HomeMy WebLinkAboutM040819 4$ 0 N or, w -SIi1 NU ° MINUTES Jefferson County Board of Commissioners Regular Meeting — Monday, April 8, 2019, 9:00 a.m. Jefferson County Courthouse—Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Kate Dean called the meeting to order at the appointed time in the presence of Commissioner Sullivan and Commissioner Greg Brotherton. PUBLIC COMMENT PERIOD: The following is a summary of comments made by individuals in attendance at the meeting and reflect their personal opinions. • Comment regarding banning marijuana growing and processing in rural residential areas. • Comment regarding banning marijuana growing and processing in rural residential areas. • Comment regarding zoning in Port Hadlock. • Comment regarding a derelict vessel in Mystery Bay and zoning regulations for marijuana in rural residential areas. • Comment regarding marijuana zoning, shooting facilities issues, and local economic statistics. • Comment regarding a derelict vessel that washed ashore on a beach in Mystery Bay. • Comment regarding pollution, global warming and effects of chemicals on the environment. • Comment regarding marijuana issue on Marrowstone Island. • Comment regarding hours of operation of the Jefferson County Sportsmens Association gun range and the proposed new gun range in the County. • Comment regarding hours of operation of the Jefferson County Sportsmens Association gun range and the installation of cameras to view the gun range. • Comment regarding shooting at the Jefferson County Sportsmens Association gun range. The Commissioners and County Administrator addressed comments and concerns raised during the Public Comment Period. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Sullivan moved to approve the items on the Consent Agenda as presented. Commissioner Brotherton seconded the motion. The Commissioners briefly discussed Consent Agenda Items No. 5, 6 and 15. Chair Dean called for a vote on the motion. The motion carried by a unanimous vote. 1. RESOLUTION NO. 18-19 re: HEARING NOTICE: First Quarter 2019 Budget Appropriations/Extensions; Various County Departments; Hearing Scheduled for Monday, April 22, 2019 at 10:00 a.m. in the Commissioners' Chambers at the Jefferson County Courthouse, 1820 Jefferson Street, Port Townsend, WA 2. RESOLUTION NO. 19-19 re: Creating a County Project Designated as Thorndyke Road M.P. 4.71 Culvert Replacement 1 Commissioners Meeting Minutes of April 8, 2019 3. AGREEMENT re: Caretakers/Camp Host(s) for HJ Carroll County Park; No Dollar Amount; Jefferson County Public Works, Parks and Recreation; Charlene and Joseph Frick 4. MINUTES re: Regular Meeting Minutes of March 25, 2019 15. ADVISORY BOARD RESIGNATION: Lodging Tax Advisory Committee (LTAC); Debbie Wardrop, The Resort at Port Ludlow 16. Payment of Jefferson County Vouchers/Warrants Dated March 25, 2019 Totaling $264,327.12 and Dated April 8, 2019 Totaling $558,023.39 (Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.) 17. Payment of Jefferson County Payroll Warrants Dated April 2, 2019 Totaling $851,386.69 and A/P Warrants Done by Payroll Dated April 5, 2019 Totaling $818,144.21 (Records of all claims submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the Jefferson County Auditor's Office) PROCLAMATION re: Proclaiming the Month of April as National County Government Month: All three Commissioners read the proclamation. Commissioner Brotherton moved to Proclaim the Month of April as National County Government Month. Commissioner Sullivan seconded the motion which carried by a unanimous vote. The meeting was recessed at 10:04 a.m. and reconvened at 10:11 a.m. with all three Commissioners present. 2 Commissioners Meeting Minutes of April 8, 2019 EXECUTIVE SESSION: An Executive Session was scheduled from 10:00 a.m. to 10:45 a.m. Chair Dean announced that the Executive Session will be held from 10:12 a.m. to 11:00 a.m. with the County Administrator and Chief Civil Deputy Prosecuting Attorney regarding Attorney-Client Privilege, Actual Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open Public Meetings Act. The Board conclude the Executive Session and resumed the regular meeting at 11:00 a.m. EXECUTIVE SESSION: An Executive Session was scheduled from 10:45 a.m. to 11:00 a.m. Chair Dean announced that the Executive Session will be held from 11:01 a.m. to 11:15 a.m. with the County Administrator and Chief Civil Deputy Prosecuting Attorney regarding Attorney-Client Privilege, Potential Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open Public Meetings Act. The Board resumed the regular meeting at 11:15 a.m. Chair Dean announced that the Board will be extending the Executive Session from 11:15 a.m. to 11:30 a.m. The Board concluded the Executive Session and resumed the regular meeting at 11:30 a.m. The meeting was recessed at 11:30 a.m. and reconvened at 11:36 a.m. with all three Commissioners present. EXECUTIVE SESSION: An Executive Session was scheduled from 11:00 a.m. to 11:40 a.m. Chair Dean announced that the Executive Session will be held from 11:37 a.m. to 12:20 p.m. with the County Administrator and Chief Civil Deputy Prosecuting Attorney to Consider the Minimum Price at which Real Estate will be Offered for Sale or Lease; under exemption RCW 42.30.110(1)(c) as outlined in the Open Public Meetings Act. The Board resumed the regular meeting at 12:20 p.m. Chair Dean announced that the Board will be extending the Executive Session from 12:20 p.m. to 12:35 p.m. The Board concluded the Executive Session and resumed the regular meeting at 12:30 p.m. The meeting was recessed at 12:35 p.m. and reconvened at 1:30 p.m. with all three Commissioners present. COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip Morley reviewed the following with the Board. • Review of topics to discuss • NW Watershed Institute's request for letter re: Trust Land Transfer • Community Outreach meetings; review locations and dates • Facebook; potentially creating a social media presence for Jefferson County • Rhododendron Carnival; update on location • Emergency Management; upcoming trainings, reimbursement of storm events and updated tsunami mapping • Department of Community Development; workload re: Critical Areas Ordinance; taskforce and regulatory reform • Joint Oversight Board on Homelessness and Affordable Housing; upcoming meeting • Jefferson County Sportsmens Association; updating contract • Brinnon Loyalty Day Parade • Whidbey Island Naval Base; Chair Dean reported on her visit to the base • Commissioners' Briefing; the Commissioners reported on current meetings they attended • Washington D.C.; Chair Dean reported on her recent Workforce Development visit 3 Commissioners Meeting Minutes of April 8, 2019 • Port Townsend Farmers Market; restroom facilities • JeffCOM; report on recent meeting • Washington State University(WSU); new director search • Calendar Coordination and trail discussion • Calendar Coordination NOTICE OF ADJOURNMENT: Commissioner Brotherton moved to adjourn the meeting at 3:47 p.m. until the next regular meeting or special meeting as properly noticed.
