Joint Oversight Board on Affordable Housing and Homeless Housing
Special Meeting — Wednesday, February 20, 2019, 9:00 a.m.
Jefferson County Courthouse— Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Commissioner Sullivan called the Special Meeting to order in the
presence of County Administrator Philip Morley and City of Port Townsend Councilmember Michelle
Sandoval.
PUBLIC COMMENT PERIOD: The committee heard and responded to two comments
made by members of the audience in attendance. Councilmember Sandoval discussed the potential to
surplus property owned by the City of Port Townsend, Jefferson County, Public Utility District(PUD)
and the Port of Port Townsend to assist with affordable housing.
COMMITTEE DISCUSSION: The Committee reviewed the following:
• Review 2018 ILA including Role & Responsibilities of Joint Oversight Board
The meeting was recessed at 9:42 a.m. and reconvened at 9:46 a.m. with all three
Committee members present.
COMMITTEE DISCUSSION - Continued: The Committee reviewed the following:
• Financial Report on Fund 148 (178 funds) and Fund 149 (179 funds)
• Review and Input on Draft Facilitator Request For Proposals (RFP)including Scope and
Schedule
• Washington State RCW requirements and roles of Facilitator and Task Force
• Review Draft Facilitator RFP
• Review of Draft Facilitator RFP edits to be discussed February 26, 2019 at
9:00 a.m. in the Commissioners' Chambers
• Ideas for Membership of Local Homeless Housing Task Force; the Committee prefers a 9 or 11
member task force. A draft ad will be reviewed at next meeting.
PUBLIC COMMENT PERIOD: The committee heard and responded to three
comments made by members of the audience in attendance.
FUTURE MEETINGS and AGENDA ITEMS: The next meeting will take place on
February 26, 2019 at 9:00 a.m. in the Commissioners' Chambers
