AGENDA AND MINUTES APPROVAL Mr. Dawson called for a review of the May 12, 2016 Clean Water District Advisory Council meeting minutes. Dave Steele moved to approve the meeting minutes for May 12, 2016. Jill Zarzeczny seconded the motion. Correction: Previous meeting was November 12, 2015, not November 22, 2015. The motion was unanimously approved with correction to be made. Zoe Ann Lamp moved to approve the meeting agenda. David Sullivan seconded the motion. No further discussion. The motion was unanimously approved. ANNOUNCEMENTS 1) Mr. Dawson stated that the Clean Water District agendas and meeting minutes for past meeting were all uploaded and available online. 2) Mr. Dawson announced an Environmental Health Specialist I position will be posted for Water Quality, replacing a staff member that recently relocated. 3) Mr. Dawson informed the council that Port Ludlow Wastewater plant had a spill in July due to an electrical problem within their pumps. Mr. Dawson stated that he had received calls from the public regarding the spill and concerns about water recreation activities and crabbing in Port Ludlow Bay. Mr. Dawson has been in contact with Greg Rae of Olympic Water and Sewer, Dave Dougherty, Department of Ecology and Mark Toy, Department of Health, in regards to the spill response and correction. 2016 ANNUAL REPORT Mr. Dawson presented the Shellfish Protection District 2016 Annual reporting. The main items Mr. Dawson pointed out were: • There has been an increase in Water Quality staff to meet project demands. • Partnering within the Hood Canal Regional PIC project lead to interesting experiments in source tracking. • The PIC table was reviewed. JCCD will send updates to Mr. Dawson. Once completed, the report will be available on line. DATA UPDATE- HOOD CANAL #3 & DISCOVERY BAY Jean Snyder from Department of Health presented a review of Hood Canal #3 and Discovery Bay shell fishing areas. Per Ms. Snyder, every 12 years DOH completes a Sanitary Survey of the marine water, shoreline properties, circulation of the bay, location and numbers of marinas, wastewater and industrial discharge areas to determine the capability of the water body for shellfish health and water quality. The shoreline surveys were just completed in Discovery Bay; the state lab is starting to do a virus analysis of the water samples. Hood Canal #3: Station #137 sample results are going up; may have classification changes. Central Hood Canal Centennial Grant awarded to address septic systems in the area. Port Gamble S’Klallam completed MST samples; there is a significant marine mammal factor in the area. Potential concern regarding Black Point resort. SHELLFISH GROWING AREA THREATS AND RESPONSES Jean Snyder stated that DOH has an internal goal to have 10,000 acres of shellfish harvesting areas restored by 2020. Other counties are working to get upgrades in harvest areas; Jefferson County’s primary goal is to maintain. DOE has proposed a “No Discharge Zone” to the EPA for Puget Sound. 500 acres of marinas and areas near marinas could be released for shellfish harvest. The proposal is getting a push back from commercial tugboats as retrofits can be expensive. PROJECT UPDATES Current Projects: • Irondale: still being monitored. Updated maps for drainage area have been created. Geomeans of samples are starting to go up again; Irondale Creek will continue to be closed since its listed as “Closed” in the WDFW pamphlet. • Little Goose Creek: BEACH samples were high. • Priority Basins: Dry Season was just finished; results still show area sample results. • Clean Streams: Sampling station results were reviewed. Upcoming Projects: • Big Quilcene Fishing Season: Weekly sampling will take place. Sanicans and dumpster will be provided by JCPH. Mr. Dawson stated that there might be more recreational fishermen as the Skokomish River was closed for non-tribal fishing. • Strait Priority Basins: Awarded Centennial Grant. Project will cover Discover Bay and use assistance of JCCD to sample of Salmon and Snow Creek. • Central Hood Canal: Awarded Centennial Grant. Project will cover Brinnon and Duckabush area. • O&M Letters: Onsite Team is sending letters to homeowners regarding the need to have their septic system inspected. The schedule of letters to be sent was reviewed. 2016 MEETING SCHEDULE: A reminder was made that the next meeting would be November 10, 2016. PUBLIC COMMENT: There was no public comment.
