MINUTES
Joint Oversight Board on Affordable Housing and Homeless Housing
Special Meeting — Tuesday, February 26, 2019, 9:00 a.m.
Jefferson County Courthouse— Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Commissioner Sullivan called the Special Meeting to order in the
presence of County Administrator Philip Morley and City of Port Townsend Councilmember Michelle
Sandoval.
PUBLIC COMMENT PERIOD: The committee heard and responded to one comment
made by a member of the audience in attendance.
COMMITTEE DISCUSSION: The Committee reviewed the following:
• Review and input to finalize the Draft Facilitator Request For Proposals (RFP); including Scope
and Schedule. Councilmember Sandoval moved to direct staff to move forward with the RFP as
modified. Commissioner Sullivan seconded the motion which carried by a unanimous vote.
• Review and input on Recruitment Notice and Application Form seeking persons to be appointed
to a Local Homeless Housing Task Force. Councilmember Sandoval moved to direct staff to
move forward with the Volunteer Application as modified. Commissioner Sullivan seconded the
motion which carried by a unanimous vote.
• Review of print ad regarding volunteers for the Task Force. Councilmember Sandoval moved to
approve the ad with edits, to be published as a legal ad and as a display ad, and to start
sequentially after the RFP facilitator ad has run its course. Commissioner Sullivan seconded the
motion which carried by a unanimous vote.
• Affordable housing; Councilmember Sandoval noted Washington Department of Transportation
regulations that affect relocation of homes on state highways, and tourism as a potential funding
source that can affect affordable housing.
PUBLIC COMMENT PERIOD: The committee heard and responded to one comment
made by a member of the audience in attendance.
FUTURE MEETINGS and AGENDA ITEMS: The committee reviewed the upcoming
meeting. The next meeting will take place on April 10, 2019 at 9:00 a.m. in the Commissioners'
Chambers
