The February 9, 2017 meeting of the Clean Water District Advisory Council was called to order at 3:05
pm by Michael Dawson.
AGENDA AND MINUTES APPROVAL
David Sullivan moved to approve the meeting agenda. Deborah Stinson seconded the motion. No
further discussion. The motion was unanimously approved.
David Sullivan moved to approve the meeting minutes for August 11, 2016. Zoe Ann Lamp seconded the
motion. No further discussion. The motion was unanimously approved.
Jill Zarzeczny moved to approve the meeting minutes for November 10, 2016. David Sullivan seconded
the motion. No further discussion. The motion was unanimously approved.
MEETING SCHEDULE
Mike Dawson discussed the meeting schedule for 2017 (2/9, 5/11, 8/10, and 11/9), and discussed
moving the Annual Report to May. Zoe Ann Lamp stated that she will be retiring at the end of the
month, and Eric Kuzma will be the contact person for now.
BIG QUILCENE WATER QUALITY MONITORING PRESENTATION
Mike Dawson presented bacteria levels on the lower Big Quilcene River, and work that has been done to
mitigate, including placing Sanicans and dumpsters at Quilcene Riverside Park during the busy fishing
season.
HOOD CANAL CLEAN STREAMS FINAL REPORT
Mike Dawson and Evan Dobrowski presented. Restoration work, including planting and stream re-
meandering has been done to mitigate temperature exceedances on streams and rivers that are on the
303d list in the project area. Due to unusually high temperatures during the summer of 2015, the stream
temperature data collected during that period was skewed. As the plants grow in, water temperatures
should decrease. Some of the streams are now being monitored under the Quilcene-Dabob PIC project.
HOOD CANAL REGIONAL PIC – DUCKABUSH SEPTIC SURVEYS
Mike Dawson and Susan Porto presented. Much of the work was focused on determining where septic
systems are located, since the Duckabush area has many dwellings with septic systems that were
installed illegally without a permit or prior to when the County began issuing permits. The Port Gamble
S’Klallam Tribe (PGST) installed an auto-sampler, and discovered that bacteria levels spike in the evening

hours. The Hood Canal Salmon Enhancement Group has proposed a floodplain restoration project that
would include a new bridge.
HOOD CANAL #3 THREATENED SHELLFISH GROWING AREA DATA UPDATE
DOH could not make it to this meeting. Mike Dawson stated that PGST collected microbial source
tracking samples during the summer of 2016 to determine if the bacteria is from humans; Mike hasn’t
received results yet. There is no livestock in the area. Mike will follow up with DOH and PGST for an
update.
ANNOUNCEMENTS
Mike Dawson announced that Stuart Whitman will begin working at Jefferson County Public Health as
Environmental Health and Water Quality Director on February 15th.
