HomeMy WebLinkAboutE001Comment for 4/17/19 Hi all, After reviewing the proposal for Eco-ADU, I find the work admirable and ambitious.  I have a couple of issues. I understand that with the additional dwellings the existing off-street parking requirements would apply to any new development.  But that possible incremental development does not address the increased motor vehicle traffic and therefor appears to subvert the intent of the GMA, perhaps as a way around the concurrency requirements; dunno that.  If, however, the proposed Eco-ADU scheme were to only apply within the UGA’s, that may be considerably less of problem. This proposal also appears to circumvent the requirement that urban growth be restricted to the UGA’s by spreading out ADU’s onto existing developed lots.  This wouldn’t be an issue if the Hadlock sewer system were built for the density needed to accommodate the population growth.    Additionally, it would appear that the proposed Eco-ADU scheme would be a moot one if the zoning within the UGA were to be substantially increased to allow more duplexes, triplexes, fourplexes per unit rather than the ultimate mess of ADU’s this proposal will create with their needed parking, spaghetti of utilities, heat losses from additional walls instead of adjoining walls, etc.  Lastly, Jefferson County is in this difficult situation of more demand for housing than is available- thus leading to the scheme of adding “tiny houses” to the mix- because of the lack of sewer in the UGA and the lack of zoning to allow greater density. It is way past time to “bite the bullet” and get the sewer system built along with up zoning in Hadlock.   Sincerely, Scott G.
