Check 'Statement of Exemption' box on the front of this form and submit with Permit Application to apply for your Exemption Approval. 18.25.570 Statement of Exemptions (1) The administrator is hereby authorized to grant or deny requests for statements of exemption from the shoreline substantial development permit requirement for uses and developments within shorelines that are specifically listed above. Such statements shall be applied for on forms provided by the administrator. The statement shall be in writing and shall indicate the specific exemption of this program that is being applied to the development, and shall provide a summary of the administrator's analysis of the consistency of the project with this program and the Act. As appropriate, such statements of exemptions shall contain conditions and/or mitigating measures of approval to achieve consistency and compliance with the provisions of this program and Act. A denial of an exemption shall be in writing and shall identify the reason(s) for the denial. Public Work Diredor/County Engineer To: Date:January l8th, 2019 From:Matt Tyler Jefferson County Public Works Parks and Recreation Division Manager Hicks County Park Boat Ramp Emergency Repair 1090 Shine Road, Port Ludlow, Washington Shoreline Development Permit Exemption Jefferson County Public Works is requesting a Shorelines Development Permit Exemption for emergency repair of the boat ramp at Hicks County Park. The boat ramp is 90 feet long, by 16 feet wide by approximately 8" thick. It was undercut by a storm at high tide in December of 2018. The undercut area is 16 feet long by 7 feet wide, by approximately 8 to l2 inches high, and is located at the highest corner of the boat ramp (see photos). The repair is to remove wood debris from under the ramp, form along the edge of the void, and pump concrete into the void. SHORELINES Jefferson County Public Works recommends that the project be considered exempt from acquiring a Shoreline Development Permit, as it meets the following requirements: o wAC 173-27-040 (2)(b): (b) Normal maintenance or repair of existing structures or developments, including damage by accident, fire or elements. "Normal maintenance" includes those usual acts to prevent a decline, lapse, or cessation from a lawfully established condition. "Normal repair" me comparable to its original condition. including but not limited to its size. shaoe, configuration. location and external appearance. within a reasonable period after decqv or partial destruction. except where repair causes substantial adverse effects to shoreline resource or environment.
