The acreage was only reported inaccurately in question 21. as 4.5 acres. I conducted a site visit on February 22,2OL8 and observed that approximately 9 acres of the L0 acre parcel was harvested. The l- acre area not harvested is also accurately depicted in the southwest corner on the Forest Practice Activity Map. Please let me know if you need further clarification. I did meet with someone out there a little over a year ago. lt may have been one of the new landowners, but it had not been purchased yet. I did observe that the whole parcel except for approximately one acre in the SW corner had been harvested. Therefore the moratorium would apply to all the property except for the approximately one acre of un-harvested area. I don't remember definitively telling the landowner I was going to take enforcement action - but it was an option. I may not have in this case for a couple of reasons. The first is because there was no resource damage associated with the harvest. I verified that the stream shown on the hydrology layer did not exist. Additionally the additional acreage would not have changed the classification or complexity of our permit. The second is because the person I met with seemed pretty interested in purchasing the parcel. From prior experience, an enforcement action may have had negative unintended consequences for the new landowner in terms of the permitting process with Jefferson County. Please give me a call at the number below if you would like to discuss this further Thank you, Ross Goodwin Forest Practice Forester Olympic Region Washington State Department of Natural Resources 360-460-0900 ross.goodwin@d nr.wa.gov From: Sha nne n Ca rtmel <SCa rtmel @co. ieffe rso n.wa. us> Sent: Friday, April 26,2OL91:42 PM To: GOODWIN, ROSS (DNR) <ROSS.GOODWIN@dnr.wa.eov> Subject: FPA2675192 Hi Ross, I met with the new owners of parcel #001334021. The county has put a moratorium on the property for the area proposed to be logged. I believe it was supposed to be 4.5 acres. However, when I met with the owners, they stated almost the entire 10.31 acre parcel had been cleared by Cedarland Forest Resources. They stated they had spoken with you and you had allegedly said enforcement action will be taking place because the applicant cleared more than the FPA allotted. ls this accurate information? Mainly I need to know, to confirm that the moratorium needs to be applied to the entire property. 2 Thank you, Shannen Cartrnel Jefferson County Community Development Assistant Planner 621 Sheridan St., Port Townsend, WA 98368 Mon-Thurs 9am - 4:30pm, closed from 12-1 Ph: 360-379 -4454 Fax: 360-379-4451 scartm el (a co. j effe rso n.wa. u s http : / /www. c o. j e ffe rso n.wa.u s 3 Forest Practices Application/Notification Office Checklist Page 1 Olvmpic Reqion ALTERNATIVE PRESCRIPTIONS I I flternate Plan [ ] Ten-Year Forest Management Plan [ ] Columbia River Gorge National Scenic Area [ ] Watershed Analysis:_ BESOURCE REVIEW [ ] Unstable Slopes (Risk: Hrghway, Water;_) [ ]Soils Map (Highly Erodible & Very Unstable) [ ] SLPSTAB [ ] Landslide Hazard Zonation [ ] Landslide lnventory Polygon [ ] Flain-on-Snow and Outside Approved WA [ ] Hyclric Soils I lWedand[ ]Forested, t lA, t I B [ ] ln WMZoI[ ] A, orI J BWetland [ ] ln RMZELZolTypet I S, t I F, [ ] N water [ ] Water Verification Conversion Option Harvest Plan FPHP Plans & Specilicatrons Qualified Erpert Report; Natural Regeneration Plan Shoreline Permit Marbled Murrelet Form FPBM Appendix(s) Small Landowner RMAP Checklist CMZ Assessment Form FPA/N #: Received Date: WDFW Concurrence Due Date: 28151e2 Completed: Comments Due Date: Decision Due Date: FP Forester: Shutdown Zone: I Habitat Conservation Plan I Landowner Option Plan for Northern Sponed Owl I Cooperative Habitat Enhancement Agreement I Bull Trout Overlay IHCP Bull Trout Population I Bald Eagle nest or roost within 660 feet I Group A or B Water Supply lHatchery (Name Even-Aged Harvest greater than 120 Acres Ground-based Equipment on Slopes greater than 40% Road Construction on Slopes greater than 65% Saltwater lslands (Name ln orOverTypedWatert I S, t I F, [ ] Ns, [ ] Np LTCA Hardwood Conversion Form Wetland Mitigation Plan Water Protocol Surveys Modilication Form# Water Classification Worksheet Shade Documentation {stream Shade Assessment Worksheet) Watershed Analysis Worksheet DFC Printout Slope Stability lnformational Form Form completed by T J.
