STATEMENT OF ISSUE:
Jefferson County Public Health requests approval of Amendment No. 2 to the RCO Lower Big Quilcene
Floodplain Acquisitions to add parcels to the project scope; December 8, 2016 —July 31, 2019
ANALYSIS/STRATEGIC GOALS/PRO'S and CON'S:
This amendment adds Bergeson property (APN#s 991200501 and 702241004) to the project scope. The
original RCO Funding Board Project Agreement funds the acquisition from willing sellers of residential
parcels prone to flooding and their restoration to native vegetation as an ongoing effort to re-establish a
channel migration corridor for the lower Big Quilcene River. The project supports efforts to reconnect the
lower river with its floodplain and distributary channels in order to support the recovery of Hood Canal
Summer Chum and other salmonids.
FISCAL IMPACT/COST BENEFIT ANALYSIS:
There is no change to funding / cost.
RECOMMENDATION:
JCPH Management recommends BOCC signature of Amendment No. 2 to the RCO Lower Big Quilcene
Floodplain Acquisitions to increase record retention to nine years; December 8, 2016—July 31, 2019
