HomeMy WebLinkAbout020 19 (( . -Fund 9? 1 1 COUNTY OF JEFFERSON State of Washington In the Matter of Amending the FLSA } and Union Exempt 2019 Wage Table } RESOLUTION NO. 20-19 WHEREAS, Jefferson County initiated a Total Compensation Study project to compare the total compensation of job classifications in Jefferson County with similar job classifications in its seven comparable counties to help identify job classifications where the greatest inequities exist; and WHEREAS, the Total Compensation Study process was complete in December 2018 for implementation in January 2019, however RCW 41.56 duties delayed the announced effectuation of pay adjustments for the job classifications identified by the Total Compensation Study as most severely out of range, and the 2018 proposal was consistent with available funding; and WHEREAS, the County has set aside $40,000 of budgeted funding to make equity adjustments for both represented and non-represented job classifications that are most severely out of range; and WHEREAS, the Board of County Commissioners set the salaries of the FLSA and Union Exempt management and professional positions of Jefferson County by passage of Resolution No. 72-18 which provides a uniform system for equitable compensation; and WHEREAS, the FLSA and Union Exempt 2019 Wage Table needs to be amended to make pay adjustments for certain non-represented job classifications with the greatest inequities as identified in the Total Compensation Study. NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners, that the FLSA and Union Exempt Wage Table be amended to reflect the equity adjustments as set in the rates in the revised 2019 Exempt Wage Table as shown in Attachment A; and BE IT FURTHER RESOLVED, that the adjustments will be effective January 1, 2019; and BE IT FURTHER RESOLVED, that the Board of County Commissioners reserve the right to make adjustments to this matrix during the budget year as they feel are justified and necessary; and Resolution re: In the Matter of Amending the FLSA and Union Exempt 2019 Wage Table Page 2 of 2 BE IT FURTHER RESOLVED, that the County will continue to meet its RCW 41.56 obligations regarding all remaining represented positions to be adjusted because of the Total Compensation Study; and BE IT FINALLY RESOLVED, this Resolution revises the Exempt Wage Table as shown in Attachment 'A' of Resolution No. 72-18 effective on January 1, 2019. ___ ,`� Ap .'`',�,,r a9�PROVED AND ADOPTED this �—day of , 2019. �sk'("I y'�'. ANALYSIS: Jefferson County initiated a Total Compensation Study project to compare the total compensation of job classifications in Jefferson County with similar job classifications in its seven comparable counties to help identify job classifications where the greatest inequities exist. The Total Compensation Study was complete in December 2018 for implementation in January 2019, however implementation of the pay adjustments was temporarily delayed pending negotiations with a bargaining unit for their union represented job classifications. The negotiations with the bargaining unit have continued and have not yet reached conclusion. It is not reasonable to continue to delay pay adjustments for the non-union represented job classifications. Therefore, it is being proposed that the FLSA and Union Exempt wage table be amended to reflect the equity adjustments for certain hourly exempt employees as set in the rates in the revised 2019 Exempt Wage Table as shown in Attachment 'A'. FISCAL IMPACT: The County set aside $40,000 of budgeted funding to make equity adjustments for both union represented and non-union represented job classifications with the greatest inequities based on the Total Compensation Study. While the County had also proposed concurrent equity adjustments for union represented job classifications,the union has not agreed to allow those adjustments to move forward. After making equity adjustments for non-union represented job classifications,the remaining funding will be set aside for making future adjustments to job classifications with the greatest inequities which includes union represented job classifications.
