Nature of Request:
Initial stage of future residential development. Clear trees and construct driveway access to future building site.
Trees will be pushed over and trees, stumps and undergrowth will be removed. Trees to be removed are mostly Douglas Fir and a
few Maple trees (4-5). Undergrowth includes berry briars, salal and some Oregon grape. A 150 foot access driveway (10 feet
wide) will be constructed within the tree removal area.
The remaining area (excluding the 1500 square foot driveway) will not be graded. Compaction will be limited to what results from
removal of the trees/vegetation. The intent is to retain the natural contours of the land (minus the trees) to the extent possible.
Tree removal allows access to the site and the various professional evaluations necessary for future planning and design of the
site.

STORMWATER CALCULATION WO RKS
DETERMINTNG STORMWATER MANAGEMENT REQUIREMENTS: This stormwater calculation worksheet should be completed first to
classify the proposal as "small," "medium," or "large." The size determines whether a Stormwater Site Plan is required in
conjunction with a stand-alone stormwater management permit application, building permit application, or other land use approval
application that involves stormwater review. The basic information will also be helpful for completing a Stormwater Site Plan, if
required.
Lqnd-disturbing qctiv@ is any activity that results in movement of earth, or a change in the existing soil cover (both vegetative and
non-vegetative) and/or the existing soil topography. Land disturbing activities include, but are not limited to clearing, grading, filling,
excavation, and compaction associated with stabilization of structures and road construction.
Notive vegetotron is vegetation comprised on plant species, other than noxious weeds, that are indigenous to the coastal region of
the Pacific Northwest and which reasonably could have been expected to naturally occur on the site. Examples include species such
as Douglas fir, western hemlock, western red cedar, alder, big-leaf maple, and vine maple; shrubs such as willow, elderberry,
salmonberry, and salal; herbaceous plants such as sword fern, foam flower, and fireweed.
lmperuious surfoce is a hard surface that either prevents or retards the entry of water into the soil mantle as under natural
conditions prior to development. A hard surface area which causes water to run off the surface in greater quantities or at an
increased rate of flow from the flow present under natural conditions prior to development. Common impervious surfaces include,
but are not limited to roof tops, walkways, patios, driveways, parking lots or storage areas, concrete or asphalt pavinS, gravel roads,
packed earthen materials, and oiled, macadam or other surfaces which similarly impede the natural infiltration of stormwater.

For proponents of "small" projects who must comply only with Minimum Requirement #2-Construction Stormwater Pollution
Prevention-an additional submittal is not required. The proponent is responsible for employing the 12 Elements to control erosion
and prevent sediment and other pollutants from leaving the site during the construction phase of the project. Pick up the
Construction Stormwater Pollution Prevention (SWPP) Best Manatement Practices (BMPs) Packet. Proponents of "medium"
projects-those that must meet only Minimum Requirements #1 through #5-and for "large" projects-those that must meet all 10
Minimum Requirements-are required to submit a Stormwater Site Plan. DCD has prepared a submittal template of a Stormwater
Site Plan, principally for rural residential projects. Complete the template in the Stormwater Site Plan lnstructions and Submittal
Template or prepare a Stormwater Site Plan using the step-by-step guidance in the Stormwoter Monagement Monuol.

I am cancelling the application and am preparing the refund form. Please note that this department began processing
the application and has charged time for preliminary review of the application, printing out parcel information, phone
calls with you, filing emails received, and preparing a letter requesting additional information (dated February 15,
2019). DCD charges $94 per hour when we work on an application and , even though the application is being canceled,
we will be scanning what was submitted so this department needs to retain the S23 scanning fee. You paid 5313.95 at
the time of application for 3 hours of planner time, a scanning fee, and a 5% technology fee. Based on the items just
listed above, DCD will be able to refund 568.87 (which includes time not used by the planner and a portion of the 5%
technology fee).
Please note that the paperwork takes several weeks to work its way through the county system. lf you have not
received a check in four weeks, feel free to contact me.

The Department of Community Development is in the process of reviewing your application. The
following information is needed to continue review of your project.
Jefferson County received a tree removal application. However, the site plan shows that 11,700
square feet will be cleared of vegetation. Based on this, a stormwater permit will be needed. Submit
the enclosed Supplemental Application for a Stormwater Management Permit. The fee due at the
time of application for a stormwater permit is $518.70. The difference between what was paid at the
time of application for a tree removal permit and what is due for the stormwater permit is $203.75.
Site plans must be to scale and have a north arrow. Enclosed is a Site Plan Checklist that identifies
some of the items that should be shown on the site plan.
The ordinary high water mark (OHWM) needs to be shown on the site plan. The OHWM will be
several feet landward of the line of mean high tide. A professional biologist can assist you with
identifying the OHWM.
It is my understanding that you will be getting a surveyor to pick up the OHWM. The surveyor can
then show the 1S0-foot shoreline buffer and 1O-foot building setback on the site plan. You may want
to have the surveyor pick up the flagging for the limits of clearing as well.
Depending on the proximi$ of the clearing to the shoreline, a shoreline permit may be needed.

My suggestion at this point is to employ an environmental consultant to do the work. There are a few in

consultants.

Thank you for the update.
An additional point we would like to make is that the septic permit will be filed a few months prior to
the building permit as I mentioned to you yesterday because of the lengthy review times by the
County. We have been advised by septic designers, builders and surveyors to file for a septic permit
early. And, if I recall correctly, the septic permit forms also instruct to file for the septic permit early
and prior to the building permit.
Since the septic will likely be within the 200 foot shoreline jurisdiction that you brought to my attention
yesterday, would the County also require a separate shoreline jurisdiction review for the septic
permit?
As you are aware, we are asking that we be allowed to file the shoreline jurisdiction application only
one (1) time to cover all 3 of the events (tree removal/storm water, septic, and building permit
application) as all are directly related to a single project.
Any additional reviews would be unreasonably redundant and costly

To confirm the assignment: we need you to go down the bank (60€5 foot) and observe the ordinary
high water mark (observed at 8.5 feet previously by our surveyor) and from there physically mark
the 150 foot vegetation buffer plus 10 foot setback line so that we/our architect can determine where
we can legally build within the confines of the waterfront regulations.
