Jefferson County Board of Commissioners
Regular Meeting — Monday, March 25, 2019, 9:00 a.m.
Jefferson County Courthouse—Commissioners' Chambers

CALL TO ORDER: Acting Chair Greg Brotherton called the meeting to order at the
appointed time in the presence of Commissioner Sullivan. Chair Kate Dean was absent.
PUBLIC COMMENT PERIOD: The following is a summary of comments made by
individuals in attendance at the meeting and reflect their personal opinions.
• Comment regarding the Navy's septic issue on Naval Magazine Indian Island.
• Comment regarding local concerns and the newly opened Women's Center in Port Townsend near
QFC.
• Comment regarding request to ban marijuana production and processing in rural residential
property zoning.
• Comment requesting designation of an agency to handle a beached boat at Marrowstone Point.
• Comment regarding the banning of guns in New Zealand.
• Comment regarding the banning of marijuana production and processing in rural residential
property zoning.
• Comment regarding the banning of bump stock rifles and parts, and the noise from the Port
Townsend gun club.
• Comment regarding marijuana issues in other counties and economics.
• Comment regarding glyphosade and its effect on people and the environment.
• Comment regarding an upcoming Agenda Item re: Regulatory Reform and enforcing existing code.
• Comment regarding in-stream flow rules, and an upcoming meeting of the Jefferson County
Democrats at the Tri-Area Community Center.
The Commissioners and County Administrator addressed comments and concerns raised during the
Public Comment Period.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Sullivan moved to approve the items on the Consent Agenda as presented. Acting Chair Brotherton
seconded the motion. The motion carried.
1. AGREEMENT re: Jefferson County Hearing Examiner Services; In an Amount Not to Exceed
$35,000; Jefferson County Department of Community Development; McCarthy& Causseaux,
Stephen Causseaux

2. AGREEMENT NO. IA719-390, Interagency re: Dosewallips State Park Sewer Capacity
Study; In the Amount of$7,500; Jefferson County Central Services; Washington State Parks and
Recreation Commission
3. AGREEMENT re: South Discovery Road Pavement Preservation Project No. 1801976, County
Road No. 601508; In the Amount of$461,321.70: Jefferson County Public Works; Lakeside
Industries, Inc.
4. AGREEMENT,Amendment No. 5 re: Jefferson County Comprehensive Plan;No Change in
Dollar Amount, Extension of Time Only; Jefferson County Department of Community
Development; BERK Consulting, Inc.
5. AGREEMENT 2018 DIGITAL SUBMITTAL OF CERTIFICATION OF ROAD LEVY re:
Jefferson County Public Works; County Road Administration Board(CRAB)
6. LETTER OF SUPPORT re: Proposal to List Pinto Abalone as a State Endangered Species;
Washington State Department of Fish and Wildlife, Fish Program
7. MINUTES re: Regular Meeting Minutes of March 11 and 18, 2019
8. Payment of Jefferson County Payroll Warrants Dated March 20, 2019 Totaling $78,660.99
and A/P Warrants Done by Payroll Dated March 20, 2019 Totaling$16,725.43 (Records of all
claims submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in
the Jefferson County Auditor's Office)
COMMISSIONERS' BRIEFING SESSION: The Commissioners reviewed recent
meetings they attended.
DISCUSSION re: Joint Resolution with the Board of Health Establishing a
Regulatory Reform Program for Jefferson County; Jefferson County Public Health/Environmental
Public Health; Jefferson County Department of Community Development(DCD): DCD Director
Patty Charnas and Environmental Health Director Stuart Whitford reviewed the proposed joint resolution
that would establish a Regulatory Reform Program for Jefferson County. All three Commissioners
previously voted in favor of the joint resolution during a recent Board of Health meeting.
After discussion, Commissioner Sullivan moved to approve RESOLUTION NO. 17-19 re: Joint
Resolution of the Board of County Commissioners and the Jefferson County Board of Health
Establishing a Regulatory Reform Program for Jefferson County. Acting Chair Brotherton seconded the
motion. The motion carried.
BRIEFING re: Revised Federal Rate Insurance Maps and Flood Insurance Study
Report and Proposed Revisions to JCC 15.15 (Building—Flood Damage Prevention Ordinance):
Department of Community Development(DCD) Director Patty Charnas and Associate Planner Donna
Frostholm briefed the Commissioners on the revised Federal Rate Insurance Maps and Flood Insurance
Study Report and potential revisions to the Jefferson County Code 15.15.
COMMISSIONERS' BRIEFING SESSION-Continued: The Commissioners
discussed Calendar Coordination, 2019 Legislative Session and miscellaneous items.
The meeting recessed at 10:52 a.m. and reconvened at 1:32 p.m. with Acting Chair
Brotherton and Commissioner Sullivan present.

COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.
• Critical Areas Ordinance; taskforce
• County Administrator's Update on the recent Washington Counties Risk Pool Conference
• Report on Boot Camp Discussion re: Housing for Homeless, Flood Insurance Rates and Buffers
• Advertisements were sent to the Leader for soliciting proposals for the Homeless Housing
Taskforce
NOTICE OF ADJOURNMENT: Commissioner Sullivan moved to adjourn the meeting
at 2:27 p.m. until the next regular meeting or special meeting as properly noticed. Acting Chair
Brotherton secon,d4 the motion. The motion carried.
