PROJECT DESCRIPTION:
Shoreline exemption to repair and replace undercut existing boat ramp and revetment. Repair to undercut boat ramp
area is 7-feet-wide by 16-feet-long by 8-inches deep. Revetment repair is 16-feet-long by'10-feet-wide. Allwork is
proposed above ordinary high water mark.

CONDITIONS:
1.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater, erosion and
sediment during construction. BMPs shall address permanent measures to stabilize soilexposed during
construction, and in the design and operation of stormwater and drainage control systems.
2.) Work within the jurisdiction of the Shoreline Master Program other than as described above shall receive
separate review from this Department.
3.) Construction shall be in substantial compliance with the site plan and proposal drawing approved on April 24,
2019, as it exists now or is hereafter amended by Jefferson County and/or the Washington Department of
Ecology.
4.) The development shall be essentially the same as the original in location, size, configuration, and external
appearance.
5.) Substantial progress towards completion of the project shall be performed within two years of the issuance of
the permit.
6.) No fill or other material may be placed in the waters or intertidal areas of Jefferson County.
7.) The applicant shall ensure that wet concrete does not enter the marine environment. This includes, but is not
limited to, using a fast curing additive, beginning the work as the tide goes out, ensuring the curing occurs
during a low tide, using forms to prevent wet concrete from flowing beyond the existing footprint of the ramp,
and implementing an appropriate spill prevention plan. lf concrete enters the marine environment, mitigation
measures may be required.
8.) Driving or taking heavy equipment onto the beach is prohibited. All work shall occur from the parking lot or the
boat ramp.
F!NDINGS:
1.) The Administrator finds that this application complies with applicable provisions of the Unified Development
Code, all other applicable ordinances and regulations, and is consistent with the Jefferson County

Comprehensive Plan and Land Use map.
The proposal is to maintain and repair an existing boat ramp and an existing revetment at a county park. All
work will be conducted above ordinary high water mark, within a segment of the shoreline designated as
shoreline residential.
The Geographic lnformation Systems mapping review identified and a site inspection confirmed the following
critical areas on the subject property: geologically hazardous areas (unstable shoreline slope stability; seismic
hazards); fish and wildlife habitat conservation areas (marine water is primary association for listed fish
species); critical aquifer recharge areas (specialaquifer recharge protection area plus susceptible); and
seawater intrusion protection zone (at risk). As a maintenance and repair application, this proposal is exempt
from critical areas review under JCC 18.22.070(6); therefore, special reports were not required for this
application.
The applicant is not proposing to create or add any impervious surface and the proposal will not result in any
additional land disturbing activities. Based on this, the proposal is consistent with the grading and excavation
standards of JCC 18.30.060 and the stormwater management standards of JCC 18.30.070.
Jefferson County determined that this proposal is categorically exempt from review under the State
Environmental Policy Act (SEPA) pursuant to WAC 197-11-800(3).
The site plan submitted with the shoreline application on February 12, 2019 and the drawing submitted on
March 20,2019 has been reviewed for consistency under the UDC, and has been approved by Jefferson
County Department of Community Development. Any modifications, changes, and/or additions to the stamped,
approved site plan dated April 24,2019 shall be resubmitted for review and approval by Jefferson County
Department of Community Development.
This approval is for a repairs to a ramp and revetment only. Any future permits on this site are subject to review
for consistency with applicable codes and ordinances and does not preclude review and conditions which may
be placed on future permits.
The Development Review Division finds that this proposal is consistent with JCC 18.25.560(2) of the Shoreline
Master Program and is consequently exempt from the substantial development permit (SDP) requirements.
Exemptions from the substantial development permit requirements do not exempt a proposed development
from compliance with the applicable policies and standards of the Shoreline Master Program or other applicable
Federal, State, or local permit or license requirements.
The applicant is responsible for ensuring that concrete does not enter the marine environment as wet concrete
has the potential to negatively affect water quality and habitat conditions. ln the event that wet concrete extends
beyond the footprint of the existing ramp, DCD (and other federal or state agencies) may require mitigation.
Similarly, to maintain water quality and habitat conditions in Squamish Harbor, the applicant is responsible for
ensuring that sediments do not enter the marine environment to the extent practicable during revetment repair.

NOTICE: This exemption does not excuse the proponent from complying with applicable local, state, or federal
ordinances or regulations consistent with RCW 90.58.
Development pursuant to this permit shall be undertaken subject to the applicable policies and performance standards
of the Jefferson County Shoreline Management Master Program and the Jefferson County Unified Development Code.
lf during excavation or development of the site an area of potential archaeological significance is uncovered, all activity
in the immediate area shall be and the Administrator shall be notified at once

SCOPE
Restore 16'x 10'exisling quarry rock revetment using 13 tons of 3 man and 7 tons of 2'to 4'quarry rock.. Fill voids
under concrete boat hunch with up to I yards of 7 sack sand/pea gravel floweble concrete mix.
Wet concrete wll be kept out of the marine environment by using fast curing edditives which will regult in a 4 hour
cure tinc; and pouring on an outgoing tide, on a day in which the tide will reach at least a 0.5 low. The pour Wll
begin when the tide reacheB 3 feet, which will leave approximatoly 6 hours before it roaches 3 feet again. This plan
will allow for a ssfety margin of approximately 7 vertical feet, snd 60 linear feel.
No vehicles or machinery wll be driven on the tidolands. Work will occur trom the parking lot, or from the boat
ramp.
