The May 11, 2017 meeting of the Clean Water District Advisory Council was called to order at 3:06 pm
by Michael Dawson.
AGENDA AND MINUTES APPROVAL
Dave Steele moved to approve the meeting agenda. David Sullivan seconded the motion. No further
discussion. The motion was unanimously approved.

HOOD CANAL #3 DATA UPDATE
Trevor Swanson stated that water quality in the Duckabush area at Station #137 does not meet State
shellfish standards, so the area will be downgraded. An appropriate response plan must be formalized in
the form of an Addendum. Trevor wrote an Addendum that will be discussed tomorrow, and should be
final by the end of June. Significant seal populations have been seen, and there is also concern about
septic systems. It’s likely the downgraded area will extend to Stations #136 and #138, since water
quality between monitoring stations is unknown. How much of the recreational shellfish beach to
include needs to be determined. Mike asked if there is an established level where the Duckabush is
considered to be in flood stage, since there have been a number of events where septic systems have
been flooded. Trevor stated he’s not sure but believes they close it at 3000 cfs, and can check if that is
correct. Fecal coliform levels have also jumped at Station #124, which is in a restricted classified area
near the Dosewallips River, but a downgrade won’t be required since growers are already required to
move their product to a clean area before selling.
PRELIMINARY MICROBIAL SOURCE TRACKING RESULTS FROM DUCKABUSH AND DOSEWALLIPS
Mike Dawson shared preliminary data from an environmental DNA study conducted by the Port Gamble
S’Klallam Tribe and their contractor, ACGT Environmental Lab. Samples were analyzed for DNA
sequences to determine taxonomy. The tribe plans to be ready to present results in June; Mike will
schedule a presentation. Trevor stated that after the report has been finalized, DOH will consider the
data when determining how to address water quality problems in the newly downgraded shellfish
growing area near Station #137.
CENTRAL HOOD CANAL PIC PROJECT PLAN
Mike Dawson and Evan Dobrowski discussed the project. Recapping past projects in the area, initial
goals included determining locations of unpermitted septic systems, and 241 previously unknown septic

systems were discovered. 39 failed septic systems were found in the area that are now in various stages
of correction. Many homeowners are not current on septic inspections, so notifications have been going
out, and certified inspectors have been backed up on work. Work still needs to be done in this area, so
JCPH applied for a grant. The project area includes shoreline from the tip of WaWa point south,
including the newly downgraded shellfish growing area, to the County line, and associated watershed.
The project includes stream, shoreline, and marine monitoring, sanitary surveys, and dye testing. The
Agreement was signed May 8, 2017, and the QAPP has been written. A public meeting will be scheduled,
to be held in Brinnon.
DRAFT ANNUAL REPORT
Mike Dawson stated he is working on the draft Annual Report for calendar-year 2016. The prior report
was for June 2015-July 2016, so there will be a six-month overlap. Mike will check with Jean Snyder
regarding any format changes, and will discuss the report further at the August meeting.
ANNOUNCEMENTS
Jill Zarzeczny stated that she will be working at Jefferson County Conservation District until the end of
July, then it’s likely that Craig Schrader will cover for her until her position is filled.
