Approved Meeting Minutes

The September 24, 2014 meeting of the Jefferson County Clean Water District Advisory Council was
called to order by Michael Dawson at 2:35 p.m.
Agenda and Minutes Approval
Agenda: The agenda for the September 24, 2014 meeting of the Jefferson County Clean Water District
Advisory Council was approved as is.
Minutes: Corrections offered: “Ecelberger” misspelling. Last paragraph of page 2, “Lake Anderson”
needs capitalization. “Michael Dawson” misspelling, last page. Page 3, first bullet, “over time”
correction.
No further discussion, Mr. Dawson called for a motion to approve the minutes as amended.
Mr. Wojt made a motion to approve the minutes of the March 26, 2014 meeting of the Jefferson
County Clean Water District Advisory Council, with corrections. Mr. Gordon King seconded the
motion. The motion was unanimously approved.
2014 Activities Update
Mr. Dawson presented the following activity updates:
The Washington State Department of Health’s 2014 Early Warning System summary is included
in the committee packet. DOH monitoring results show 4 stations have declined in water quality
in the Hood Canal #3 Growing Area. The stations are at the mouths of the Duckabush and
Dosewallips Rivers and are in “threatened” or “concerned” status. Mr. Dawson requested
additional data from DOH, and has reviewed preliminary results from marine monitoring. Mr.
Dawson would like to obtain grant funding to perform shoreline and freshwater monitoring in
those areas. Sanitary surveys of septic systems in the Duckabush area are currently being
performed under two grants, but follow up work will need to be funded.
The Hood Canal Watershed Project ends in December.
The Big Quilcene fishing season has begun. 3 sani‐cans and a dumpster are in place at Riverside
Park and across the river this year. Permanent vault toilet idea has been scrapped as there
wasn’t enough commitment from partners for maintenance, and long‐range floodplain
restoration may make a permanent toilet less desirable. JCPH is doing weekly WQ monitoring to
insure the shellfish beds do not close. Mr. Gordon King mentioned that there is a lot of use at
the mouth of the river.
Leland Creek riparian planting. Sites have been intensively planted with large willow stakes to
overcome heavy reed canarygrass. The plan is for the willows to be tall enough within first year
to avoid being smothered by the canary grass and begin to restrict its growth. Beaver exclusion
fencing has been installed.
Conservation District is beginning implementation of agricultural best management practices at
Cemetary Drain. Glenn Gately reports it’s going well, and ahead of schedule.
NE Jefferson Project – shoreline monitoring has been showing high E. coli in Irondale Creek.
Sanitary surveys still haven’t located any obviously failing systems. The stream flows year round.
The outlet is south of the parking lot at the Irondale Beach county park. Dye tests have come
back inconclusive. Warning signs are posted for the creek, for the beach and for shellfishing.
Marine enterococcus has remained low (BEACH program).
Port Townsend stormwater sampling has continued. 5 sites are areas of concern – high priority,
and 5 sites medium priority. Fall testing will be difficult as the high tide timing changes with the
season. The first rainfall event may be an influencing factor in the higher recent testing
numbers.
JCPH has been conducting sanitary surveys in NE Jefferson, Marrowstone Island, Cape George,
Oak Bay, Irondale. The survey areas are concentrated on areas where there are higher E. coli
results.
Clean Water District Activities grant – the Conservation District has begun conservation work in
the Eaglemount area.
New information from the Salmon and Snow Creek Microbial Source Tracking from EPA has
been received by the Conservation District. Glenn will forward that data to Michael. There
appears to be more human contamination than livestock/ruminants contamination.
2 new projects: Hood Canal Clean Streams, and Hood Canal Priority Basins are still waiting for
grant finalization. Both are 3 year projects.
It was recommended that Ian Jablonski be contacted regarding City of Port Townsend
watershed monitoring data.
2013 annual reporting form is included in the packet. Data are from performance measure
reports from the Water Quality program. The shellfish protection district contact at DOH will be
Jean Snyder. Mr. Dawson suggested that the committee should review the draft report in 2015
before the June deadline.
DOH has put together a shellfish protection district (SPD) library, containing other district’s
information. (A link to the library is in the draft Water Quality Plan). DOH has developed SPD
meetings, the next one is October 9th.
Water Quality will be hiring replacement staff. A number of staff have left/retired/reduced
hours. New staff member, Evan Dobrowski.
Mr. Sullivan notes that a bill is being drafted in State legislature which would mandate a fee for
septic system Operations & Monitoring (O&M). The bill would help to remove the disincentive
for people who are voluntarily complying with the O&M requirements. O&M is required by state
law every 3 years, or every year for systems with a pump.
Public Comment: Dan Toepper requested an update of the status of Mats Mats fecal coliform issue. Mr.
Dawson responded that the Mats Mats monitoring project has ended, and follow up is ongoing
regarding repairs of failing septic systems in the area. The most egregious failing septic that was
impacting water quality has been replaced by a newly installed system and the water quality has
improved. Several other repairs have been completed. There is no funding for further monitoring at this
point, so no new information. There was a notable algae bloom in the bay this year, which may be
aggravated by additional nutrients entering the water.
Review draft Water Quality Plan
The committee partially reviewed the Water Quality Plan, through section 3. Mr. Dawson will email the
document with meeting edits, and members will respond electronically before the December meeting.
The next step, after completion of the plan, will be development of a work plan.
Review and edits:
For possible inclusion: Overarching goals, Mr. Gordon King suggested adding reviewing toxic algae in
freshwater lakes be added to the goals/intro section. Mr. Dawson noted that these topics will be
reviewed for inclusion in the initial goals. Language similar to: “Identifies grant driven projects which
further shellfish district health through fresh water monitoring” and also may be clarified under section
4.5.
For possible inclusion: Mention of what is and what isn’t a part of district funded activities (e.g. marine
harmful algae blooms) is recommended.
For possible inclusion: Riparian buffer restoration of native trees and shrubs, which have the potential
to help reduce water quality problems.
For possible inclusion: Adding a section addressing what other projects are funded under separate
funding sources.
For possible inclusion: Links to outside information and documents, which valuable for expanding the
bigger picture of water quality.
For possible inclusion: Mention that shellfish is one of the main employers in the south county. Mr.
Gordon King will research hard figures. Sullivan suggest contacting the EDC for figures. David King
suggests including info about more wide‐spread implications (outside of Jefferson County) regarding
shellfish.
Suggested alteration: 2.2 in description of Irondale, Port Ludlow, etc. as “towns” – change to
“communities”.
For possible inclusion: In shellfish growing area section, include shellfish growing areas in Port
Townsend Bay and South Port Townsend Bay, etc.
For possible inclusion: 2.6, add suspension culture in addition to intertidal.
For possible inclusion: Section 2.11, Plans – add heading row on table. WRIA 17 implementation plan –
add. WRIA 16 plans – add.
Section 3 monitoring goals:
Suggested alteration: Formatting, change headings to noun‐verb, to represent activities that are being
or will be undertaken. Make the header a goal statement.
Suggested inclusion: Add segment regarding historical significance for native peoples in the region.
Additionally, it was suggested that tribes should be consulted for comment on draft plan.
Upcoming business
Citizen Position #2 – Ms. Leitman’s position comes up for renewal at the end of 2014. This business will
be addressed in December or January.
Meeting dates/times – Ms. Leckenby will send a Doodle poll for the next meeting date. One more
meeting this year.
Agenda planning
Further discussion and review of the draft Water Quality Plan.
