LEGAL COUNSEL:

Member Philip Morley called the meeting to order at 10:35 a.m. in the presence of Members Ruth
Gordon, and Mark McCauley and Legal Counsel Philip Hunsucker. Chair Erin Lundgren and Member
Vicki Kirkpatrick were absent.
APPROVAL OF MINUTES
Member Gordon moved to approve the meeting minutes of February 5, 2019 as presented. Member
McCauley seconded the motion. The motion carried.
EXECUTIVE SESSION
An Executive Session was scheduled from 10:30 a.m. to 11:00 a.m. Member Morley announced that the
Executive Session will be held from 10:37 a.m. until 11:07 a.m. with the County Administrator, Chief
Civil Deputy Prosecuting Attorney, Superior Court Clerk, Central Services Director, Public Records
Administrator and Executive Assistant/Claims Coordinator regarding Attorney-Client Privilege, Actual
Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open Public Meetings Act. The
Committee concluded the Executive Session and resumed the regular meeting at 11:07 a.m.
The meeting was recessed at 11:07 a.m. and reconvened at 11:10 a.m. with Member Morley, Member
Gordon, Member McCauley, and Legal Counsel Hunsucker present.

The Executive Session was continued after a recess and scheduled from 11:10 a.m. to 11:20 a.m.
Member Morley announced that the Executive Session will be held from 11:10 a.m. until 11:20 a.m.
with the County Administrator, Chief Civil Deputy Prosecuting Attorney, Superior Court Clerk, Central
Services Director, Public Records Administrator and Executive Assistant/Claims Coordinator regarding
Attorney-Client Privilege, Actual Litigation under exemption RCW 42.30.110(1)(i) as outlined in the
Open Public Meetings Act. The Committee concluded the Executive Session and resumed the regular
meeting at 11:20 a.m.

Executive Session will be held from 11:21 a.m. until 11:51 a.m. with the County Administrator, Chief
Civil Deputy Prosecuting Attorney, Superior Court Clerk, Central Services Director, and Executive
Assistant/Claims Coordinator regarding Attorney-Client Privilege, Potential Litigation under exemption
RCW 42.30.110(1)(i) as outlined in the Open Public Meetings Act. The Committee concluded the
Executive Session and resumed the regular meeting at 11:34 a.m.
OLD BUSINESS
No old business was discussed.
NEW BUSINESS
Washington Association of County Officials (WACO) Training Opportunity:
Member Gordon
stated that she has been participating in Public Records Act Training and Open Public Meetings Act
training offered by the Washington Association of County Officials (WACO). The training has been
very informative and she will provide information about the training to committee members.
Washington Counties Risk Pool (WCRP) Executive Committee Vacancy:
Member Morley informed
the Committee that he was asked to submit an application to serve on the Washington Counties Risk
Pool Executive Committee. He will keep the Committee updated regarding his appointment.
Washington Counties Risk Pool (WCRP) 2019 Self Assessment:
Member Morley stated that he
toured the Irondale Park, Irondale Beach Park and the Jefferson County Solid Waste Facility with Jill
Lowe, Washington Counties Risk Pool Loss Control Officer. Jill Lowe stated that Jefferson County is
doing a nice job managing risk.
NOTICE OF ADJOURNMENT
Member Gordon moved to adjourn the meeting at 11:43 a.m. until the next regular meeting or special
meeting as properly noticed. Member McCauley seconded the motion. The motion carried.
