present: Rains Randall, Clerk for the SOA.
President Wiltse called the meeting to order at 1:05 p.m.
Approval of Minutes: Secretary/Treasurer Schindler moved to approve the meeting minutes of May 15,
2012. Officer at Large Braasch seconded the motion which carried by a unanimous vote.
Contract Amendment No. 1 Revision: Secretary Randall explained that the Amendment that was approved
May 15, 2012 had been revised by the Jefferson County Prosecuting Attorney's Office. The amendment
that was proposed to Jefferson County read "Veterans must have been a continual resident of State of
Washington for a period of one year immediately prior to application and a resident of Jefferson County for
six months prior to the time of application or show definitive intent of establishing residency by the
purchase of real property or sign a rental agreement with a deposit and show change of address to that
address on their Washington State Divers License or Washington State Identification Card.". The
proposed change reads "In order to be eligible a veteran must have been a resident of the State of
Washington continuously for a period of one year immediately prior to application and a resident of
Jefferson County continuously for six months prior to the time of application or, in the alternative, show
definitive intent of establishing residency by the purchase of real property or signing a rental agreement with
a deposit combined with a change of address to that address on their Washington State Drivers License or
Washington State Valid Identification Card.". The intent is the same.
Member Braasch moved to approve the proposed wording from the change, approving Amendment No. 1.
Secretary/Treasurer Schindler seconded the motion which carried by a unanimous vote.
Secretary Randall stated the Jefferson County Veterans Service Officer Association Amendment No. 1
would be placed on the August 27, 2012 Consent Agenda for possible approval by the Jefferson County
Board of Commissioners.
Meeting Adjourned. The meeting was adjourned at 1:08 p.m.
