Jefferson County Board of Commissioners
Regular Meeting — Monday, April 15, 2019, 9:00 a.m.
Jefferson County Courthouse—Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Kate Dean called the meeting to order at the appointed time
in the presence of Commissioner David Sullivan and Commissioner Greg Brotherton.
PUBLIC COMMENT PERIOD: The following is a summary of comments made by
individuals in attendance at the meeting and reflect their personal opinions.
• Comment regarding the banning of nuclear weapons.
• Comment regarding the homeless in Jefferson County,the Comprehensive Plan, and politics.
• Comment regarding limiting marijuana facilities in rural residential areas.
• Comment regarding an article about marijuana industry, and marijuana facilities in rural
residential areas.
• Comment regarding salmon restoration efforts and its effects on farmland and other wildlife.
• Comment regarding the banning of nuclear weapons.
• Comment regarding noise from the Port Townsend gun range, and bump stock guns being
illegal.
• Comment regarding the Port Townsend gun range, a perimeter sound study and safety
enhancements at the range.
• Comment regarding the location of the Rhododendron Carnival.
• Comment regarding Carnival equipment damaging Memorial Field.
• Comment regarding the location of the Rhododendron Carnival.
• Comment regarding the location of the Rhododendron Carnival.
• Comment regarding Carnival equipment damaging Memorial Field.
• Comment regarding the location of the Rhododendron Carnival and history of the event.
• Comment regarding the location of the Rhododendron Carnival.

The Commissioners addressed comments and concerns raised during the Public Comment Period.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Sullivan moved to approve the items on the Consent Agenda as presented. Commissioner Brotherton
seconded the motion which carried by a unanimous vote.
1. AGREEMENT re: Control Noxious Weeds at Solid Waste Transfer Station; In the Amount of
$4,648.00; Jefferson County Public Works; Jefferson County Noxious Weed Control Board

3. Payment of Jefferson County Vouchers/Warrants Dated April 15,2019 Totaling
$1,058,220.00 (Records of all claims submitted for payment along with vouchers approved and signed by the
Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works
Department.)
4. Payment of Jefferson County Payroll A/P Warrants Done by Payroll Dated April 6, 2019
Totaling $140,958.31 (Records of all claims submitted for payment along with A/P Warrants approved by the
Payroll Services Manager are retained in the Jefferson County Auditor's Office)
The meeting was recessed at 9:51 a.m. and reconvened at 10:00 a.m. with all three
Commissioners present.
BRIEFING re: Rhododendron Festival Carnival Site: The Board met with City of
Port Townsend Mayor Deborah Stinson, Rhododendron Festival President Brandi Hamon and Public
Works Director/County Engineer Monte Reinders to discuss options for site locations for the
Rhododendron Festival Carnival. After discussion, Chair Dean moved to authorize staff to negotiate an
agreement whereby Memorial Field could be used for this year's Carnival, weather dependent, that is
agreeable with Jefferson County Public Works Department. Commissioner Brotherton seconded the
motion. After further deliberation, Chair Dean called for a vote on the motion. Chair Dean and
Commissioner Brotherton voted in favor of the motion. Commissioner Sullivan voted against the
motion. The motion carried.
DELIBERATION re: Planning Commission's Recommended Ordinance Amending
Jefferson County Code Chapters 18.05, 18.10, 18.40 and 18.45 Regarding the Scope, Definition
and Amendment of Development Regulations: Department of Community Development Director
Patty Charnas and Associate Planner David Wayne Johnson briefed the Board on the Planning
Commission's recommendation. After deliberation, Commissioner Brotherton moved to amend the
Unified Development Code (UDC) as proposed. Commissioner Sullivan seconded the motion and
clarified that the ordinance is to accept the Planning Commission's recommendation to amend Jefferson
County Code Chapters 18.05, 18.10, 18.40 and 18.45 regarding the Scope, Definition and Amendment
of Development Regulations, to which Commissioner Brotherton agreed. County Administrator Morley
noted a correction to the ordinance stating the last two Whereas statements should be removed.
Department of Community Development Planning Manager Austin Watkins noted they would like to
add an additional Whereas language that states: "WHEREAS, the Board of County Commissioners have
reviewed the Planning Commission's recommendations and findings and applied the required Growth
Management Act(GMA) findings to the proposed amendments, it does not have any changes to the
Planning Commission's recommendations and findings."The Commissioners accepted the amendments
by Planning Manager Watkins and County Administrator Morley. Chair Dean called for a vote on the
motion. The motion carried by a unanimous vote.

CLOSED SESSION: A Closed Session was scheduled from 11:00 a.m. to 11:30 a.m.
Chair Dean announced that the Closed Session will be held from 11:30 a.m. to 12:00 p.m. with the
County Administrator, Central Services Director and Labor Consultant to Discuss Strategy or Position
for Collective Bargaining, Professional Negotiations, or Grievance or Mediation Proceedings not
Subject to the Open Public Meetings Act under exemption RCW 42.30.140(4)(b). The Board concluded
the Closed Session and resumed the regular meeting at 12:00 p.m.
The meeting was recessed at 12:00 p.m. and reconvened at 1:32 p.m. with all three
Commissioners present.
EXECUTIVE SESSION: An Executive Session was scheduled from 1:30 p.m. to
2:15 p.m. Chair Dean announced that the Executive Session will be held from 1:33 p.m. to 2:18 p.m.
with the County Administrator, Chief Civil Deputy Prosecuting Attorney and Central Services Director
to Consider the Minimum Price at Which Real Estate will be Offered for Sale or Lease; under
exemption RCW 42.30.110(1)(c) as outlined in the Open Public Meetings Act. The Board resumed the
regular meeting at 2:18 p.m. Chair Dean announced that the Board will be extending the Executive
Session from 2:20 p.m. to 2:40 p.m. The Board resumed the regular meeting at 2:40 p.m. Chair Dean
announced that the Board will be extending the Executive Session from 2:42 p.m. to 2:47 p.m. The
Board concluded the Executive Session and resumed the regular meeting at 2:47 p.m.
The meeting was recessed at 2:47 p.m. and reconvened at 2:54 p.m. with all three
Commissioners present.
COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.
• Community Outreach Meetings; review of dates and locations
• Port Townsend Farmers Market; restrooms
• YMCA; Inter-Local Agreement
• Rhododendron Festival; conditions regarding carnival
• Upcoming Quarterly Elected and Directors meeting
• Facilitator re: Homelessness and Task Force
• Citizen email re: Pleasant Harbor
• Navy reception; upcoming event at Bangor
• Calendar Coordination
• Duckabush Project
• Peninsula Regional Transportation Organization(PRTPO); upcoming Inter local Agreement
• City of Port Townsend; proposed City Prosecution Inter-Local Agreement
• Jefferson County Sportsmen's Association; sound and safety improvements through a Resource
and Conservation Office (RCO) grant; funding issues
• Calendar Coordination
• West End; issues in that area
