HomeMy WebLinkAboutM042219 2cb`'oN 1 MINUTES Jefferson County Board of Commissioners Regular Meeting — Monday, April 22, 2019, 9:00 a.m. Jefferson County Courthouse— Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Kate Dean called the meeting to order at the appointed time in the presence of Commissioner David Sullivan and Commissioner Greg Brotherton. PUBLIC COMMENT PERIOD: The following is a summary of comments made by individuals in attendance at the meeting and reflect their personal opinions. • Comment regarding the Keystone Harbor and an upcoming Coupeville and Port Townsend Ferry meeting. • Comment regarding UFCW employees and a recent wage Compensation Study. • Comment regarding UFCW employees and a recent wage Compensation Study. • Comment regarding UFCW employees and a recent wage Compensation Study. • Comment regarding UFCW employees and a recent wage Compensation Study. • Comment regarding Jefferson County's economy, the Growth Management Act and the Port Hadlock Urban Growth Area. • Comment regarding UFCW employees and a recent wage Compensation Study. • Comment regarding paying County employees competitive wages, becoming active in Republican and Democratic parties, and affordable housing. • Comment regarding UFCW employees and a recent wage Compensation Study. • Comment regarding a recent Port Townsend Leader article regarding code of conduct during public meetings, and salmon funding money. • Comment regarding Earth Day, Jefferson County, and noise from the Port Townsend gun range. • Comment regarding UFCW employees and a recent wage Compensation Study. • Comment regarding the Washington State Department of Transportation proposed roundabout at the West end of the Hood Canal Bridge. • Comment regarding UFCW employees and a recent wage Compensation Study. The Commissioners and County Administrator addressed comments raised during the Public Comment Period. 1 Commissioners Meeting Minutes of April 22, 2019 APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Brotherton moved to approve the items on the Consent Agenda as presented. Commissioner Sullivan seconded the motion which carried by a unanimous vote. 1. RESOLUTION NO. 20-19 re: Amending the FLSA and Union Exempt 2019 Wage Table 2. ADVISORY BOARD REAPPOINTMENT re: Jefferson County Library Board of Trustees; Five(5) Year Term to Expire April 2024; Dr. Tom Hagen 3. MINUTES re: Regular Meeting Minutes of April 15, 2019 4. Payment of Jefferson County Vouchers/Warrants Dated April 22, 2019 Totaling $482,735.85 (Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.) 5. Payment of Jefferson County Payroll Warrants Dated April 19, 2019 Totaling $77,974.16 and A/P Warrants Done by Payroll Dated April 19, 2019 Totaling $16,898.98 (Records of all claims submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the Jefferson County Auditor's Office) The meeting was recessed at 10:03 a.m. and reconvened at 10:10 a.m. with all three Commissioners present. HEARING re: First Quarter Budget Appropriations/Extensions for Various County Departments: Central Services Director Mark McCauley reviewed all of the budget requests with the Board. Chair Dean opened the hearing for public testimony. Hearing no testimony, she closed the public hearing. After deliberation, Commissioner Sullivan moved to approve RESOLUTION NO. 21-19 re: Order Budget Appropriations/Extensions for Various County Departments. Commissioner Brotherton seconded the motion which carried by a unanimous vote. DISCUSSION re: AGREEMENT Interlocal re: Prosecution Services; In the Amount of$70,000 Base Fee; Jefferson County Prosecuting Attorney; City of Port Townsend: Prosecutor James Kennedy briefed the Board on a proposed agreement with the City of Port Townsend wherein the County would provide prosecution for the City's misdemeanor cases. After discussion, Commissioner Sullivan moved to approve the AGREEMENT. Commissioner Brotherton seconded the motion which carried by a unanimous vote. COMMISSIONERS' BRIEFING SESSION: The Commissioners reviewed their meeting schedules, Calendar Coordination and the following miscellaneous topics: • Rhododendron Festival; back-up Carnival location • Navy Growler; impacts The meeting was recessed at 11:10 a.m. and reconvened at 11:14 a.m. with all three Commissioners present. 2 Commissioners Meeting Minutes of April 22, 2019 EXECUTIVE SESSION: An Executive Session was scheduled from 11:00 a.m. to 11:20 a.m. Chair Dean announced that the Executive Session will be held from 11:15 a.m. to 11:35 a.m. with the County Administrator, and Central Services Director to Consider the Minimum Price at Which Real Estate will be Offered for Sale or Lease; under exemption RCW 42.30.110(1)(c) as outlined in the Open Public Meetings Act. The Board resumed the regular meeting at 11:33 a.m. The meeting was recessed at 11:34 a.m. and reconvened at 12:04 p.m. for the Quarterly Elected Officials/Department Directors lunch meeting with all three Commissioners present. The meeting was recessed at 1:10 p.m. and reconvened at 1:35 p.m. All three Commissioners were present for the afternoon session. COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip Morley reviewed the following with the Board. • Review of topics to discuss • Duckabush project update • ADO designation • Calendar Coordination • Septic discussion • Review of Quarterly Elected Officials meeting • Jefferson County website • Compensation study; debrief of comments • Capital gains tax; legislative discussion • Compensation study; Commissioner involvement NOTICE OF ADJOURNMENT: Commissioner Brotherton moved to adjourn the meeting at 2:49 p.m. until the next regular meeting or special meeting as properly noticed.
