Jefferson County Fire District No. 1 DBA East Jefferson Fire Rescue for a Ballot
Proposition to Jefferson County Fire Protection District No. 1 to Expand its Board of
Commissioners from Three Persons to Five Persons
STATEMENT OF ISSUE:
On March 21, 2019 the County Commissioners received notification of the proposed increase in size of the
Board of Commissioners of East Jefferson Fire & Rescue (EJFR), along with a request to call for a special
election to beheld on August 6, 2019.
ANALYSIS:
The Jefferson County Elections Coordinator reviewed EJFR's request and provided a proposition number.
The Chief Civil Deputy Prosecutor also reviewed EJFR's request and provided wording for the ballot to
increase the size of the EJFR Board of Commissioners from three to five members.
FISCAL IMPACT:
None
RECOMMENDATION:
Approve Resolution re: Calling for a Special Election on August 6, 2019 Jefferson County Fire District No. 1
DBA East Jefferson Fire Rescue for a Ballot Proposition to Jefferson County Fire Protection District No. 1 to

County Fire Protection District No. 1 to Expand its Board }
of Commissioners from Three Persons to Five Persons }
WHEREAS,Jefferson County Fire Protection District No. 1 dba East Jefferson Fire
Rescue ("East Jefferson Fire Rescue") currently has three fire commissioners; and
WHEREAS, East Jefferson Fire Rescue and the City of Port Townsend agreed, as a
condition of the successful annexation of the City of Port Townsend into East Jefferson Fire
Rescue, that East Jefferson Fire Rescue would hold an election asking the voters to expand the
size of its Board from three to five members; and
WHEREAS,the voters approved the annexation of the City of Port Townsend into East
Jefferson Fire Rescue at a special election certified by the Jefferson County Canvassing Board on
February 22, 2019; and
WHEREAS, at an open public meeting on March 20, 2019, the Board of
Commissioners of East Jefferson Fire and Rescue approved a resolution requesting that the
Jefferson County Board of Commissioners ("BoCC") place the issue for increasing from three to
five the number of fire commissioners on the ballot for the August 6, 2019 election for approval
or disapproval; and
WHEREAS, RCW 52.14.015 provides that upon receipt of the resolution by the Board
of Commissioners of East Jefferson Fire Rescue , the BoCC shall call a special election to be
held within the fire protection district at which election the proposition proposed below shall be
submitted to the voters; and
WHEREAS, on March 21, 2019 the Jefferson County Board of Commissioners
received notification of the proposed increase in size of the Board of the Commissioners of East
Jefferson Fire Rescue, along with a request to call for a special election to be held on August 6,
2019;
NOW THEREFORE, THE JEFFERSON COUNTY BOARD OF
COMMISSIONERS DOES HEREBY RESOLVE:

Section 1. Findings.
The "Whereas" recitals contained in the preamble of this Resolution are hereby adopted in their
entirety as findings.
Section 2. Calling a Special Election on August 6, 2019.
The Jefferson County Board of Commissioners hereby calls a special election on a ballot
proposition to be held in the East Jefferson Fire Rescue on August 6, 2019 which is the next date
according to RCW 29A.04.321, and shall cause notice of the election to be given as provided for
in RCW 29A.52.355.
Section 3. Proposition for Increasing the size of the East Jefferson Fire Rescue Board of
Commissioners from three to five.
The Board of County Commissioners hereby requests that the Jefferson County Auditor submit a
proposition, to the qualified electorate of Fire District No. 1 which includes the City of Port
Townsend for a vote at the August 6, 2019 special election in a form consistent with the
requirements of law and consistent with this Resolution, and substantially in the following form:
JEFFERSON COUNTY PROPOSITION NO. 1
INCREASE THE BOARD FROM THREE TO FIVE COMMISSIONERS FOR
JEFFERSON COUNTY FIRE PROTECTION DISTRICT NO. 1.
Shall the board of commissioners for the Jefferson County Fire Protection District
No. 1, doing business as East Jefferson Fire Rescue, be increased from three to
five commissioners?

Section 4. Corrections.
The Jefferson County Prosecuting Attorney, the County Auditor, Clerk of the Board, or their
designee, is authorized to make necessary clerical corrections to this Resolution including, but
not limited to, the correction of scrivener's or clerical errors, references, Resolution numbering,
section/subsection numbers and any references thereto.
